Fake documents used to encroach KHB sites in Yelahanka
Bengaluru: Followingthe exposure of illegal encroachment of a corner site worth ₹10 crore in Sector 'A' of Yelahanka New Town, yet another case has emerged from Sector 'B' where a site has allegedly been grabbed using forged documents. Preliminary Lokayukta investigations now indicate possible irregularities in the allotment of as many as 178 sites belonging to the Karnataka Housing Board (KHB). The Lokayukta Police have requested all documentation related to the acquisition, auction, and allotment of these 178 sites from the KHB Commissioner. In response, the Commissioner has sought one week's time to furnish the records. Notices have also been issued to sub-registrars of Yelahanka, Gandhinagar, Chickajala, and Byatarayanapura demanding registration details of these sites. At the centre of this fraud are two specific plots — Site No. 271 (Sector A) and Site No. 239 (Sector B) — that were allegedly registered in private names using fake documents. In the case of Site No. 271, a retired KHB Assistant Executive Engineer, Syed Asgar, is said to be directly involved. Investigators suspect that multiple sites among the 178 may have been similarly encroached. Although the irregularity regarding Site No. 239 came to light in 2022, the KHB is yet to register a criminal case against the accused — S.V. Hariprasad and two others — sparking allegations of intentional delay. The 175.95 sq.m. plot had never been auctioned or allotted, but forged ownership papers were allegedly used to claim registration. KHB had acquired 203.16 acres in Sector A and 157 acres in Sector B in the late 1970s to develop residential layouts. Some premium corner sites were retained by KHB for later public auction. Only the KHB Commissioner has the authority to issue auction confirmation letters. However, in these two fraudulent cases, no such official communication exists, pointing to blatant forgery. The scandal came to light thanks to social activist K.S. Chandrashekar, who had filed RTI applications in 2021. When KHB claimed no allotment records existed, Chandrashekar gathered proof through alternate channels and submitted a formal complaint to the ACB, pushing for criminal proceedings. Following this, the Lokayukta has now filed a case under the Prevention of Corruption Act against retired AEE Syed Asgar, Govindayya, and Satish Harini. With an estimated loss exceeding ₹20 crore, pressure is mounting on the authorities to act decisively against both internal collaborators and external encroachers.

KHB employee among three booked for selling govt site
The Lokayukta police on Wednesday booked an Assistant Executive Engineer (AEE) with Karnataka Housing Board (KHB) and two private individuals, for illegally selling a KHB site for ₹10 crore in Yelahanka New Town, causing a loss to the exchequer. The accused Syed Asghar, AEE with KHB (Yelahanka New Town) was arrested along with Govindaiah and Harini Satish from T. Dasarahalli, charging them under Prevention of Corruption Act, 1988 and also under section 409 (criminal breach of trust by a public servant), 420 (cheating), and 468 (forgery for the purpose of cheating) of Indian Penal Code. According to the Lokayukta police, Asghar sold KHB site 271 'A' Sector site measuring 50.5 x 80 ft to Govindaiah and Harini, causing wrongful loss to the government. The suspects have been issued notices to appear for an inquiry, a senior officer said. The role of a fourth suspect is yet to be established. On Wednesday, Lokayukta police launched raids at the KHB's Yelahanka New Town office and the residences of Asghar and Govindaiah. Officials said that the searches yielded documents and their photocopies related to the site.

Karnataka Housing Board to acquire 315 acres near Kengeri for residential project
Bengaluru: In a step towards fulfilling the dream of thousands of urban poor and middle-class families to own a house, the Karnataka Housing Board (KHB) has notified the acquisition of 315 acres at BM Kaval village near Kengeri. The large-scale residential project, aimed at providing houses and residential plots for the houseless and the needy, was set in motion with the preliminary notification issued in the last week of June. Located off Mysuru Road and connected by NICE Road and the Namma Metro's extended Purple Line, BM Kaval—short for Badamanavarthekaval—has long been considered a hidden pocket with urban potentials. With this housing initiative, the area is set to become a focal point for EWS (economically weaker sections), LIG (low-income group), and MIG (middle-income group) housing units, backed by robust infrastructure. "This may attract more people, especially those from economically weaker sections and low-income and medium-income groups, helping them realise their dream of owning a house in Bengaluru," a senior KHB official said. The acquisition process under the Land Acquisition Act allows 60 days for landowners and other stakeholders to raise objections or offer suggestions. Until then, landowners are barred from selling, leasing, or transferring the ownership of the notified land. The public notification has also warned against obstructing surveyors or govt officials, cautioning that legal action will be initiated against violators. KHB commissioner Dayananda KA told TOI that the project would follow a 50:50 model—landowners will receive half the developed plots as compensation, while the rest will be used for the board's housing initiative. He also said the govt has set an ambitious target. "The govt aims to provide 10,000 houses to the houseless in the state, and KHB will build a few residential complexes to provide houses for the houseless in the city." According to KHB officials, the land spans three identified blocks of BM Kaval, including 41 acres of kharab land already under govt ownership. "We will acquire 315 acres of land, including 41 acres of kharab land belonging to the govt," the official said.

Students should aim to become real heroes: KHB chief
Mysuru: Students should not limit their dreams to just seeing film actors and cricket players, or taking photos and selfies with them. They should aim to become real heroes and heroines by succeeding in competitive exams, advised Karnataka Housing Board commissioner KA Dayananda. Speaking at the closing ceremony of an IAS and KAS exam training camp organised in collaboration with Karnataka State Open University at the Cauvery auditorium on Tuesday, he emphasised the importance of dreams and the clarity needed to achieve goals. He advised students to pass competitive exams and strive to quickly overcome challenging situations. He further stated that dreams without continuous hard work are meaningless. "Students should study diligently and avoid procrastination. They should not waste even a minute and should remain engaged in their studies until they achieve their goals," he added. Today's youth are intelligent, but they lack patience and effort. They do not distinguish between good and bad and are unaware of the depth of hunger. This is why they get caught in stampedes like Chinnaswamy while trying to see their film or sports hero. If the youth had an awareness of hunger and literacy, they would grow to become truly famous individuals, he said. KSOU vice-chancellor Sharanappa V Halase, registrar of exams Anand Kumar, and KSOU competitive exam centre coordinator Jainahalli Sathyanarayana Gowda were present.

Dream that jolts you out of sleep to achieve big: Karnataka Housing Board Commissioner
'One must dream but it should be a dream that jolts one out of sleep,' said Karnataka Housing Board Commissioner K.A. Dayananda at the valedictory function of a 50-day residential coaching camp for IAS and KAS aspirants, organised by the Competitive Exam Training Centre at Karnataka State Open University (KSOU) in Mysuru on Tuesday. 'Dedication and relentless hard work can make such dreams a reality. Daydreaming about film or cricket stars will take you nowhere,' he said. Sharing his personal journey, Mr. Dayananda spoke about his humble beginnings in a thatched hut at Kestur Koppal in K.R. Nagar taluk, his childhood routine of walking four km to Hebbalu with sugarcane and tomatoes, and his early jobs including working as a lineman in Bengaluru's Majestic area and selling onions and garlic in local markets. 'I studied in a Kannada medium school, and there were engineers and doctors when I became the Assistant Commissioner after clearing my KAS exam. I did not even know what a computer was. Yet, I was instrumental in implementing the e-office system in the State,' he recalled. Mr. Dayananda said poverty or studying in a Kannada medium are not obstacles. 'Don't go looking for a guru. Don't let your mind control you; you must control it.' The event featured an interactive session with Additional Deputy Commissioner R. Aishwarya. KSOU Vice-Chancellor Sharanappa V. Halse spoke on the university's commitment to coaching rural and underprivileged students. C.S. Anandakumar, Jainahalli Satyanarayana Gowda, Siddesh Honnoor, and B. Ganesh were present.
