Kasaragod wins Kerala Fisheries department's excellence award

The Kerala Fisheries department has awarded Kasaragod district the Fisheries department Excellence Award 2025, recognising its achievements in the fisheries sector under the Popular Fish Farming Project. Kasaragod was adjudged the best district in the State, while two local fish farmers also securing awards in individual categories. Ravi P.P. from Padanna won the second place in the Best Backwater Fish Seed Production Farmer category and Sea Pearl Aquafarm of Kumbala secured the third place for Best Innovative Fish Farming. The awards are part of the annual State Farmer Awards, instituted to honour exceptional contributions in aquaculture across Kerala. According to the district administration, the recognition comes as a result of efficient implementation of fisheries schemes at the grassroots level. District Collector K. Inbasekar thanked Deputy Director of Fisheries K.A. Labib, noting his role in guiding the district to success. This latest accolade adds to Kasaragod's growing list of State honours. The district had earlier won the Best District award in the Popular Fisheris Project Matsya Karshaka Award and the Best BMC award in the 2023 State Biodiversity Awards. Kasaragod's District Panchayat BMS award also became the first in the country to declare a tree, flower and bird symbolising the district's biodiversity.

Kasaragod District Collector K. Inbasekar has stressed the need for deep community engagement and transparency in the digital land survey exercise. He was speaking on the topic 'Citizen-centric digital survey—public participation and IEC strategies' at the Bhoomi national conclave on smart land governance at Kovalam on Friday. Mr. Inbasekar pointed out that community participation and transparency were the cornerstones of digital land survey. Since landowners actively participated in the survey process by providing information and documents and pointed out mistakes and asked questions, their role was key to creating accurate land record database. Trust building He also called for empowerment of citizens through building trust. Technology was an enabler in creating trust. Landowners could, through their profile, verify their land records and raise complaints any time. Before the launch of the Digital Survey Mission, workshops were held for MLAs to make them aware of the technology adopted and the survey procedure. Workshop were also held for local body members to make people aware of their responsibilities during the survey. Discussions were held with survey staff to motivate them to look at the survey exercise as a mission, he said. Survey sabhas Survey sabhas by including Kudumbashree groups, youth groups, and local leaders were held. Personal engagement with landowners was another feature. Survey schedules were disseminated through digital platforms. And, it was coordinated by ward members to ensure that everyone was cooperating. Survey jagratha samitis were mobilised at ward level before the survey to educate the people on technology and procedures. He emphasised the need for people to be present during field visits to increase public trust. Verification camps held after the survey were important for the people to examine draft land records and flag errors so that complaints after notification could be reduced. This could be done online and grievances could be submitted. Acceptance of survey was possible when they trusted the system, which had to be transparent, Mr. Inbasekar said.

Ujarulvar village goes fully digital in land transactions, sets national benchmark

Ujarulvar village in Kasaragod district has gone completely digital in land registration and transfer, making it, arguably, the first village to achieve the distinction of making land dealings, including Aadhaar-linked land transfers, fully online. The landmark has been achieved through Ente Bhoomi portal developed jointly by the Revenue, Survey and Registration departments. The first digital land transfer involved the transaction of 6.17 are of land of K.A. Yusuf of Kidur. From land sketching to registration, the entire process, including the final transfer of ownership at the village office, has been carried out digitally, said a release from the Information and Public Relations department on Wednesday. Another first Ujarulvar had earlier become the first village in the country to complete a comprehensive digital land survey. It has now become the first village where residents can complete all land-related services, including Aadhaar registration, land sketching and ownership transfer, entirely online. A key feature of the system is the auto-generation and upload of a new land sketch under the new owner's name upon completion of the transfer. The integration ensures seamless linking with Aadhaar, mutation, eliminating the need for paperwork. The initiative was spearheaded by Kasaragod District Collector K. Inbasekar, who is also the former Inspector General (IG) of Registration. He credited the success of the initiative to inter-departmental coordination and expressed special thanks to Director, Survey, Seeram Sambasiva Rao and Registration IG Sreedhanya for their leadership and officials in the Revenue, Survey and other departments.
