Junady delivers his welcoming speech at the event. — Photo by Jude Toyat KUCHING (June 19): Unit Peneraju Agenda Bumiputera (Teraju) has called for greater Bumiputera participation in the Malaysian capital market to bridge longstanding equity ownership gaps and boost Bumiputera corporate competitiveness. Its chief executive officer Junady Nawawi said that about seven per cent of companies listed on Bursa Malaysia were Bumiputera-controlled, and in the past three years, out of 97 new listings, only one was a majority Bumiputera-owned company. 'The journey towards initial public offering (IPO) is undoubtedly challenging – despite six decades of efforts to empower the Bumiputera economy, Bumiputera ownership and control in the capital market remains low. 'The reality is that much more needs to be done. This gap is not just a number – it is a call to action. It underscores Teraju's ongoing commitment to formulating comprehensive financing and facilitation strategies to build more competitive Bumiputera enterprises that are ready to penetrate global markets,' he said in his welcoming address at the 'Road to IPO: Sarawak Edition' programme held at Hilton Hotel here yesterday. Junady said the programme was a significant initiative underlining Teraju's mission to ensure Bumiputera inclusion in the mainstream of the national economy, particularly within the growing capital market ecosystem. 'This marks the beginning of a strategic and long-term transformation journey. The path towards public listing not only demands perseverance and proper planning, but also discipline and competitiveness to succeed in a dynamic and challenging market environment,' he said. He expressed appreciation to Bursa Malaysia and strategic partners Deloitte Advisory for working hand-in-hand with Teraju to realise this shared vision. 'This collaboration reflects a true spirit of partnership, where we jointly strengthen the national capital market while opening more opportunities for Bumiputera companies to grow and compete,' he said. The programme also aims to support the state's strategic framework for Bumiputera economic empowerment through the 3-7-20 agenda, which outlines three key targets to be achieved by 2030. 'This framework aligns with the federal government's Bumiputera Economic Transformation Plan 2035 (PuTERA35) and Sarawak's PCDS 2030, both of which emphasise sustainable, inclusive, and resilient economic growth,' Junady said. He added that through PuTERA35, the government has set an ambitious target to increase individual and mandated Bumiputera equity ownership from RM1.71 trillion to RM2.93 trillion by 2035 – a 30 per cent increase in 10 years. 'This target is not just a figure, but a reflection of our national resolve to ensure Bumiputeras become more significant stakeholders in the economy,' he said. Junady also highlighted Sarawak's key role in Malaysia's overall economic development. 'Companies in this state have demonstrated high potential, not just in terms of resilience, but also in their aspirations to expand into domestic and international markets,' he said. The event saw the participation of representatives from Sarawak Bumiputera Socioeconomic Transformation Group (KGBS), as well as presidents of various Bumiputera chambers of commerce including Sarawak Bumiputera Entrepreneurs Chamber (DUBS), Dayak Chamber of Commerce and Industry (DCCI), and Orang Ulu Chamber of Commerce and Industry (OUCCI). Junady urged participants to take full advantage of the programme. 'Get actively involved, absorb the insights shared, ask questions, and build your network. Such interactions are not mere formalities, but bridges to your next phase of growth,' he said. The Minister of International Trade, Industry and Investment highlighted this during the 'Road to IPO: Sarawak Edition' at a hotel here today, and stressed that listing on Bursa Malaysia should be seen as a strategic move for business growth and transparency. 'Listing gives companies access to larger capital, strengthens governance structures and sets the foundation for sustainable long-term growth. It is not merely about prestige, but a symbol of market confidence in Bumiputera companies' capabilities,' he added. He noted that public-listed companies also play a vital role in shaping the local economic ecosystem through job creation, inclusive supply chains and contributing to sustainable economic growth. 'I urge for continued synergy between the Sarawak and federal governments, investment institutions and the investor community to create more Bumiputera entrepreneurs who can rise to the national economic stage,' he said. His text-of-speech was read by his ministry's advisor Dato Sri Mohd Naroden Majais, who represented him at the event. Awang Tengah said aside from listing the three companies on Bursa, the 3-7-20 framework aimed to develop seven 'champion' companies in strategic sectors under the Post Covid-19 Development Strategy 2030; and elevate 20 per cent of micro enterprises to private limited company status by 2030. 'These targets are not just numbers – they represent our resolve to nurture resilient and high-impact Bumiputera companies that can significantly contribute to the nation's and Sarawak's economy,' he said. Awang Tengah said the state required a comprehensive approach to achieve these goals, including access to financing, corporate governance improvements, capacity building and a clear pathway to the capital market. 'Teraju (Unit Peneraju Agenda Bumiputera) is actively working with financial and market institutions, including Bursa Malaysia, through platforms such as the Bumiputera Expansion and Catalyst Fund (BECF) and the Islamic Working Capital Project Financing (I-WCPF) to support the holistic scaling of Bumiputera companies,' he said. On the Road to IPO programme, he said it was a strategic platform to enhance the Bumiputera entrepreneurship ecosystem in Sarawak. 'This programme guides and empowers high-potential Bumiputera companies to scale up their operations, improve competitiveness and strengthen corporate governance in preparation for listing on Bursa. 'This initiative is in line with the aspirations of the SBB2035, which sets strategic targets to develop high-impact Bumiputera companies as key drivers of Sarawak's economic growth,' he said. Awang Tengah expressed confidence that with a coordinated approach and strong commitment from all stakeholders, the 3-7-20 targets could be successfully achieved. PuTERA35 delivers early gains for Bumiputera economy

PUTRAJAYA: The Bumiputera Economic Transformation Plan 2035 (PuTERA35) has shown encouraging progress across various strategic programmes aimed at empowering the Bumiputera economy nationwide. Chief Executive Officer of the Bumiputera Agenda Steering Unit (Teraju), Junady Nawawi, said that within nine months of PuTERA35's launch, the plan has delivered significant impact in the areas of entrepreneurship, education, investment, and regional development. This includes the support of 747 new entrepreneurs and 1,436 beneficiaries through rural entrepreneurship development programmes, which encompass training, TVET, business expansion, marketing, and digitalisation. "A wide range of input was taken into account in shaping the content of PuTERA35, encompassing both ongoing and new efforts, with a focus on ensuring balanced and inclusive development across all segments of the Bumiputera community. "With a programme and project implementation success rate of over 15 per cent under PuTERA35, this demonstrates that an integrated, data-driven approach can effectively enhance Bumiputera participation in the national economy," he said during the One-Year Retreat Session following the 2024 Bumiputera Economic Congress. Also present were Deputy Prime Minister Datuk Seri Dr Ahmad Zahid Hamidi, Deputy Minister of Economy Datuk Hanifah Hajar Taib, and Majlis Amanah Rakyat (MARA) Chairman Datuk Dr Asyraf Wajdi Dusuki. Junady said that under PuTERA35's competitiveness enhancement driver, Perbadanan Usahawan Nasional Berhad (PUNB) had approved RM67.79 million in financing for 125 Bumiputera companies as of April 2025. "In addition, PuTERA35 also focuses on wealth creation through Wakaf MARA Madani, which has successfully raised RM52.1 million towards its RM1 billion target. "An initial RM530,000 has already been disbursed to support initiatives in education, welfare, and entrepreneurship. "Meanwhile, through the Bumiputera Expansion and Catalyst Fund (BECF) and the Islamic Working Capital Project Financing (i-WCPF) programme, Teraju has approved RM321.3 million in financing for 208 companies," he said. He also said that, to support data-driven policymaking, the Bumiputera Entrepreneurs Database Platform is being developed in collaboration with the Department of Statistics Malaysia (DOSM), enabling comprehensive analysis to inform more effective policy decisions. Junady highlighted that to strengthen regional development, the Bumiputera Economic Councils for Sabah and Sarawak have been reactivated as key platforms for advancing the Bumiputera development agenda, with specific action plans currently in progress. He added that PuTERA35 also includes initiatives to support the development of the Orang Asli community, such as the provision of grants and entrepreneurship training, along with the expansion of healthcare and education endowments (wakaf), in collaboration with the National Higher Education Fund Corporation (PTPTN) and 20 public universities. "These early successes mark a positive trajectory towards realising the aspirations of the Bumiputera Policy 2030, which focuses on new economic growth, sustainability, and global competitiveness," he said.
