Government considering introducing law to regulate AI issues: Gobind

KUALA LUMPUR: The government is considering introducing legislation to regulate risks and dangers associated with artificial intelligence (AI) in the country, Digital Minister Gobind Singh Deo said. The Digital Ministry is preparing a report for the Cabinet to review and decide whether a legal act is necessary to control AI abuse, he said, adding that an alternative is to introduce rules and regulations to address any potential AI abuse that may arise. 'Many issues related to AI have come up recently, and we are considering whether it's necessary to introduce a law to control the situation. 'My ministry is in the process of preparing a report about AI for the Cabinet, and we will see if the Cabinet deems it necessary to have a law in place or not. We can also look at other successful countries which implement rules and regulations for AI, but nothing legally binding,' Gobind said after officiating at CIMB Group's Kita Bagi Jadi Komuniti event on Monday. CIMB has committed RM200 million over the next five years (2026-2030) to advance customers and society through this platform. Gobind encouraged people to utilise digital platforms to enhance their business and financial situation, as the government continues to develop the country's digital infrastructure. He also commended banks such as CIMB for providing training and education to the public on how to utilise digital technology to their advantage. 'What is important is that the ministry encourages initiatives by the public to use digital platforms to strengthen their business and their finances. The ministry commends CIMB for taking a proactive role in empowering communities through its targeted financing for entrepreneurs, low-income communities and the underbanked. 'By providing greater access to financing, financial education and capacity building initiatives, the bank is enabling everyone to participate meaningfully in the economy. These efforts not only promote socioeconomic mobility but also support national productivity and long-term resilience,' Gobind said. CIMB Group CEO Novan Amirudin said the bank aims to create a thriving, inclusive society which leaves no one behind and benefits all its members. 'At CIMB, our purpose to advance customers and society, is simple but powerful. By enabling broader financial access, we help our customers succeed, and in turn, help society move forward with us. 'By equipping individuals and small businesses with the right tools, whether it is digital literacy, access to financing, or practical skills, we will enable them to participate meaningfully in the economy. That benefits our customers, our communities, and the broader market we operate in.' Novan said he was confident the RM200 million investment would provide support to underserved and vulnerable communities across Asean. 'In parallel, our 33,000 employees across the region will contribute over 120,000 volunteer hours every year, giving their time and skills to support impact on the ground.'

Gobind Calls On Banks To Help Uplift Communities Via Digital Empowerment

BUSINESS KUALA LUMPUR, June 30 (Bernama) — Banks today must not only be financial enablers but also help in uplifting communities by being digital advocates as well, said Digital Minister Gobind Singh Deo. He emphasised that digitalisation is key to nation-building. 'While digitalisation continues to accelerate growth in all aspects of the economy especially in banking and finance, it is imperative that the government and financial institutions ensure that no Malaysian is left behind in the digital economy,' he said in his keynote speech at the launching ceremony of CIMB's 'Kita Bagi Jadi Komuniti' (KBJK) programme here today. He said digital empowerment uplifts communities by providing access to information, fostering collaboration, and enabling community-led development. 'By improving digital skills and knowledge, communities can leverage technology to address local challenges, adapt to change, and improve their overall wellbeing,' he added. CIMB Group Holdings Bhd today announced a commitment of RM200 million over the next five years (2026 to 2030) to advance customers and society under its 'Kita Bagi Jadi Komuniti' platform. The commitment will primarily focus on three key areas - driving long term economic empowerment, community wellbeing and financial inclusion, including equipping the youth, the unbanked, and the underserved with important life skills such as digital and financial literacy. Gobind congratulated CIMB for its commitment and expressed hope that more industry players would do the same, working collaboratively to ensure all Malaysians are part of the country's digital transformation. 'I am pleased to note that CIMB and its subsidiary Touch N Go Digital are providing not just banking convenience but also education and awareness about digital literacy that can uplift communities in navigating today's financial landscape with confidence and ease,' he added. In April, the Ministry of Digital launched the Business Digitalisation Initiative (BDI) to equip micro, small, and medium enterprises (MSMEs) with the skills and tools needed for digital transformation. The BDI is supported by a mixed fund totalling RM1.5 billion and includes freemium digital solutions to reduce business operation costs, as well as access to an integrated ecosystem involving collaboration between the public and private sectors. The government also have the 'AI Untuk Rakyat' programme that introduces AI to Malaysians. Over 1.3 million Malaysians have completed the programme thus far, and the number is growing, he said. According to Gobind, Malaysia attracted digital investments totalling RM310.7 billion from 2021 to March 2025, an indication that the country is a rapidly growing digital infrastructure hub in the region.

Malaysia prepares legal framework for AI governance, says Gobind

KUALA LUMPUR: The Ministry of Digital is finalising a comprehensive report on legal frameworks for artificial intelligence (AI) to address governance gaps, Minister Gobind Singh Deo announced today. The findings, currently under review by the National AI Office (NAIO), will determine whether Malaysia introduces new laws or adopts sector-specific standards. Speaking at the launch of CIMB Group Holdings Bhd's *Kita Bagi Jadi Komuniti* campaign, Gobind emphasised AI's cross-sectoral impact, noting that high-risk industries may need legislation, while others could follow guidelines. 'The Cabinet will decide the next steps after evaluating NAIO's study,' he told reporters. The minister highlighted global precedents, where countries balance innovation with oversight through flexible regulations. 'Some areas demand strict legal provisions for accountability, while others thrive with voluntary standards,' he added. The report will classify AI applications by risk level, proposing tailored measures for healthcare, finance, and public services.
