David Brom, convicted of killing his family in 1988, to be released from prison at end of month
A Rochester, Minnesota, man convicted of killing four family members with an axe will soon be released from prison. David Brom is scheduled to be released to a Twin Cities halfway house on July 29. He served more than 35 years for the 1988 murders of his parents and two younger siblings. He was 16 at the time. Brom was sentenced to three life sentences, but became eligible for parole under a Minnesota law passed in 2023 that ended juvenile life without parole sentences. Current Olmsted County Sheriff Kevin Torgerson was one of the first responders called to the scene more than 37 years ago. He released a message reacting to the news of Brom's release. "I cannot stop what is already in motion, and I, we, as the public, must trust the parole board's decision and must hope Mr. Brom is ready for this transition in his life," Togerson said. "I'm very pleased to hear that, but it is still hard for me to accept and forget the sights and smells of what I saw that Thursday evening in 1988." Brom will still be under supervision and be subject to GPS monitoring after his release. Twenty-eight states have banned juvenile life without parole sentences, according to the Campaign for the Fair Sentencing of Youth.

Rochester community encouraged to celebrate 'Night to Unite' with local law enforcement
May 28—ROCHESTER — The Olmsted County Sheriff's and the Rochester Police Department are celebrating Night to Unite on Aug. 5 to promote police-community partnerships. According to a release, neighbors are encouraged to organize gatherings and register them online. "Building a safer community starts with knowing your neighbors," Rochester Police Chief Jim Franklin said in the release. "Night to Unite is a great opportunity to come together and strengthen our connections in support of a safer Rochester." Law enforcement officers from RPD and OCSO will visit as many neighborhood celebrations as possible, according to a release. "The goals of Night to Unite and our Sheriff's Office mission statement are intertwined, to promote and protect the well-being, safety, and security of all people in our community," Sheriff Kevin Torgerson wrote in the release. "We look forward to joining with our friends and neighbors again this year to work towards those common goals here in Olmsted County. We will see you in your neighborhood on August 5!"

Southeast Minnesota Law Enforcement Memorial Program scheduled for Monday evening
May 19—ROCHESTER — A memorial program to honor 45 fallen law enforcement officers is scheduled for 6 p.m. Monday, May 19. The Southeast Minnesota Law Enforcement Memorial Program will take place inside the Christ United Methodist Church located at 400 5th Ave. SW. It has been moved indoors due to weather. Olmsted County Sheriff and President of the Law Enforcement Memorial Foundation of SE Minnesota Kevin Torgerson said in a release that this year's program plans to highlight three officers, Cpl. Travis Bruce of the U.S. Army Military Police, Officer Eugene Sutton from the Rochester Police Department and Sgt. Richard Waldron of the Goodhue County Sheriff's Office. Roses will be placed by survivors and agencies in remembrance of the officers. A Joint Services Honor Guard and members of the Rochester Caledonian Pipe Band will perform military honors. Torgerson and Olmsted County Commissioner Dave Senjem will speak at the ceremony. The memorial foundation is continuing to raise money for "the finishing touches and needed ongoing maintenance," the release said. The fundraisers include selling benches to be placed around the memorial and selling banners for flags at the annual field of flags.
