Engineers are backbone of Arunachals progress: Guv
Agency: PTI Last Updated: Itanagar, Jul 24 (PTI) Calling engineers the backbone of Arunachal Pradesh's development, Governor Lt Gen (Retd) K T Parnaik on Thursday underscored the critical role they play in transforming government policy into tangible infrastructure. He urged them to embrace innovation, ethical conduct, and technological upgrades to build a future-ready and sustainable state. Inaugurating a two-day capacity-building training programme for engineers of the Public Works Department (PWD) here, the governor emphasised that engineers must uphold the highest standards of integrity, quality, and accountability in every project they undertake. 'An engineer's work must reflect trust, and the design, quality, cost, and impact must stand as a symbol of reliability," he said, warning against any compromise on quality. Parnaik stressed the need to integrate modern technologies such as Artificial Intelligence (AI) and GIS mapping and smart monitoring systems at every stage of project execution. With the infrastructure sector undergoing rapid digital transformation, he noted that such tools are now essential, not optional, for improving efficiency, transparency, and accountability. 'AI can help in better resource allocation and design optimisation. GIS mapping supports spatial planning and real-time tracking, while smart monitoring tools ensure timely delivery, quality control, and financial oversight," he said. Highlighting the state government's recent adoption of the 'zero tolerance for corruption' resolution in the assembly, Parnaik called upon engineers to exercise financial prudence and handle public funds with utmost care. He emphasised that transparency must be treated as a professional obligation, not just an administrative requirement. The governor also raised serious concern over the practice of sub-letting project works, stating that while it may offer economic gain to a few, it seriously compromises project quality and erodes public trust. He urged the engineering community to reconsider and reform this practice by ensuring that contracts are handled by capable, qualified individuals committed to excellence. Commending the PWD and the Indian Building Congress for organising the training, the governor described the programme as an investment in the state's future. 'This initiative will enhance the technical strength of our engineering workforce and prepare them to meet evolving infrastructure challenges with competence and character," he added. PWD Principal Secretary Kaling Tayeng, Chairman of Indian Building Congress (Arunachal Chapter) Dr Toli Basar and Chief Engineer (Vigilance & Training) Rimmar Taso, also shared their views during the inaugural session. The two-day training programme aims to update engineers on the latest knowledge and practices in engineering, planning, execution, and ethical governance. In the meeting, the governor apprised the President of the ongoing developmental progress in Arunachal Pradesh and the state govt's unwavering commitment to contribute meaningfully to the national vision of Viksit Bharat through its localised roadmap of Viksit Arunachal. He highlighted key initiatives and transformative efforts being undertaken across various sectors to uplift the lives of the people and ensure inclusive growth in the frontier state. Parnaik also briefed the President on the follow-up actions and compliance related to the key points discussed during the last governors' conference, reaffirming the state's dedication to national priorities and cooperative federalism. He underlined the importance of these efforts in building a more resilient and equitable society in the state's remote and diverse regions. He also highlighted the Raj Bhavan's proactive role in advancing public health, particularly in the fight against tuberculosis, promoting women's empowerment, youth development, and supporting improvements in health and education. Earlier, the governor presented the President with a copy of 'Orchids of Arunachal Pradesh' to Murmu, a meticulously compiled, unique, visually rich and comprehensive reference book, which showcases the diversity of orchid species found in Arunachal, many of which are rare, endemic and of global botanical significance.

Parnaik informed the President about the state government's commitment to contributing to 'Viksit Bharat' through its region-specific roadmap – 'Viksit Arunachal'. He highlighted the key measures being implemented to uplift lives of people and ensure inclusive growth in the frontier state, a Raj Bhavan release said. The governor also briefed the President on the follow-up actions and compliance measures related to critical issues discussed during the last governors' conference, it said. Parnaik outlined the Raj Bhavan's proactive role in promoting public health, particularly in the fight against tuberculosis, alongside efforts in women's empowerment, youth development, and the enhancement of health and education sectors. During the meeting, Parnaik presented Murmu with a copy of Orchids of Arunachal Pradesh, a comprehensive reference book showcasing the state's orchid diversity, the release said. Guv, CM push for sustainable growth through youth empowerment in Arunachal

Speaking at a presentation by the Confederation of Indian Industry (CII) on leveraging skill development and entrepreneurship potential in Arunachal Pradesh, Parnaik said empowering youth through training, entrepreneurship, and industry-linked skill development is key to laying the foundation for a Viksit Arunachal. A strong and skilled generation is essential for long-term, self-reliant growth, he said and emphasised the importance of creating opportunities, extending financial support, and providing handholding to the youth so they can fully benefit from both Central and state govt initiatives, an official statement from Raj Bhavan stated. Parnaik expressed hope that partnerships with reputed institutions like CII would equip young Arunachalese with relevant skills and drive their active involvement in the state's developmental journey. He proposed setting up a dedicated institute for skilling and entrepreneurship in the state, noting that Arunachal's youth possess both talent and the will to succeed. "They only need the right exposure. With CII's experience and network, we can open doors for them to dream big and contribute meaningfully to Arunachal's future," he said. Calling on the govt to explore bold initiatives that require investment but promise lasting returns, the governor underscored the role of technology, skill development, and entrepreneurship in building a developed Arunachal. Parnaik also pointed to Arunachal's untapped potential in hydropower, agro-based industries, rare earth minerals, floriculture, and tourism, and advocated for industry-specific skilling programmes to enable youth to lead and manage future projects in these sectors. Chief minister Pema Khandu, present at the event, echoed the governor's vision and said the state government is focused on green investments that protect Arunachal's natural heritage while supporting economic growth. "The state govt is moving forward with sustainable development at the core, exploring opportunities where Arunachal can lead without compromising its ecological integrity," Khandu said. The CM added that under the Prime Minister's initiatives, Arunachal Pradesh has witnessed significant improvements in infrastructure, connectivity, and socio-economic development. "Today's youth must be job creators, not just job seekers," he asserted. Earlier, Brig Ashish Bhattacharyya, principal advisor of the Society of Indian Defence Manufacturers (SIDM) under CII, presented key insights and proposals along with his team. Senior state government officials also attended the event.
