L-G urges young doctors to serve in rural and tribal regions

Flagging the dearth of medical specialists in villages and remote areas, Lieutenant Governor K. Kailashnathan urged young doctors to devote part of their careers to serving rural and tribal communities. Addressing the 9th Graduation Day of the Sri Manakula Vinayagar Medical College and Hospital (SMVMCH) held recently, Mr. Kailashnathan appealed to the graduates to serve where the need is greatest. The Lt. Governor pointed out that the country still faced deep inequalities in access to healthcare despite the efforts of both the Central and State governments on healthcare infrastructure through National Health Programmes. Rural areas lack specialists and remote regions face critical shortage of infrastructure. Many communities suffer from preventable diseases due to lack of awareness, he said. 'Consider giving a part of your career to serve in rural health centres, tribal clinics, and public health missions. There is no greater satisfaction than bringing relief to those who suffer from a severe shortage,' he said. The Lt. Governor reminded the graduates that as physicians, their role in society extended far beyond hospitals and clinics. 'You are public health ambassadors, counsellors, educators, and sometimes even policy influencers,' he said. In a world of both old and new challenges — infectious diseases that still take lives, non-communicable diseases that drain nations of their productivity, mental health struggles, lifestyle-related disorders and global threats like pandemics and climate-related health crises, 'your work will not only relieve suffering but also play a critical role in building healthier communities and strengthening the nation's healthcare infrastructure.' Pointing out that the young doctors were set to join an ambitious journey towards universal healthcare, health insurance for all, increased infrastructure investment, and medical education reform as the nation heads toward the goal of Viksit Bharat@2047, the Lt. Governor also stressed the importance of serving the sick with kindness. 'No machine can replicate the empathy in a doctor's touch or the comfort in a compassionate conversation. Combine the precision of science with the warmth of humanity', he said. Nation building, he said, was not merely about infrastructure or technological development, but rather about ensuring the well-being of its people. Mr. Kailashnathan urged the fraternity of young medical professionals to make a contribution to environment conservation. It is important to understand that pollution, climate change, deforestation and water scarcity are not just ecological issues, but public health emergencies. The Lt. Governor later presented medals and certificates to top achievers. During the ceremony, degrees and medals were awarded to 148 undergraduate and 120 postgraduate students. Among them, 19 undergraduate and 15 postgraduate students were honoured as college toppers and were given gold coins. M. Dhanasekaran, Chancellor of Takshashila University and Chairman and Managing Director of Sri Manakula Vinayaga Educational Trust, said Indian doctors had the potential to rise to global prominence. R.N. Kagne, Director of the College, administered the Hippocratic Oath. K. Karthikeyan, Dean (Academic), M. Pragash, Medical Superintendent, Narayanasamy Kesavan, Secretary, Sri Manakula Vinayaga Educational Trust, D. Rajarajan and D. Nila Priyadharshini, Pro-Chancellors, Takshashila University, S. Velayudham, Joint Secretary, Sri Manakula Vinayaga Educational Trust and K. Soundariya, Deputy Dean Academic (UG) were present.

Lieutenant Governor K. Kailashnathan on Wednesday said the scale of brutalities that took place during the infamous Emergency imposed in 1975 may be of a magnitude that exceeds what has been documented by various inquiry commissions. Addressing the 'Samvidhan Hatya Divas' to mark the 50th anniversary of the dark chapter in India's modern history, Mr. Kailashnathan said for every known case of brutality and oppression — he referenced the notorious custodial torture and death of Rajan in Kerala and C. Chittibabu, a former Mayor of erstwhile Madras — there were innumerable atrocities that were either not reported or never came to light. The Lt. Governor noted that unlike today when there were numerous media outlets and social media platforms to bring out the truth, there was only the State broadcaster during the Emergency era. The Emergency was imposed by the then Prime Minister, Indira Gandhi, solely for political motivations and not due to any national exigency, he said. The 50th anniversary was an important occasion to discuss the dangers of the authoritarianism that characterised the Emergency era, the sacrifices made by its opponents and to reaffirm democratic values, principles of the Indian Constitution and freedom of the press, he said. Chief Minister N. Rangasamy stressed the importance of preserving democratic norms. Speaker R. Selvam, Home Minister A. Namassivayam, Consumer Affairs Minister P.R.N. Thirumurugan, A. Nedunchezhiyan, Art and Culture Secretary and others participated. A photo exhibition and a motorcycle rally by the police personnel were organised on the occasion.

U.T. government's proposal to avail loan from World Bank, ADB in final stages of getting Finance Ministry's nod, says L-G

The Finance Ministry is in the final stages of giving approval to Puducherry government's proposal for availing loan to the tune of ₹8,000 crore from institutions such as World Bank, Asian Development Bank to implement infrastructure works in the Union Territory, Lieutenant Governor K. Kailashnathan said on Tuesday. Participating in the Southern Regional Council meeting of the Confederation of Indian Industry in Puducherry, he said the government had proposed to avail loan from the financial institutions for carrying out infrastructure works, including drinking water and sewage management programmes with a long-term vision in mind. 'It's in the final stages of approval by the Finance Ministry,' he said. While speaking about the potential of the Union Territory for medical tourism considering the presence of nine medical institutions in a small geographical area as that of Puducherry, he said the government was taking proactive measures, including development of airport to attract patients from foreign countries for undergoing super speciality treatment in Puducherry medical colleges. 'Considerable progress has been made in taking forward the runway expansion project and there will be some concrete announcement by October with regard to the expansion work. I have also requested private medical colleges to come up with specific areas of development to tap medical tourism potential. I think we can make inroads into former French colonies to attract people for treatment,' he said. Recalling the earlier proposal of Jawaharlal Institute of Postgraduate Medical Education and Research (Jipmer) to establish a multi-organ transplant centre at Sedarapet, the Lt. Governor said the government had decided to give 50 acres of land to the institute for developing the facility. Later, the consent given for the land transfer was cancelled by the government, he said. 'I have requested the Cabinet to reconsider its decision to cancel the land allotment so that the project for setting up an organ transplant centre could be renewed,' Mr. Kailashnathan said. Laying emphasis on the need for focused attention on the fisheries sector, the Lt. Governor said the Union Territory had a huge potential to develop marine economy considering the region's vast shoreline. 'A few days ago, the Centre has sanctioned a Fish Processing Cluster in Karaikal. The cluster is of importance as the government has started promoting deep sea fishing in the Andaman coast for tuna fish. The Centre has promised to extend all support for promotion of the fisheries sector in the region,' he said. Acknowledging the limitations of Puducherry in industrial sector development due to lack of availability of government land, he said the industries should consider developing private industrial parks by buying land. The government would act as a facilitator in this regard, he said. When a CII member pointed out the difficulties faced by them in getting clearances, Mr. Kailashnathan said he was well aware of the situation. 'I came to know a DTP operator was holding on to his position in a panchayat even after a corruption case was registered against him. Then I had to issue a direction for his immediate suspension. In another case, I had to direct the Power Minister to sanction power connection to an industrialist who had been waiting for almost two years. We need to have changes and initiate policy reforms in a focused manner,' he said. The Lt. Governor added that 24 areas have been identified for ease of doing business. The government would table a bill which would then be sent for Centre's approval. The bill would about changes in the present industrial climate of Puducherry, Mr. Kailashnathan said.

Who is IP Gautam, the retired IAS officer appointed to oversee the Gandhi Ashram development project

The Gujarat government has replaced retired IAS officer K Kailashnathan with IP Gautam, another retired IAS officer, in the governing and executive councils for the Gandhi Ashram Memorial and Precinct Development project. Having vast experience in urban development and planning, Gautam is known as a tough taskmaster who enjoys the confidence of the current administrative dispensation under Prime Minister Narendra Modi. A 1986-batch IAS officer of Gujarat cadre, Gautam is already Chairman of Sabarmati Riverfront Development Corporation Limited (SRFDCL), a position he is poised to hold until 2027. Before that, he was a member of the Lokpal of India in Delhi for over four years. Gautam has performed duties as the Ahmedabad Municipal Commissioner between 2006 and 2011. Later, he was also appointed as Principal Secretary of the Urban Development department. He was also the managing director of the Gujarat Metro Rail Corporation from 2013 to 2019 in Gujarat. He possesses experience of more than 40 years in the fields of financial management, public policy and administration, power sector management, urban governance, and more. His expertise lies in project management, techno-legal expertise, and managing large infrastructure projects. A senior official associated with the Gandhi Ashram redevelopment project said, 'Gautam has worked extensively on urban issues. He was already a municipal commissioner of Ahmedabad for over five years and is now chairman of SRFDCL. So, he knows the issues of the city very well.' 'This project, though it lies in the city, has its own challenges. But Gautam is a tough taskmaster and is known for getting things done. Also, the Gandhi Ashram redevelopment project's major planning is already done and what remains is its execution in a timely manner. But Gautam has vast experience and can get things done in that timely manner,' the official added. An observer of the Gujarat bureaucracy said, 'Kailashnathan is loyal to the current dispensation, so is Gautam. Since Kailashnathan is already Lieutenant Governor of Puducherry, Kailashnathan must have been inclined to be relieved from the duties of the project in Ahmedabad. And so, the authorities have replaced him with Gautam, another loyal official.'

Retired IAS officer Kailashnathan removed from governing, executive councils of Gandhi Ashram project

In a significant development, the Gujarat government has replaced retired IAS officer K Kailashnathan with I P Gautam, another retired IAS officer, in the governing and executive councils for the Gandhi Ashram Memorial and Precinct Development project. The Industries and Mines Department of Gujarat government issued a resolution in this regard, on Wednesday. The development marks the exit of Kailashnathan from the high-profile project worth Rs 1,200 crore. Gautam is already the chairman of Sabarmati Riverfront Development Corporation Limited. Kailashnathan was the member of the governing council and chairman of the executive council for the project. Gautam has replaced Kailashnathan in both the councils constituted by the Gujarat government for the implementation of the project. Even in the Mahatma Gandhi Sabarmati Ashram Memorial Trust formed by the state government, Gautam has been appointed as a member in place of Kailashnathan. In the same resolution, Gujarat government stated that the additional chief secretary/principal secretary/secretary of Sports, Youth and Cultural Activities Department will become a member in the governing council and executive council of the project.
