₹2.39-cr job scam: J&K police attach accused's property, refund ₹75 lakh to 17 victims

In the first such action under the new criminal laws, the Jammu and Kashmir Police attached property in a ₹2.39-crore job scam case and distributed ₹75 lakh among 17 victims, said officials on Wednesday. (HT) 'In a landmark action under the newly enacted Bharatiya Nagarik Suraksha Sanhita (BNSS), Jammu Police have successfully executed its first-ever property attachment in a high-profile job fraud case, resulting in the recovery and refund of ₹75 lakh to the victims,' said Jammu SSP Joginder Singh at a press conference. 'This milestone reflects the victim-centric approach embodied in India's new criminal justice reforms,' he added. The SSP informed that the case revolved around Harpreet Singh, a resident of Pallanwala in Akhnoor, who posed as a Lieutenant Colonel in the Indian Army and cheated multiple individuals of more than ₹2.39 crore by falsely promising them jobs in prestigious government institutions, such as MES, MoD and DRDO. 'The fraud came to light when Arun Sharma, a resident of Nagrota, filed a complaint on November 6 last year, leading to the registration of an FIR at the Nagrota police station,' he said. The accused was arrested the following day. Out of funds collected from naive and gullible youth, the accused had also made digital payment of ₹1.93 crore to one Surinder Singh for purchasing a double-storey duplex building on eight marlas of land at Channi Bheja in Bahu Fort tehsil. The deal was struck at ₹2.22 crore. 'The amount paid by accused Harpreet Singh was proceeds of crime collected from innocent victims in lieu of providing them government jobs,' said the SSP. Acting on a police plea, the Jammu chief judicial magistrate passed an attachment order on January 18 this year under Section 107(5) of BNSS, which was executed by the Bahu tehsildar. 'A 14-day show cause notice was issued to the accused to justify the source of funds used in the transaction, failing which the property will be auctioned,' he said. During court proceedings, based on clinching evidence presented by the investigating officer, Kamaljeet Kour, a co-accused, made a judicial admission that she had received ₹1.53 crore from Harpreet. She voluntarily agreed to refund the amount, initially committing to deposit ₹50 lakh within seven days, and the remaining ₹1.03 crore within two months, said the SSP. The court also directed the Jammu SSP to open a dedicated account for collecting and distributing the recovered funds among the verified victims. 'Today the recovered amount of ₹75 lakh has been distributed equally among 17 victims through cheques. This marks the first instance under BNSS in J&K where defrauded money has been returned to victims, exemplifying the law's focus on justice, accountability and restitution,' he said.

Baltal (Jammu and Kashmir) [India], July 3 (ANI): Union Minister Shobha Karandlaje visited the Amarnath Yatra base camp in Baltal on Thursday and expressed her joy over the spiritual journey and the ongoing development works in the area. She joined thousands of devotees on the 2025 Amarnath Yatra to seek blessings of Lord Shiva. Speaking to ANI during her visit, she said, 'Today, we are all going to have the darshan of Bholenath. It feels wonderful... May God bless us all. The atmosphere here is very pleasant... people are feeling good because development work is happening here too...' The Union Minister praised the efforts made by local authorities and the government to improve facilities and infrastructure around the pilgrimage route. She noted that enhanced arrangements have added to the comfort and spiritual experience of the yatris (pilgrims). Earlier in the day, as a fresh batch of pilgrims set off for the holy cave of Shri Amarnath Baba, Divisional Commissioner Kashmir Vijay Kumar Bidhuri stated that the Yatra was not just a religious one, but one of the people. He further stated that security forces, porters, tent service providers and others had been involved in the Yatra. 'This Yatra is not just a religious Yatra. It is a Yatra of the people. Security forces, 'pitthus', tent every service provider is involved in it... The enthusiasm among the devotees is unparalleled. I pray that everyone's wishes are fulfilled and there is peace and happiness in Kashmir and the rest of the country...' Bidhuri told ANI. A day earlier, Kashmir Police issued an advisory for devotees undertaking the Amarnath Yatra 2025, urging them to travel only in officially designated convoys. The advisory, released on Wednesday, directed all pilgrims to start their journey only from the authoriased base camps at Bhagwati Nagar (Jammu), Baltal and Nunwan. These routes have been designated to maintain better coordination, security, and medical assistance along the challenging mountainous route to the holy Amarnath shrine. 'All the pilgrims undertaking Shri Amarnathji Yatra 2025 are advised to travel only in designated convoys originating from Bhagwati Nagar, Baltal and Nunwan Base Camps,' Kashmir Police said in a post on X. In a post in X, Kashmir Zone Police said, '#Advisory for Yatris of Shri Amarnathji Yatra 2025. All the pilgrims undertaking Shri Amarnathji Yatra 2025 are advised to travel only in designated convoys originating from Bhagwati Nagar, Baltal and Nunwan Base Camps.' 'The Yatris arriving long before the scheduled date are advised to arrive reasonably prior to their day of yatra' The advisory came amid increased focus on security arrangements and preparedness for the annual pilgrimage, which sees thousands of devotees trekking to the sacred Amarnath cave shrine in South Kashmir every year. Meanwhile, Authorities have set up 17 medical camps at langar sites, established mini hospitals, and deployed ambulances across the Ramban district as the 38-day Amarnath pilgrimage commences today, weeks after the Pahalgam terror attack that left 26 people dead following religious profiling. Ramban Chief Medical Officer Kamal Zadoo told ANI, 'On behalf of the health department, we have set up 17 camps at langar sites and lodgement centres across Ramban district from Nashri tunnel to Navyug tunnel. Mini hospitals have been established at Yatri Niwas Chanderkot and Lambhar Ground, featuring a four-bed indoor facility, a laboratory, and an ECG unit. We have also placed cardiac monitors there this year. Two ambulances have been deployed at Yatri Niwas Chanderkot, the Langar Site in Chanderkot, and Lambhar Ground. We have also kept back-up ambulances for any untoward incidents...' The 38-day pilgrimage ends on August 9. It will follow two routes, the traditional 48-kilometre Pahalgam route in Anantnag district and the shorter but steeper 14-kilometre Baltal route in Ganderbal district. The 38-day pilgrimage commenced on Thursday. "#Advisory for Yatris of Shri Amarnathji Yatra 2025. All the pilgrims undertaking Shri Amarnathji Yatra 2025 are advised to travel only in designated convoys originating from Bhagwati Nagar, Baltal and Nunwan Base Camps," Kashmir Zone Police said in a social media post. "The Yatris arriving long before the scheduled date are advised to arrive reasonably prior to their day of yatra," it added.
