South Africa: Committee on Sports Apologises to Caster Semenya for Shabby Treatment at Hands of the International Association of Athletics Federations (IAAF)

The Portfolio Committee on Sports, Arts and Culture Chairperson, Mr Joe McGluwa, has apologised to three-time world 800-metre champion Ms Caster Semenya for the treatment she has received at the hands of the International Association of Athletics Federations (IAAF), which has sought to unfairly criminalise her sporting ability. The committee noted the ruling of the European Court for Human Rights, which has correctly ruled that the IAAF had discriminated against Ms Semenya. 'This is vindication for the support. As the Chairperson of the committee, I was fortunate to be involved in all these controversies since 2010. Caster has stood the test of time despite being ridiculed because someone, somewhere, could not believe that a girl from Limpopo could make us proud,' Mr McGluwa said. 'We should now close this chapter once and for all as a decision had finally been made. One can only imagine how South Africa's jewel has been affected and frustrated by all of this. And for all of this, we South Africans say we apologise and we salute you,' said Mr McGluwa. Mr McGluwa said everybody should focus on the future now and, if possible, Athletics South Africa should find a way to contribute in new ways to her sport and her country. In 2021, Ms Semenya appealed to the European Court following a set of IAAF special regulations, which ordered her to lower her testosterone levels. 'We can't run away from it; Caster is talented. Minister of Sport, Arts and Culture Gayton McKenzie welcomed the judgment by the Grand Chamber of the European Court of Human Rights (ECHR), which upheld a 2023 ruling by the ECHR's lower chamber that Caster Mokgadi Semenya was denied a fair and effective hearing by the Swiss Federal Tribunal regarding the long-running controversy around her right to participate in professional athletics. Athletics South Africa says they welcome the favourable decision by the European Human Rights Cour on the Caster Semenya ruling, but it is unfortunate that the ECHR did not pronounce on the validity of the regulations in which the whole case started. Athletics South Africa further said, they laments the fact that the judgment may not be accepted by World Athletics who are expected to continue implementing the DSD regulations, but ASA maintains that it will welcome the reform of the Court of Arbitration for Sport to embrace human rights principles. South Africa: Sports Committee Chair Urges Comrades Organizers to Prepare for Cold Front

The Chairperson of the Portfolio Committee on Sport, Arts and Culture Mr Joe McGluwa, has called on race organisers involved in the Comrades Marathon to take all necessary precautions to ensure the cold front does not have bad impact on athletes on Sunday. Weather SA warned of two cold fronts that will sweep through the weekend,starting with the western parts of the country, but affecting most of the provinces. The first of the two cold fronts is expected to land in the Western Cape late on Friday. Mr McGluwa cautioned that the impending cold fronts may lead to adverse weather conditions, emphasizing the need for proactive measures to prevent any potential harm or disruption to the event and its success. He said: 'The Comrades is one among many sporting events that our country prides itself on among the sporting fraternity. We want it to keep it that way;this is our signature event on our sporting calendar.' 'The reported weather should not influence the event in any way but if it gets to that eventuality we call on all involved in hosting the event and the athletes to make sure they are safe at all times and during all the stages of the event,' continued Mr McGluwa. The 98th edition of the Ultimate race will be a down run from the City Hall in Pietermaritzburg on Sunday. Athletes will subject themselves to the 89kmdistance that will end at Moses Mabhida Stadium in Durban. The committee wished all participants as well as the Members of Parliament,Provincial Legislatures, and the Parliamentary Athletics Club runners who are participating success. 'We say raise our flag and make the institution of Parliament ever relevant to all good causes in our country,' added Mr McGluwa. Parliament is sending 16 athletes to the event. The Portfolio Committee on Sport, Arts and Culture will invite to Parliament the South African Football Association (SAFA) in its quest to get the governance and finances of the association back on solid ground. SAFA appeared before the committee on Tuesday where it informed the committee that its finances were not sound and that they were working on challenges. The Chairperson of the committee, Mr Joe McGluwa, said the serious issues that confronted the association necessitate that there be a follow up meeting. 'We need a way forward to pull SAFA from the financial stress it is in. It concerns the committee that a lot of crucial details to many issues at SAFA are being withheld from Members. Importantly, we could not find a sense that issues were being dealt with proactively.' Mr McGluwa said it worried the committee that SAFA lacked cogent programmes a challenge which has seen many aspiring footballers leave other provinces mainly to concentrate in Johannesburg. Among the many challenges that the committee was informed included the lack of sponsors, salary disparities related to national coaches, lack of consequence management, lack of budget with such consequence as having liabilities far exceed assets, etc. Mr McGluwa said the inability to generate revenue for the national association was worrisome and could spell disaster for provinces and regions of SAFA as many tournaments had been staged without any form of support. 'SAFA is not sustainable; SAFA cannot run its operations. This is the elephant in the room that all football loving people need to sort the mess out,' added Mr McGluwa.
