Illegal building that came up on land of Ambedkar heir in Kalyan demolished, plot reclaimed: Minister

Mumbai: State revenue minister Chandrashekhar Bawankule told the Legislative Assembly that a multi-storey illegal building came up in Kalyan on land owned by Dr Babasaheb Ambedkar's heir, Yashwant Bhimrao Ambedkar, and is currently registered in the name of Prakash Ambedkar and others. Bawankule was replying to a question raised by MLAs Aslam Shaikh, Vijay Wadettiwar, Nana Patole, and Vishwajit Kadam, among others. Bawankule admitted that Kalyan Dombivli Municipal Corporation (KDMC) allowed illegal construction on around 3200 sq mt of land. "72 flats and 8 commercial units were allowed to be constructed on the land. But the revenue department got the entire construction demolished. The vacant land has been handed over to the Ambedkars. I briefed the CM on this case, and we will conduct a probe against the officials," Bawankule said. He stated that the building was declared unauthorized by the KDMC in 2023, and the building, Tanishka Residency, was completely demolished by the corporation in June 2025. "A complaint was received by the municipal corporation regarding the construction of a building called 'Tanishka Residency' by Lalit Mahajan and others on the land of Dr Babasaheb Ambedkar's heir, Yashwant Bhimrao Ambedkar, in Kalyan. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like Gold Is Surging in 2025 — Smart Traders Are Already In IC Markets Learn More Undo A notice was issued on February 10, 2023, under Sections 260 and 267 (1) of the Maharashtra Municipal Corporation Act, and a hearing was scheduled for February 17, 2023. As the developers did not submit any documents regarding the authorisation of the said building at the time of the hearing, the building was declared unauthorized by the Municipal Corporation. The construction of the unauthorised Tanishka Residency was completely demolished by the Kalyan Dombivli Municipal Corporation from May 20, 2025, to June 13, 2025," Bawankule said in his reply on Friday. Bawankule mentioned that this land belonged to Dr Ambedkar's kin and was usurped. Shaikh said that those who constructed the illegal building should be booked under the MPDA. "This is a classic case of land mafia. This is the case of relatives of Dr Babasaheb Ambedkar. This shows how powerful the land mafia is. When we raised the issue, only then did the demolition start. How can a multi-storey building come up without permissions? Officials who allowed this illegal construction must be suspended. This is the case across Mumbai too, where govt land is being sold," Shaikh said.

HC orders demolition of 6-storey illegal building in Kalyan

MUMBAI: The Bombay high court last week directed the Kalyan Dombivli Municipal Corporation (KDMC) to proceed with the planned demolition of an illegal building in Kalyan. The KDMC had declared the building unauthorised in August 2019 and planned to demolish it, but the delay prompted the land owner, Baban Kene, to approach court to speed up the process. Kene also sought a penalty against the developer who built the illegal structure and the civic officials who failed to act against it. (Shutterstock) A division bench of justices GS Kulkarni and Arif Doctor noted that the building, a ground-plus-six-storey structure in Ayare village near Kalyan, had been constructed without any planning permissions. KDMC officials admitted that the construction was illegal, carried out without obtaining any planning permissions, and the building was completed despite issuance of a stop-work notice. Municipal commissioner Indu Rani Jakhar told the court that the civic body was taking steps to get the illegal building vacated and would then demolish it. The civic body added that the residents of the building had approached the court asking for it to be regularised, a process where a building is certified even though it was built without the necessary approvals. The court, however, noted that it had rejected the residents' plea for regularisation and had issued a notice to the municipal corporation to proceed with the demolition. The court reiterated that occupants of illegal buildings do not have any legal rights and their pleas to protect such structures cannot be entertained by the court. The court added that the state government would be going against the law if they pass orders in favour of illegal buildings or their occupants. The court said, 'The state government cannot be called upon to take a position contrary to the provisions of the Maharashtra Regional Town Planning Act, which recognizes only lawful construction being put up by adhering to the established procedure as prescribed by the planning authority.' Since the occupants of the building have not vacated it despite several notices by the KDMC, the court gave them 15 days to vacate it and directed the civic body to take legal steps if needed, and to then proceed with the demolition.

Maharashtra: Kalyan Dombivli Municipal Corporation (KDMC) officials assess students learning levels to improve educational standards in civic schools

KALYAN: In a unique initiative aimed at enhancing educational standards in civic schools, Kalyan Dombivli Municipal Corporation (KDMC) initiated a comprehensive programme to evaluate students' comprehension and learning absorption levels. A notable aspect is the appointment of senior KDMC officials, ranging from Commissioner to Assistant Commissioner and department heads, as guardians across 61 schools. These officials will assess pupils' subject knowledge in lieu of parents. KDMC Commissioner Abhinav Goel and other designated senior officials visited their allocated schools to evaluate academic standards. Goel, who oversees an Urdu school in Kalyan West as a guardian, actively participated by teaching students using the blackboard. KDMC's Education Department Deputy Commissioner Sanjay Jadhav highlighted that the corporation enhanced infrastructure across all 61 schools prior to reopening, providing students with uniforms, books, raincoats, and additional facilities. Jadhav stated, "Now we want that the children studying in schools should get quality education, for which we trained 250 teachers of all our 61 schools of the civic body on how to give them quality education and increase their intellectual level by testing the intellectual level of the children apart from education. " Jadhav explained that they are utilising the Vinoba Bhave application to assess students' intellectual capacity. The application contains class-appropriate questions from first to tenth standards to evaluate students' comprehension levels. If learning gaps are identified in any subject, the respective subject teacher will provide targeted support to address these deficiencies. The appointed guardian officers will conduct final assessments of students' intellectual capabilities to identify and address any teaching inadequacies, thereby improving educational standards. The education department plans to continue this initiative until November to ensure proper implementation. KDMC Commissioner Abhinav Goel commended this educational department initiative and directed all officers to fulfil their guardian duties alongside their departmental responsibilities.

KDMC takes strict action against indicted staff after woman patient dies due to ambulance delay

Thane, A preliminary probe into the death of a critically-ill woman patient at a civic hospital in Thane district has indicted some members of staff and ambulance drivers for serious lapses and delay in medical treatment. KDMC takes strict action against indicted staff after woman patient dies due to ambulance delay Two days after Savita Birajdar died at the Rukminibai Hospital in Kalyan East, Kalyan Dombivli Municipal Corporation has issued show-cause notices and either suspended or relieved from duty the staff indicted in the inquiry, a release stated on Wednesday night. Birajdar, who suffered a paralytic stroke and brain haemorrhage, died on Monday, apparently after an ambulance driver didn't act swiftly to shift her to another hospital, her family members alleged on Tuesday. The patient was made to wait for nearly five hours at the hospital due to the reluctance of the ambulance driver, they claimed. In the wake of the incident, KDMC Commissioner Abhinav Goyal issued show-cause notices to the hospital's doctors, nurses, ambulance drivers, and administrative staff. "It is deeply unfortunate that a woman lost her life in a municipal hospital due to the lack of basic ambulance services," he said. According to a late-night press release issued by KDMC Additional Commissioner Harshal Gaikwad, a preliminary enquiry by the Medical Health Department concluded that serious lapses by hospital staff and ambulance drivers directly contributed to the delay in medical treatment and the patient's death on May 5. Contracted doctor Dr. Umesh Patel had examined the patient and referred her to a specialist physician Dr. Nishikant Sharma, who advised immediate neurologist consultation at either KEM Hospital or Chhatrapati Shivaji Maharaj Hospital . A written referral was issued by 2 PM , and her family was asked to arrange an ambulance. Despite this, the ambulance service was delayed until 3:10 PM. During the transfer, her health deteriorated, forcing staff to bring her back to the casualty ward, the KDMC stated. "The ambulance driver, Maruti Nikam, left to refill diesel during the crisis. Upon re-examination of the patient, doctors could not detect a pulse or blood pressure. Cardiopulmonary resuscitation , oxygen, and emergency injections like Atropine and Adrenaline were administered, but Savita was declared dead at 3:45 PM, it stated. The inquiry report indicted drivers Harishchandra Yeshwantrao and Pramod Lasure for delaying the shifting the patient. Driver Maruti Nikam took the ambulance for fuel without authorisation, it said. Nurse Namita Bhoye and Sister-in-Charge Jayshree Raikar failed to escalate the matter to the Chief Medical Officer, whereas Dr. Patel did not follow up on the referral or notify higher medical authorities. The KDMC suspended Raikar and drivers Nikam, Lasure, and Yeshwantrao, while relieving contractual doctor Umesh Patel and nurse Namita Bhoye from duty. Show Cause notices were issued to the Chief Medical Officer and Medical Health Officer of Rukminibai Hospital. Earlier in the day, civic commissioner Goel paid a surprise visit to the hospital in the morning and reviewed the functioning. Disguised as a regular patient, he inspected the Outpatient Department , checked staff attendance, and found that the OPD had not started on time, the KDMC stated. He has issued fresh directives, including mandatory biometric attendance tied to salary, digital inventory system for medicines, immediate commencement of gynaecology and maternity OPDs, weekly surprise inspections, and disciplinary action for future delays. The death of the woman patient triggered public outrage. Political leaders visited the hospital and the municipal headquarters, demanding immediate action against those responsible for the administrative lapses.
