Tunisia: Prime Minister announces launch of unified digital platform to track public project progress

Tunis - Prime Minister Sarra Zaâfrani Zenzri announced during a Cabinet meeting held at the Government Palace in Kasbah Saturday the launch of a unified digital platform to monitor the real-time progress of public projects. The platform will feature a dashboard to measure completion rates and establish a timeline to accelerate implementation. During the meeting, dedicated to tracking the advancement of public projects across Tunisia's governorates, Zaâfrani emphasised a significant shift in the monitoring of infrastructure and public service projects. She stated that this issue would become a core priority for the Prime Ministry, guided by a new, nationwide approach aimed at boosting public investment as a driver for private investment, increasing economic growth, and ensuring economic and social equity. Zaâfrani also announced that, for the first time in Tunisia, the 2026–2030 national development plan would be developed using a bottom-up participatory approach. Project proposals will originate from local councils, then move to regional, district councils and finally national levels. According to a Prime Ministry statement, the meeting reviewed progress across multiple development sectors, including health, transport, education, infrastructure, ICT, agriculture, industry, mining, and energy with special focus on industrial zone development projects and establishment of solar power stations. Additional sectors reviewed included integrated development, social, environmental, tourism, commercial affairs, vocational training, employment, higher education, scientific research, youth, sports, culture and others. In response to delays affecting many development projects, the Prime Minister emphasised the need to streamline public administration in line with national policy. Zenzri stressed the need for every official in the administration to fulfill their assigned role as required, to monitor daily on the ground all projects under their responsibility, and to take full accountability while working to resolve most issues promptly without any delay. She emphasised that anyone who neglects their duty in serving citizens will be held accountable. The PM urged the adoption of forward-looking and proactive approaches to handling key public service challenges, especially those impacting daily life, such as drinking water supply interruptions and power outages across several regions, particularly during holidays and other celebrations. She also highlighted the critical role of governors, delegates and local officials in promptly resolving issues and removing obstacles in order to meet citizens' expectations. Tunis - A small Cabinet meeting was held on Tuesday at the Government Palace in Kasbah, chaired by Prime Minister Sara Zaafrani Zenzri, to review preparations for the 2025-2026 agricultural season and ensure optimal conditions for its successful launch. It was decided in this regard to accelerate fertiliser stockpiling to fully cover the needs of the 2025-2026 season while maintaining current chemical fertiliser prices. This falls within the state's social role to help farmers acquire supplies at reasonable prices and control production costs. This is besides streamlining financing procedures for all the 2025-2026 agricultural season-related activities, while ensuring adequate energy supply for chemical fertiliser storage centres, their safety, and equitable distribution in the domestic market. The Cabinet also decided, according to a Prime Ministry statement to organise a training session in June 2025 by the Sectoral Centre for Transport and Logistics Training in Borj Cedria (under the Ministry of Employment and Vocational Training) for hazardous materials truck drivers. This training is mandatory under Law No. 37 of 1997 (June 2, 1997) concerning hazardous material road transport, which prohibits ammonia transport without proper certification. It was also decided to immediately implement the 'Engrais' digital platform to modernise agricultural sector monitoring, enabling end-to-end tracking of fertiliser distribution from producer to final consumer, while ensuring all stakeholders have access. During this meeting, the latest agricultural indicators and the results of the previous season were discussed, evaluated and analysed. The preparations for the 2025–26 season were also presented, focusing on the challenges facing the agricultural sector and how to invest in it. The most important data related to the progress of preparations for this season at all levels was also presented. In this context, plans for supplying chemical fertilisers were presented. After assessing the local market supply during the 2024–25 agricultural season and defining the Ministry of Agriculture, Water Resources and Fisheries' fertiliser needs for the 2025–26 season, the meeting focused on the technical and logistical preparations underway to supply the market during this season and to meet the demand for chemical fertilisers, such as agricultural ammonium nitrate, ammonium phosphate and triple superphosphate. This is being coordinated with the Tunisian Chemical Group, the producer of these materials, to ensure farmers have access to the necessary production inputs. At the end of the meeting, the Prime Minister urged ministers to coordinate their efforts more closely with regional and local structures, as well as with all stakeholders in the agricultural and industrial sectors, in order to double production and build up strategic stockpiles of chemical fertilisers. She emphasised the importance of ensuring that all safety conditions are met and all preventive measures are taken. AFESD ready to contribute to implementation of several future flagship projects in Tunisia

Tunis - Chairman and Director General of the Board of Directors of the Arab Fund for Economic and Social Development (AFESD), Badr Mohammed Al Saad, affirmed this institution's readiness to support and develop its existing cooperation with Tunisia, as well as contribute to the implementation of several future flagship projects and investments over the medium and long term. These projects will cover a number of priority sectors that impact the economic cycle. Al Saad and his accompanying delegation were received by Prime Minister Sara Zaafrani Zenzri at the Government Palace in Kasbah on Friday, as part of his official visit to Tunisia from May 21 to 25. He stressed the importance of fruitful cooperation between Tunisia and the Fund in a number of promising fields. For her part, the Prime Minister expressed satisfaction with the results of the meetings held during the visit, as well as with the signing of several agreements between Tunisia and the Fund. Of particular note is the agreement to expand and rehabilitate national road No. 20 between El Faouar and Rjim Maatoug in Kebili, as part of the project to renew and develop railway lines, according to a statement by the Prime Ministry. Several major projects are currently under consideration for implementation in various sectors, including road infrastructure, motorways, rural roads, agriculture, water, and priority projects relating to drinking water. During the meeting, which focused on future medium- and long-term cooperation, the Prime Minister emphasised that the Tunisian state is planning to complete several major projects, particularly in railway transport, education, health, renewable energies, and green project support. She also reviewed the main pillars of the country's economic and social programme, based on the comprehensive vision of President Kais Saied. Zenzri also praised the excellent cooperation between Tunisia and the Arab Fund for Economic and Social Development. The AFESD is an important partner for Tunisia and has contributed to the implementation of 65 projects in various fields, particularly infrastructure, including dams, roads and motorways, as well as production in the industrial, agricultural and rural development sectors, and in primary and higher education. The AFESD is currently contributing to the implementation of 17 projects in various sectors, as well as several technical assistance programmes. In this regard, the Prime Minister recalled Tunisia's core principles, particularly the preservation of national sovereignty, independence and self-reliance, and the country's social policies and regional integration. Tunis – Prime Minister Sara Zaafrani Zenzri urged all relevant ministries to redouble their efforts and enhance daily field monitoring to expedite the implementation of public projects across economic and social sectors, as she chaired a cabinet meeting at the Kasbah on Monday. She emphasised the need for high-quality completion within optimal deadlines, holding accountable any party causing delays or failing to resolve obstacles. Zenzri affirmed that the Prime Ministry's offices would continue overseeing all details of these economic and social projects, which are critical to boosting economic growth. According to a statement from the Prime Ministry, she stressed the importance of intensified coordination among all stakeholders to address challenges hindering project execution. 'This aligns with the President of the Republic's directives to streamline procedures, shorten timelines, and meet deadlines to fulfill the legitimate aspirations of the Tunisian people.' These vitally important projects are particularly relevant to the following sectors: Health: Construction and equipping of hospitals in multiple governorates and rehabilitation and modernisation of medical departments and hospital IT systems. Education and vocational training: Upgrading infrastructure in primary schools, project to support the quality of the basics of school education, project to support primary education, programme to develop vocational training, programme to support vocational training and integration and construction and equipping of higher education institutions. Environment: Completion of the Small Municipalities Cleanup Programme, the Energy Control Programme for wastewater treatment plants, the Integrated Decontamination Programme for the Bizerte Lake area, and the protection of the coastline from sea erosion in Gammarth, Carthage and La Goulette. Transport: High-speed rail network project. Energy and Mines: 'Mdhilla 2" project, natural gas transmission network project, development of the natural gas transmission and distribution network, project to upgrade and equip the electricity transmission network, and programme to support the installation of the national plan 'Digital Tunisia'.
