Cabinet approves 42% reservation for BCs in local bodies polls
Fulfilling a long-pending demand and its pre-poll promise, the Congress government made a historic step towards social justice approving 42% reservations for Backward Classes (BCs) in upcoming local body elections. The Telangana Cabinet, chaired by Chief Minister A. Revanth Reddy, approved the decision after a marathon five-hour meeting, on Thursday. The Advocate-General was specially invited to the Cabinet to advise on legal implications surrounding the increased quota. Confident in its legal position, the Cabinet approved going ahead with the elections under the new reservation framework, said Revenue and I&PR Minister Ponguleti Srinivas Reddy and BC Welfare Minister Ponnam Prabhakar while briefing the newspersons at the Secretariat. Ministers Jupally Krishna Rao, Adluri Laxman and Srihari Mudhiraj were also present. Mr. Ponnam Prabhakar said the decision comes in the backdrop of the Kamareddy BC Declaration made on February 4, 2024, and follows up on the government's earlier commitment, reiterated by Congress leader Rahul Gandhi during the Bharat Jodo Yatra, to enhance BC representation. He said various judgments on the increase in reservations were positive as long as they were increased after a scientific study with empirical data. The move is based on the findings of the Caste Survey, for which a Bill was introduced in the Assembly and forwarded to the Centre. Despite delays from the Union government, which raised multiple queries, the Telangana government stood firm, with both the Chief Minister and BC Welfare Minister actively pursuing the matter in New Delhi, Mr. Ponguleti Srinivas Reddy said. He said the Cabinet also addressed the High Court's directive to complete local body elections within three months. Accordingly, an amendment to the Panchayat Raj Act, 2018 would be made to facilitate the enhanced reservations. One lakh jobs Mr. Prabhakar said the recruitment process for another 17,084 jobs is in various stages, and the Cabinet discussed to issue notifications for 22,033 new jobs to take the total recruitment to one lakh jobs before March next. The government has already filled 60,000 jobs. In another key decision, the Cabinet approved the establishment of Amity University and St. Mary Rehabilitation University as private universities, with 50% reservation for local students. St. Mary's University will focus on skill development programmes, positioning itself as a non-conventional university. Mr. Srinivas Reddy said the 19th Cabinet held on Thursday discussed the 327 issues across 18 meetings, with 321 of them ratified. Of these, 96% have already reached the implementation stage, and the Chief Minister issued firm directives to expedite the remaining decisions. He said a quarterly review mechanism will also be instituted to evaluate the progress of decisions taken in the meetings in that quarter. Agricultural projects The Cabinet also reviewed incomplete irrigation projects where 98% expenditure has been incurred but no irrigation benefits have been realised. The government decided to fast-track land acquisition and complete these projects at the earliest. Irrigation Minister Uttam Kumar Reddy presented a detailed report on the same. Animal Husbandry Minister Srihari Mudiraj said a new policy for Goshalas would be developed soon, and the meeting discussed the current conditions in the approximately 300 Goshalas across the State. A modern Goshala will be developed at Yadagirigutta as a model facility. In addition, the government will release 82 crore fishlings to support the rural economy and fisheries sector.

BJP MP Krishnaiah urges BCs to support Kavitha in ‘Rail Roko'
Hyderabad: BC Welfare Association leader R Krishnaiah on Sunday urged the Backward Caste communities to support BRS MLC Kalvakuntla Kavitha on increasing the reservations to BCs in the local body elections. The Jagruthi president sought Krishnaiah's support for the proposed 'Rail Roko' on July 17. MP R Krishnaiah extended his full support for the BC movement being led by Telangana Jagruthi President Kalvakuntla Kavitha. He said that the association would stand firmly with and participate in every program, including the 'Rail Roko' scheduled for July 17, jointly organized by Telangana Jagruthi and United Phule Front. He urged all BCs to become stakeholders in MLC Kavitha's movement. On Sunday, Kavitha met Krishnaiah at his residence in Hyderabad. Kavitha requested his support for the 'Rail Roko' program, which aims to pressure the central government to approve the bill passed by the assembly to provide 42 per cent reservation for BCs in local body elections. Speaking to reporters, Kavitha lauded Krishnaiah for leading numerous democratic and social movements. She stated that they have been fighting vigorously for two years to implement the Kamareddy BC Declaration given by the Congress party. She recalled that as a result of their struggle for 42 per cent reservation for BCs in local bodies, the assembly had passed two bills. However, she criticized the government, stating that despite the possibility of providing 42 per cent reservations through a GO under Article 243(D) of the Constitution, the government was not doing so and was instead shifting the blame entirely onto the President, planning to go into elections without providing reservations. She accused the Congress government of limiting its love for BCs to words and not showing it in actions. She expressed the need to collectively confront this anti-people policy, especially with leaks suggesting that the cabinet meeting might decide on local body elections. She explained that public movements appear to be the only way to pressure both central and state governments, hence the 'Rail Roko' initiative. She declared, "Aur Ek Dhakka... BC Bill Pakka..." Krishnaiah alleged that the state government was diverting public attention by rejecting the fact that the Constitution grants the state government the authority to determine the percentage of reservations in local bodies. He demanded that a GO be issued if there is genuine commitment to provide 42 per cent reservations. He warned that holding elections without providing reservations would be a historic betrayal of the BCs. He warned that elections must be held only after providing 42 per cent reservations for BCs, otherwise, there would be a 'war' in the state.

Hyderabad, June 22 (UNI) Telangana Jagruthi president and BRS MLC, K Kavitha, on Sunday sought BC Welfare Association national president and Rajya Sabha MP R Krishnaiah for the proposed 'rail roko' protest scheduled on July 17. Kavitha, the daughter of BRS Chief and former CM KCR, who met Krishnaiah at his residence in Vidya Nagar here, requested his support for the ' Rail Roko' agitation, which aims to pressure the Central government to secure Presidential Assent for the bills granting 42 percent reservations for BCs in local body elections which passed by the Telangana Assembly earlier. Speaking to reporters on the occasion, MLC Kavitha lauded R Krishnaiah for leading numerous democratic and social movements. She stated that they have been fighting vigorously for two years to implement the Kamareddy BC Declaration given by the Congress party. She criticized the ruling Congress government, stating that despite the possibility of providing 42 per cent reservations through a GO under Article 243(D) of the Constitution, the government is not doing so and is instead shifting the blame entirely onto the President, planning to go into elections without providing reservations. She accused the Congress government of limiting its love for BCs to words and not showing it in actions. She expressed the need to collectively confront this anti-people policy, especially with leaks suggesting that the cabinet meeting might decide on local body elections. He praised Kavitha's struggle for the BCs, who have been subjected to injustice for generations. He remarked, "For whom is MLC Kavitha doing this movement? Isn't it for us? Therefore, we all need to support MLC Kavitha's movement. If we don't take up this movement, we have no future." He alleged that the state government is diverting public attention by rejecting the fact that the Constitution grants the state government the authority to determine the percentage of reservations in local bodies. He demanded that a GO be issued if there is genuine commitment to provide 42 percent reservations. He warned that holding elections without providing reservations would be a historic betrayal of the BCs. He unequivocally stated that if reservations are not increased, the BCs will not let go of the government.
