Interior and Local Government Secretary Jonvic Remulla said the affected areas are the following: 1. Nueva Vizcaya 2. Ifugao 3. Mountain Province 4. Nueva Ecija 5. Quezon Province 6. Interior and Local Government Secretary Jonvic Remulla on Wednesday apologized for the humorous posts of his department for the announcement of class and work suspensions due to the bad weather. Remulla told GMA Integrated News' Unang Balita in an interview that he was not downplaying the struggle of the public and that he was just trying to lighten their mood. 'Siguro hindi nila ako naiintindihan. Pabiro talaga ako. Hindi ko naman minamaliit ang pinaghihirapan nila. Ang ginagawa ko lang, ang pagpapaalala ay ginawa kong mas magaan para hindi negative vibes lagi ang naririnig,' Remula said. (Maybe they just don't understand me. I am really humorous. I am not downplaying what they are going through. All I am doing is reminding them. I made it lighter so that they don't always hear negative vibes.) 'Kung 'di naman nila naiintindihan ay humihingi ako ng pasensiya. Pero ganoon talaga pagkatao ko. Ano na lang, intindihin na lang ito na wala naman akong masamang intensiyon,' he added. Remulla was referring to the announcement of class and work suspensions due to the impact of the bad weather caused by the Southwest Monsoon (Habagat). The post received mostly angry reactions. Twelve people were reported dead due to the impact of Tropical Cyclone Crising and the Southwest Monsoon or Habagat, the Philippine National Police (PNP) said Wednesday. Five of the fatalities were recorded in Calabarzon. Negros Island Region had three fatalities. One fatality each meanwhile was reported in Metro Manila, Mimaropa, Northern Mindanao, and Bangsamoro Autonomous Region in Muslim Mindanao (BARRM). The victims died due to drowning and falling trees. Nine people were also reported missing and seven others were reported injured. The Department of the Interior and Local Government (DILG) on Tuesday urged concerned mayors to implement forced evacuation when necessary to ensure the safety of their residents from the impact of the Southwest Monsoon or Habagat. In a statement, Interior Secretary Jonvic Remulla also asked local government units (LGUs) to prioritize vulnerable groups such as children, the elderly, and persons with disabilities. The LGUs have to coordinate with their respective Regional Disaster Risk Reduction and Management Councils and the Department of Social Welfare and Development (DSWD) for relief distribution from the national government, he added. Remulla reminded concerned mayors to always observe Operation L!STO Protocols to guide them on critical measures and actions to take in response to the impact of the bad weather. The Interior and Local Government Secretary also called on all affected residents to heed the advice of local authorities and promptly relocate to designated evacuation centers or safe areas. Citing a weather advisory from PAGASA, the DILG said the Habagat will bring moderate to intense rains of up to 200 mm within the next few days in several areas in Ilocos Region, Central Luzon, Metro Manila, Calabarzon, Mimaropa, Bicol, Western Visayas, and the Negros Island Region. The DILG warned of possible flooding areas that are urbanized, low-lying, and near rivers. Landslides may also happen in moderate to highly susceptible areas, it added. Six people were reported dead due to Tropical Cyclone Crising, Habagat, and the low pressure area (LPA), the National Disaster Risk Reduction and Management Council (NDRRMC) said Tuesday. A total of 1,266,322 individuals or 362,465 families were affected by the bad weather in all regions in the country except for Eastern Visayas. Interior and Local Government Secretary Jonvic Remulla called on local government units (LGUs) Thursday to enact ordinances penalizing prank callers on the national emergency hotline or 911. "Dapat may ordinance ang lahat ng LGUs na may monetary fine, jail time basta prank call," Remulla said in a statement. (All LGUs should have an ordinance providing monetary fines and jail time for prank callers.) The Department of the Interior and Local Government (DILG) said the E911 National Office reported that in 2024, close to 12 million calls were received and 60% were identified as "fraudulent, hoax, or prank calls." Citing the Presidential Decree 1727, the DILG said individuals who maliciously spread false information may face imprisonment of up to five years, a fine of up to P40,000, or both. Remulla warned the public that the new system will have tracking capabilities to quickly identify prank callers. "May geofence at geo data kasi ang lahat ng tatawag. So kung tumawag ka at prank call ka, within five minutes, mahuhuli ka nila," Remulla said. (Everyone who calls has a geofence and geo data. So if you call and it's a prank call, within five minutes, they'll catch you.) Among the additional features of the national emergency hotline system are language-sensitive capabilities and push-to-talk over cellular technologies, which allow real-time coordination with over 1,000 police officers nationwide. ''Ipinag-utos na po ng Pangulo na agaran po ang paglilinis ng mga drainage dahil ito po ay makakatulong po na maiwasan ang mabilis na pagbaha lalung-lalo na po dito sa Metro Manila,'' she said. Classes were suspended and commuters were stranded in multiple areas due to the heavy rainfall on Thursday in Metro Manila and some provinces.
