Baxter Springs council members resign amid city government controversy
BAXTER SPRINGS, Kan. — Controversy within Baxter Springs city government leads to the resignation of two council members. The Baxter Springs City Council is without two of its council members, following Tuesday night's meeting (5/27). Baxter Springs Mayor, Kelly Abbott says both council members quit for personal reasons, but he has not yet received anything in writing. One of those who resigned was Casi Shaw — a write-in candidate in the November 2024 election. Shaw says her reasons for leaving are tied to Mayor Abbott. 'The current system of government is not functioning,' said Shaw. And she says proper hiring processes are not being followed. Within the last two weeks, Mayor Abbott replaced the Baxter Springs police chief with school resource officer, Rick Comer. Jimmy Hamilton was named police chief in January, after the former chief took over as the Cherokee County Sheriff. Abbott says Hamilton voluntarily stepped down after just four months on the job. Despite the job listing of police chief on the city's social media sites, Mayor Abbott says Comer is the city's new chief. He says the job is only listed because it's city policy to advertise the job. Shaw says she didn't agree with Comer's appointment, because the city wasn't following proper hiring procedures. 'I think there need to be due process in hiring a department head,' said Shaw. When asked about the council resignations and the job listing for police chief, Mayor Abbott said it 'wasn't a big deal' and 'wasn't newsworthy.' Following our attempts to reach out to various city leaders about the council resignations, Abbott told us, 'Quit calling my help.' The second council member to resign Tuesday night was Brandon Williams. We reached out to Williams, who declined to offer comment. Copyright 2025 Nexstar Media, Inc. All rights reserved. Tungsten is a critical metal prized for its strength, granting it an over US$5 billion market supported by key roles in the production of armor, ammunition, heavy machinery, semiconductors and EV batteries. The Minerva district, founded in 1869 after a silver discovery, only yielded tungsten in 1915, intermittently mining the critical metal into the mid-20th century. Tungsten Metals produced 112,000 tons of ore from 1916 to 1945, yielding over 85,000 units of tungsten trioxide (WO₃) representing about 1.35 million pounds of tungsten (W). Tungsten mines present on Global Tactical Metals' new claims include the Silver Bell, Zig Zag, Hilltop and Tony, each following known vein systems. Silver Bell is a highlight among this group, with the U.S. Bureau of Mines completing almost 10,000 feet of drilling across 42 drillholes between 1941 and 1943, hitting up to 2.40 per cent WO 3 over 9 feet. The company will undertake a field program on the new claims, including geological mapping, geochemical sampling and target delineation, with plans to finalize drill-ready targets in 2025. Leadership insights 'The Minerva project represents an exciting opportunity for Global Tactical Metals to revisit a historically productive but underexplored tungsten district with modern exploration techniques,' Kelly Abbott, Global Tactical Metals' chief executive officer, said in a statement. 'With strong historic grades, well-documented geology and favorable topography, we believe this project has significant potential to contribute to domestic critical mineral supply.' Global Tactical Metals acquires, explores and advances mineral properties prospective for resources critical to North American interests. The company owns properties in Canada and the United States with a focus on antimony and tungsten, the former commanding a multi-billion-dollar market of its own.
