Jaipur: Taking cognisance of a complaint lodged by Rajasthan's Leader of Opposition, Tikaram Jully, against proposed changes in the Critical Tiger Habitat (CTH) boundaries in Sariska Tiger Reserve, the central empowered committee (CEC) formed by the Supreme Court held a meeting at its office in New Delhi Monday to hear Jully's arguments. The committee's member secretary, Bhanumati G, had invited Jully to the meeting with the necessary documents related to his complaint. The proposal for the "rationalisation" of Sariska's boundaries has been prepared according to directives of the CEC and the Supreme Court. Jully had alleged that the Rajasthan govt ignored legal procedures and the proposal was designed to benefit the mining and hotel lobby. Jully strongly opposed the proposal to redefine boundaries of the CTH, describing it as an "injustice to the natural habitat and conservation of tigers", and submitted a detailed representation to the CEC. Presenting his case to the CEC, Jully said that while he respected the SC, the state govt was altering the CTH in a calculated strategy to benefit certain individuals without giving affected parties a chance to be heard, thereby violating the SC's guidelines. Jully accused the govt of violating promises made to the SC by reducing the CTH area. He mentioned that when only 492 sq km were protected in Sariska in 2004, tigers became extinct there, but after CTH area was added in 2007, tigers returned. He said that after Bhiwadi and Behror became separate districts, Sariska became the main tourist region of Alwar district. "However, the state govt is focusing on the mines area to benefit influential people, and large-scale corruption cannot be ruled out," he stated. He said that despite elected representatives from Alwar being part of both Union and state govts, changes were being made to the CTH that would harm not only wildlife but also the surrounding villagers.

Sariska's Tigers Await Rajasthan Government vs Opposition Boundary Showdown

Jaipur: A Rajasthan government proposal to alter Core Tiger Habitat boundaries at the Sariska Reserve - which is home to nearly 50 tigers - has angered environmentalists and the opposition. The ruling Bharatiya Janata Party has claimed the CTH changes are a 'rationalisation of forest area', and has pointed to a re-drawing of boundaries that adds a net 42.52 sq km to the reserve. But critics say the move could impact wildlife corridors tigers use to move between forests, and also restart 57 mines shut down by the Supreme Court to protect tigers and their environment. The controversy revolves around 48.39 sq km of land that happens to contain almost all the mines the Supreme Court had shut down in August last year; the court had said the mines violated the law by operating within a buffer zone meant to protect tigers from human activity. Restarting these mines - which dig out limestone, dolomite, and marble - could have an adverse long-term impact on the environment, including affect the tigers' habitat and forcing them to move out of their territories, and into villages and towns bordering the reserve, in search of food. That the mines will be restarted appears likely because the state has argued land excluded from the CTH 'are impacted by human activity and moving them out will benefit conversation'. The demarcation of CTH in and around Tehla is also expected to benefit hotels being built in the area, which, unchecked and uncontrolled, will add even more pressure on the environment. The other point of concern is that most of this 48.39 sq km is around Tehla - one of the main gateways in and out of Sariska - and where a tigress and her cub were sighted last month. Wildlife activists have questioned the altering of CTH where tigers have been seen, while the opposition has slammed the BJP for 'selling out to mining interests'. The Congress' Tikaram Jully, the Leader of the Opposition, and the local MLA said the state's move 'smacks of corruption'. "They changed the CTH where a tiger was seen. The question is 'who benefits? There should be a proper inquiry... almost all of Alwar (the district that contains the reserve) is industrialised... Bhiwadi, Chopanki... everything. This is the only ecological zone," Mr Jully said. Wildlife activist Rajesh Kishan Sidh, a local who is planning a legal challenge to the CTH alteration, told NDTV any redrawing of boundaries could endanger all 48 tigers in Sariska. "We are decreasing CTH in Tehla... where a tiger was sighted with her cub. The question is - why are you decreasing CTH land area? What pressure has led to this re-drawing of the map of Sariska?" he asked, noting also that no independent environmentalist had been consulted. Wildlife officials have raise questions too. RS Shekhawat, the former Field Director of Sariska, who oversaw the resurgence of tigers in the reserve, stressed the need for wildlife corridors. "Eco corridors are necessary for movement of tigers. Now it appears CTH will reduce by about two km, so from Tehla to Jamwa Ramgarh, and towards Rajgarh, the corridor will be impacted." Mr Shekhawat also said that even if the CTH was to be altered the state should have prioritised the interests of wildlife conservation by giving an assurance that the ESZ, or eco sensitive zone, around Sariska will be maintained at a minimum of five km, and that this will not be affected. But perhaps the fiercest criticism is from Congress leader and ex-Environment Minister Jairam Ramesh, who said the proposed changes endanger forests re-generated against great odds. Mr Ramesh also pointed out both the current Union Environment Minister, Bhupendra Yadav, and his state counterpart, Sanjay Sharma, are from Alwar district, and posted on X, "... surely this double engine cannot be supporting such corridor fragmentation to benefit mine owners..." The Rajasthan government, meanwhile, has declared it is, in fact, honouring the spirit and word of a Supreme Court ruling that said forest areas could not be allowed to decrease. Insisting the end result will be 'positive', it pointed to the increased reserve area and hit back at critics, declaring 'those who are opposing this don't have full knowledge of what is being done'. "'Critical habitat' means the tiger should be conserved and the forests should be protected, which means both the buffer zone and the critical habitat. the Supreme Court was also clear - forest areas should not decrease. So, in fact, our forest area has increased, The Rajasthan Wildlife Board and National Wildlife Board have agreed to this proposal," he declared. "Our aim is to expand the buffer area also because the numbers of tigers is Sariska is increasing. Those who are opposing this do not have full knowledge of what is being done." Fifteen years after Sariska was left without tigers - thanks to poachers - the reserve has become a success story. But now its new population of tigers is under threat again.

Jaipur (Rajasthan) [India], June 11 (ANI): On the 11th anniversary of the Modi government, Tika Ram Jully, leader of the Opposition in the Rajasthan Legislative Assembly, slammed the government, saying that the past 11 years have been filled with lies, mislead, and harassment of the common man. Jully criticised the government for failing to fulfil its promises, including providing 2 crore jobs every year, depositing Rs 15 lakh in people's accounts, bringing back black money, cleaning the River Ganga, and making diesel, petrol, and LPG cheaper. While speaking to ANI on Wednesday, Jully said, 'Look, the 11 years of Modi ji have been full of lies, misleading the public, harassing the common man. The promises made to the public, whether it is the promise of giving 2 crore jobs every year, or the promise of depositing 15 lakhs in the accounts, or the promise of bringing back black money within 100 days, or the talk of cleaning the Ganga Maayya, or the talk of making diesel, petrol and LPG cheaper, or the talk of making the dollar equal to the rupee. Or the talk of ending corruption and terrorism, all remained unfulfilled. Whether it is doubling the income of farmers, giving concrete houses to every poor, hundreds of such promises were made by Modi ji, none of which were fulfilled. Not even one came to reality.' The Leader of Opposition in Rajasthan also questioned the government's focus on 2047, saying that the public had given them only 5 years to work. 'Now they have started talking about who has seen 2047. The public had given you 5 years; you have to work within that. Today, you have started talking about 2047, but the public did not give you the opportunity to 2047. Tell us your action plan for the next 5 years, so that the public gets relief,' Jully demanded. Julie further criticised the government's foreign policy, citing Operation Sindoor and the treatment of Indians in the US. The LoP also praised Indira Gandhi's courage, implying that the current government lacks the same level of leadership. 'You saw Operation Sindoor, no country in the world stood with us. Modi ji did so many foreign trips in 11 years, despite that, not even a single country stood with us. Now our children who have gone to America they being treated like terrorists. Pakistan is getting support everywhere in the world, but people are not standing with us. This is a serious issue; only talk will not work, you will have to show it by working. "The scheme is directly related to women's health. For the past nine months, sanitary napkins were not purchased for distribution to women, causing distress to crores of mothers, sisters, and daughters who may be unable to express their pain due to hesitation. This is a very serious and sensitive issue." Jully mentioned that according to the National Family Health Survey (NFHS-4) 2015-16, only 47.9% of women in Rajasthan were aware of menstrual hygiene and used sanitary pads. "More than half of the women were unable to use sanitary napkins due to a lack of awareness and resources, resulting in health issues and serious diseases like cancer. In response, the previous Gehlot-led Congress govt launched the Udaan scheme in 2021 for women aged 11 to 45 and schoolgirls," he wrote. "The scheme aimed to provide sanitary pads during menstruation. The women's empowerment department was designated as the nodal agency, and the demand for sanitary pads was sent to RMSCL for distribution," he added.

Jaipur: To seek immediate disqualification of BJP's Anta MLA Kanwarlal Meena after Rajasthan High Court upheld his conviction in a criminal case, a delegation of Congress leaders led by Leader of Opposition Tikaram Jully Tuesday met Assembly Speaker Vasudev Devnani. The delegation included deputy CLP leader Ramkesh Meena, senior MLAs Harimohan Sharma, Rajendra Pareek, among others. Later, speaking to the media, Jully said, "The manner in which Meena's episode has been handled will remain a blot on those involved in delaying action against him. There can be no justification for the Speaker's silence or inaction on a matter this serious." He added that senior Opposition MLAs tried to meet the Speaker thrice in the last 15 days but failed each time. Jully slammed the recent appointments to Assembly committees, terming them a "violation of rules and legislative dignity." Congress's chief whip Rafeek Khan said, "What we are witnessing is the slow erosion of constitutional discipline inside the Assembly. The Speaker's office must function above partisan interests. If convicted MLAs are allowed to sit unchecked and committee appointments are made without following rules, what message does it send to the people and the bureaucracy?" Jully also pointed out that the April 30 bulletin announcing the constitution of committees failed to mention their tenure—an omission that violates Rule 253-A, which mandates a two-year term for certain committees. "Assembly has a proud tradition of upholding procedure, decorum, and transparency. We expect the Speaker to rise to the occasion and protect that tradition," Jully said.
