Proper records help Kozhikode, Payyoli climb ranks in national cleanliness survey
The Kozhikode Corporation and Payyoli municipality have made impressive gains in the Swachh Survekshan 2024 rankings released on Thursday (July 17, 2025). The Corporation rose from 3,367 in 2023 to 70 this year, while Payyoli jumped from 3,707 to 596. Payyoli was also listed among the 20 cities awarded 'one star' in the 'Garbage Free Cities' category. 'It is not about what we did this year to improve the ranking, but about what we did not do in the previous years,' said S. Jayasree, health standing committee chairperson of the Corporation, who stressed that proper documentation and timely entries under the guidance of the Suchitwa Mission made all the difference this time. 'We have been doing our work well over the past few years, and the results were evident. However, we never gave much importance to the Swachh Survekshan Survey, and as a result, failed to present our achievements effectively during the inspections. All that changed this year,' she added. Payyoli municipal chairman V.K. Abdurahman believed that sustained efforts to maintain cleanliness in the town over the past few years had now paid off. 'We worked diligently to achieve the best possible results under the State government's 'Malinya Muktha Navakeralam' project,' he said. The municipality houses a material recovery facility (MCF) considered a model for the entire State, in addition to having a mini MCF in every division. Funds have already been earmarked for setting up more MCFs wherever needed. 'Installing awareness boards in public spaces, conducting awareness drives through mural paintings, and placing CCTV cameras at locations prone to illegal dumping helped us meet the target,' Mr. Abdurahman added. The intervention of the Suchitwa Mission in preparing local bodies for the survey has yielded results across the State, evident from the number of local bodies, including major cities, that have made significant leaps in the rankings. This is the first time any urban civic body in Kerala has come within the top 1,000 ranks since the survey began in 2016.

Misuse of twin bins continues to worry Kozhikode Corporation
It was a rush of pride that Manjima R.V., a homemaker from Elathur, felt as she saw the twin waste bins set up all along major roads in Kozhikode city for the first time. But her pride was short-lived as she found bags of waste dumped all around one such bin in the heart of the city. 'These bins look so classy and give a character to its surroundings. But the misuse defeats the purpose,' she lamented. The Kozhikode Corporation has set up twin steel bins all across the city to keep roads clean and encourage commuters to deposit minor waste such as toffee or biscuit wrappers promptly in the bins. But it has turned out to be a headache for the civic body in some parts of the city as people tend to deposit their household waste, including food and diapers, in and around the bins. 'We caught a few people red-handed and fined them. Our cleaning staff clears the bins promptly in the morning. But bags of waste appear around them within hours,' said S. Jayasree, health standing committee chairperson of the Corporation. The Corporation has appointed one extra employee in every health circle to ensure that the bins are cleared promptly. Besides, there are plans to absorb around 100 more people into the force. Ms. Jayasree said the Haritha Mitram mobile application that enabled the collection of household waste had 95% coverage in the city, and that most households cooperated with the Haritha Karma Sena. However, there are exceptions. 'We can educate only those who are unaware of the services we provide. This misuse of bins seems to be a deliberate mischief,' she added. She complained that the steel lids of the bins had been forcefully removed in some places. 'Depositing diapers and medical waste in the bins is a source of discomfort for cleaning workers. We have the 'Aakri' mobile application for efficient disposal of biomedical waste, including diapers and sanitary napkins, besides tubes and syringes. For those who cannot afford the services of the app, the Corporation supports them financially,' she added. Ms. Jayasree said the extra effort being put in for waste management due to the misuse of the bins was draining the Corporation of valuable funds and manpower that could have been put to positive use.

CBG plant project at Njeliyanparamba gets govt.'s nod
The State government has given its nod for the compressed biogas (CBG) plant project at Njeliyanparamba, four months after it was proposed. The project will be executed by Bharat Petroleum Corporation Limited (BPCL) at a cost of ₹99 crore. The plant may take two years to materialise. The Kozhikode Corporation has decided to lease out around eight acres at Njeliyanparamba for an yearly lease of ₹1,000 for 20 years during which it will be completely under the control of BPCL. The plant will have the capacity to process 150 tonnes of organic waste daily and produce up to six tonnes of CBG and around 25 tonnes of organic fertilisers. The site houses an organic waste management plant that produces organic manure. The proposal for the CBG plant emerged after the Corporation terminated its contract with Zonta Infratech for a planned waste-to-energy project at the site. The project was scrapped after the company failed to complete even basic biomining and capping work in four years. It also ran into further trouble following the fire at the Brahmapuram waste treatment plant in Kochi, which it was managing at the time. A CBG plant generates renewable energy from organic waste, and the gas generated is clean fuel that can be used in place of compressed natural gas in vehicles, industries, and commercial establishments. All kinds of organic waste, including remains of plants and animals, can be used to make biogas, which is then purified and compressed to make CBG.
