‘Suspend drivers' vocational licences only for fatal accidents'
PETALING JAYA: The vocational licences of errant drivers involved in road accidents should only be suspended if there are fatalities, says the Malaysia Trucking Federation (MTF). Its president Datuk Ng Koong Sinn noted that punitive measures will serve as a deterrent to prevent mishaps and help inculcate a sense of responsibility among road users. 'However, we are of the view that suspensions should only be enforced in cases where lives have been lost. 'While JPJ (Road Transport Department) may wish to impose penalties on these offenders, we appeal for these actions to be balanced with compassion. 'In fact, the number who engage in dangerous driving is relatively small compared to the majority of law-abiding drivers. 'Unfortunately, these errant drivers have tarnished the image of the industry with their reckless behaviour. 'In this respect, we support the idea that suspensions should only be lifted once the driver has demonstrated competency through defensive driving training,' Ng said in a statement. He was responding to the announcement by JPJ that it will suspend the vocational licences of commercial vehicle drivers involved in road accidents until investigations are completed. Ng said the issuance of driver cards accompanied by JPJ's inspections and safety audit system, known as Jisa, is a further positive step toward building a comprehensive driver database. 'With this system in place, traceable records of drivers, including accident history, drug and alcohol abuse as well as criminal records, will be readily accessible. 'This will serve as a preventive measure to ensure unscrupulous drivers are not allowed behind the wheel. 'We believe our practices such as managing drivers' hours of service, enforcing blackout periods from midnight to five in the morning and thorough route planning have helped us address driver fatigue. 'We will continue to encourage our members to adopt this safety culture and work to change the public perception of heavy vehicles,' said Ng. On July 6, JPJ director-general Datuk Aedy Fadly Ramli said that to ensure commercial vehicle drivers are competent, suspended individuals must pass a refresher course before their licences are reactivated or removed from the suspension list.

(Bernama pic) PETALING JAYA : The road transport department (JPJ) found that 64% of commercial vehicle operators failed an audit on mandatory safety requirements, in a recent nationwide operation. Its director-general Aedy Fadly Ramli said the operation, which began on June 23, saw audits carried out on 133 companies operating commercial vehicles, Bernama reported. He said only 48 companies passed the audit while the other 85 failed as they did not comply with JPJ Inspection and Safety Audit (Jisa) guidelines. 'The non-compliant companies comprised 43 lorry operators and 42 tour and express bus operators,' he was quoted as saying. Among the key violations were the failure to appoint occupational safety and health officers (OSHO), lack of GPS installation in all vehicles and poor GPS monitoring practices. Many companies also failed to record drivers' working hours, which must not exceed eight hours a day, and to ensure that drivers take a break of at least 30 minutes for every four hours of driving. Aedy said some companies had no safety action plans in place and did not display hotline numbers or the names of responsible officers on their vehicles for public complaints. 'The department will submit the list of non-compliant companies to the Land Public Transport Agency (Apad) for further action, including recommendations for possible suspension or cancellation of operating licences,' he said.

KOTA BARU: The Road Transport Department (JPJ) has found that 64% of commercial vehicle operators audited during the Special Operation on Safety Audit System Guidelines (Ops Khas Jisa) failed to meet mandatory safety requirements. Its director-general Datuk Aedy Fadly Ramli said the nationwide operation, which began on June 23, involved audits on 133 companies operating commercial vehicles. Of these, 85 companies failed to comply with Jisa guidelines, while only 48 passed. "The non-compliant companies comprised 43 lorry operators and 42 tour and express bus operators,' he said after attending JPJ's Setia Khas Assembly here Sunday (June 29). Among the key violations were the failure to appoint occupational safety and health officers, lack of GPS installation in all vehicles, and poor GPS monitoring practices. Many companies also failed to record drivers' working hours, which must not exceed eight hours a day, and did not ensure a minimum 30-minute break every four hours of driving. He added that some companies had no safety action plans in place and did not display hotline numbers or the names of responsible officers on their vehicles for public complaints. "The department will submit the list of non-compliant companies to the Land Public Transport Agency (APAD) for further action, including possible suspension or cancellation of operating licences.' he said. Bus brakes being checked
GERIK: Vehicle inspection agency Puspakpom has conducted a check on the brake system of the bus involved in a tragic accident on the East-West Highway near here. The report on the check is expected to be ready by tomorrow, said Transport Minister Anthony Loke (pic). Loke also warned the bus driver over his claim that the brake system malfunctioned prior to the incident. 'I am not sure if the claim was made to protect himself. 'Whatever he is saying cannot be taken at face value,' he told a press conference after visiting the crash site and also checking on the bus at the Gerik district police headquarters yesterday. 'But I want to warn the driver to not simply say things that may not be true. 'The cause of the accident has not been determined. Whether it was due to the road conditions or caused by the bus driver, it will be investigated thoroughly.' Early on Monday, the bus flipped on its side, killing 15 Universiti Pendidikan Sultan Idris students. Loke said the company operating the bus can also be hauled to court. 'It is clear that the bus owner leased the vehicle to another person, which is an offence,' he said. Loke also reminded all public transport operators to do their own Inspection and Safety Audit (Jisa) before the Road Transport Department (JPJ) comes knocking. 'All public transport operators need to buck up. 'Comply and do the audit before JPJ conducts checks,' he said, adding that Jisa, which is different from the mandatory six-month vehicle inspection, is to enhance the safety aspects of a vehicle. 'It (Jisa) is not something new but compliance is weak,' the minister said. He also said a large-scale audit will be held to check compliance among bus and lorry operators. 'It is not a reaction to the accident. Even before, the audit had been conducted periodically.'
