‘Akshara Andhra' literacy drive targets 97,200 adults in Eluru

In a renewed push to improve adult literacy in Andhra Pradesh, Eluru District Collector K. Vetri Selvi on Wednesday (July 9) called upon all stakeholders to participate in the government's flagship Ullas–Akshara Andhra programme. Aiming to make 97,200 adults literate during 2025–26, the initiative focuses on inclusive, structured training across the district. Addressing a meeting at the Collector's Bungalow, Ms. Vetri Selvi highlighted the district's past success in the programme, which earned Eluru the second rank in the State last year. She said the district has identified 3.16 lakh illiterates between the ages of 15–59 through the 2023 caste survey. Of these, 97,200 interested individuals have been shortlisted for phase I of the literacy campaign. The Collector emphasised the importance of inter-departmental coordination and directed officials to implement a comprehensive action plan to ensure Eluru tops the State in literacy rankings. As part of the campaign, each group of ten learners will be guided by a trained voluntary teacher. Training programmes for volunteers and resource persons will be held from July 21 to August 6, followed by 100 hours of instruction focusing on financial, digital, and functional literacy, with final assessments scheduled for March. Nodal Officer K.V.V. Satyanarayana noted that last year, 7,286 women from DWCRA groups in 27 mandals were successfully made literate. Senior officials from DRDA, ZP, Education, Panchayati Raj, ICDS, and MEPMA participated in the meeting.

Eluru Collector K. Vetri Selvi asked the Child Development Project Officers (CDPOs) and anganwadi supervisors to ensure the completion of e-KYC and facial authentication for all beneficiaries on the Poshan Tracker app by July 10, and the first phase of Take-Home Ration (THR) distribution to pregnant and lactating women by July 15. During a teleconference on Tuesday with CDPOs and anganwadi supervisors, the Collector reviewed the progress of key initiatives, including the Poshan Tracker e-KYC process, facial recognition registrations, and the distribution of Take-Home Ration kits. Emphasising the importance of accurate beneficiary verification, the Collector noted that e-KYC and facial authentication are mandatory for continued support from the Central government. 'Only those beneficiaries with completed e-KYC and facial recognition will be eligible for Central budget allocations,' she said. Ms. Vetri Selvi also urged officials to focus on increasing attendance at anganwadi pre-schools, and to closely monitor progress, particularly in backward and remote areas. Regular follow-ups over the phone should be conducted to meet targets, she added. ICDS Project Director P. Sharada, CDPOs, and anganwadi supervisors from across the district took part.

Eluru Collector K. Vetri Selvi directed officials from Agriculture and allied departments to intensify efforts to meet all the set targets by the end of July, to support the economic development of the district and the State. Speaking during a video conference meet with the officials on Monday, she reviewed progress on multiple key initiatives, including oil palm plantation, micro-irrigation, Annadata Sukhibhava, CCR cards, e-Crop registration, fertiliser distribution, mango crop procurement, crop insurance, and farm mechanisation. Ms. Vetri Selvi emphasised the completion of the oil palm plantation across 5,169 hectares identified so far, by the end of July. For the current year, the district has been tasked with bringing 13,000 hectares under oil palm cultivation during both Kharif and Rabi seasons. She instructed officials to implement this plan in a phased manner, and to promote awareness at the grassroots level through Rythu Seva Kendras to encourage new farmers. Special focus must be placed on mandals with lower coverage to meet targets. For areas where plantations are already completed, micro-irrigation systems must be installed promptly, she added. The Collector said that efforts should be taken to achieve this year's target of disbursing ₹375 crore in crop loans to tenant farmers, ensuring that no eligible farmer is left out. She also directed that the establishment of food processing units should be expedited and that e-Crop registration be conducted meticulously, as it plays a crucial role in providing compensation for crop loss. In addition, she called for greater awareness on crop insurance among farmers and ordered timely completion of soil health testing, with health cards to be distributed to farmers by August. District Horticulture Officer S. Rammohan, District Agriculture Officer Habib Basha, and several officials from Agriculture and Horticulture departments across the mandals participated in the meeting.

Eluru District Collector K. Vetri Selvi directed that the State government's prestigious 'Mega Parents-Teachers Meeting' (Mega PTM) 2.0 must be conducted in all private schools across the district on July 10, following the official schedule issued by the Andhra Pradesh government. Addressing private school management representatives at a meeting held on Monday, the Collector emphasised that the Mega PTM is a key component of the State's educational reforms, aimed at strengthening parental involvement in students' academic progress. She explained that the event will be held across 1,810 government and 558 private schools, along with 140 junior colleges in the district. The event will serve as a platform for interaction between parents, teachers, and students, helping to enhance communication about academic performance, behaviour, and social issues. To ensure the event's success, the Collector suggested that parents and community leaders be invited through student-designed invitations. Conduct welcome ceremonies, 'Talli Ki Vandana' (a tribute to mothers), and cultural programmes. Organise photo sessions with students and teachers, she added. Arrange tree-planting activities in school premises, with students taking responsibility of nurturing them for three months. Green passports will be issued to participating students. Conduct interactive sessions on child progress, mental health awareness, anti-drug messages, and cybercrime awareness, she said. The Collector also instructed schools that lack adequate space to organise the event in open or alternative venues, and asked private school managements to hold the event across all their branches, not merely as a formality but as a celebration. Additionally, schools are required to upload photos and short videos (under 30 seconds) of the meet on the LEAP app as part of documentation and monitoring, she added. District Education Officer Venkata Lakshmamma, Samagra Shiksha APO Pankaj Kumar, and various private school management members attended the meeting.

With flood threats mounting over the Godavari region, Eluru Collector K. Vetri Selvi directed all the departments to adopt micro-level planning and execute a robust disaster management action plan to tackle both riverine and flash floods. At a review meeting on Tuesday, the Collector emphasised early preparedness under the Flood Contingency Plan, calling for the formation of disaster response committees at the village, mandal, and division levels. Officials were instructed to maintain updated emergency contact lists and keep resources ready from key departments such as Revenue, Police, Irrigation, Electricity, and Fire Services. To ensure real-time responsiveness, a 24x7 control room will be set up and mandal-level WhatsApp groups formed for emergency alerts. Inter-district coordination teams involving ASR, Bhadradri-Kothagudem, and Krishna districts will also be activated. In flood-prone areas like Kukkunoor and Velerupadu, phased evacuation plans have been ordered based on flood alert levels. Relief centres will be jointly inspected by RWS, DPO, electricity, and MPDO officials to ensure essential services such as food stocks, temporary toilets, and medical kits are available. Health teams have been directed to prepare for outbreaks of dengue, diarrhoea, and viral fevers, with medicines and mobile ambulances on standby. Rescue infrastructure that consists of JCBs, boats, and fire safety equipment will be pre-positioned, and the RTC has been asked to ready buses for evacuation. Veterinary officials were told to stock fodder and launch awareness drives on livestock safety. Repairs to damaged buildings, deployment of drones for aerial surveillance, and intensified sanitation measures have also been planned. Joint Collector P. Dhatri Reddy said generators and essential goods for three months are in place, and rehabilitation centres are being identified for displaced families. The Joint Collector added that generators have been prepared for power backup and that stockpiles of essential commodities have been secured for the next three months. She emphasised the need to identify and equip rehabilitation centres with proper infrastructure. The meeting saw participation from district officials across departments.
