EC admitted 20% would fall off voter list: Congress
NEW DELHI: A day after opposition parties met EC to oppose the special electoral list revision in Bihar, Congress Thursday alleged the poll watchdog had conceded to the delegation that it "assumes" 20% of voters will be weeded out in the review, and termed EC's stance a "threat" to the Constitution and marginalised communities like SC/ST/OBCs. Its ally CPI(ML) Liberation threatened to launch an huge agitation against the exercise, saying the opposition's pleas to EC had fallen on deaf ears. Bihar Congress chief Rajesh Ram alleged EC is working on a conspiracy to remove two crore of the eight crore-plus voters, with a focus on migrant workers. Addressing the media with AICC state in-charge Krishna Allavaru and spokesman Pawan Khera, Ram said it is not possible for the poor in Bihar "to produce documents like a birth certificate that they have never had before", that too in 30 days. But EC appeared to have made up its mind and was not receptive to concerns expressed by the opposition, he said. Allavaru said the same eight crore-plus voters had voted in the Lok Sabha polls a year ago, and now their credentials are being questioned. 1 2 Patna: The Congress on Thursday accused the Election Commission of attempting to disenfranchise nearly 20% of voters in Bihar under the garb of the ongoing special intensive revision of electoral rolls. Addressing a press conference in Delhi, Bihar Congress president Rajesh Kumar claimed that the EC had made up its mind to deny voting rights to large sections of the population, especially migrant workers who stay outside the state under compulsion but return home during elections to cast their votes. "It seems the EC has already made up its mind to deny voting rights to Bihar people," he said, questioning the integrity of the entire exercise. He added that people affected by floods have nothing left in their homes and are in no position to produce documents. "Whenever the govt faces a crisis, its agencies begin such actions," he said. "It is strange that the very voters who elected this government are now being asked to prove their identity. By excluding Aadhaar from this voter revision process, eight crore people are being asked to submit documents they don't have," he added. Pawan Khera, chairman of the party's media and publicity department, described the entire exercise as a move to delete voters' names before the upcoming elections. Surveys galore in poll-bound Bihar The Congress appears to be grappling with a 'problem of plenty' over election surveys in poll-bound Bihar. While survey teams led by master strategist Sunil Kanugolu are already at work, Congress Bihar in-charge Krishna Allavaru has deployed another team to conduct a door-to-door survey to gauge public sentiment on the selection of candidates and other campaign-related decisions. Congress insiders attribute it to the friction between Kanugolu and Allavaru. It is no secret that the two leaders enjoy proximity to the top brass. Both survey findings are to be presented to the Congress High Command for a final decision on candidate selection and other issues. However, there is internal disquiet among some ranks that poll surveys have become a profitable business for leaders and that the AICC is spending a considerable amount of funds beyond what is necessary for effective monitoring and oversight. Minority outreach hiccups Congress looks to be struggling to maintain internal cohesion as it attempts to weave an effective minority outreach strategy in poll-bound Bihar. A meeting of the Muslim leaders from Bihar and Delhi last week ran into rough weather when several members questioned the party's strategy for Muslims and selection of the right candidates. Chaired by AICC minority department chief Imran Pratapgarhi, the meeting at the party's new headquarters, Indira Bhawan, drew nearly 40 leaders in attendance. Seventeen percent of Bihar's population is Muslim. A senior leader, a JNU alumnus, pointed out that a sitting MLA, the only Kulhaiya Muslim from the Seemanchal region, had not been invited to the meeting. Some members also alleged that there are efforts to replace this MLA with another close to CLP leader, Shakeel Ahmad Khan. The Seemanchal region, with a 47 percent Muslim population, comprises 24 assembly seats. 'If the party cannot do justice to its Muslim leaders, how will it gain the confidence of the community?' asked a leader.

Cong legislators' meeting on June 15 to discuss seats
Patna: Congress has called a meeting of its legislators on June 15 in Patna to discuss its future course of action after the opposition coordination committee meeting on Thursday in which all the INDI Alliance partners have been asked to submit their lists of seats they wanted to contest in the coming assembly elections to RJD leader Tejashwi Prasad Yadav , who is the coordination committee chairman. All the Congress MLAs will be present in this meeting to be attended by AICC in charge of Bihar, Krishna Allavaru, state party president Rajesh Kumar and other senior leaders. Sources said the Congress legislators will be given responsibilities on the instructions of party leader Rahul Gandhi, who is making efforts to revive and strengthen the party at the grassroots level for the Bihar assembly elections due this year. The meeting assumes significance in the backdrop of the bickering among the alliance partners over the number of seats being demanded by them. The Communist Party of India (CPI) reportedly complained about its ally CPI(ML) in the meeting after their leader Dipankar Bhattacharya said his party wanted 45 seats to contest. RJD, Congress, CPI, CPM, CPI(ML) and VIP are so far the INDIA bloc partners in Bihar. Congress, which contested 70 seats last time and won 19, wants to keep the number intact with a few changes in constituencies. Out of the total 243 seats, RJD contested the maximum 144, Congress 70, CPI(ML) 19, CPI 6 and CPM 4 seats. The CPI(ML) had the best strike rate of winning 12 out of the 19 seats it contested.
