Delhi govt looks at engaging third party agency to give fire NOCs
The Delhi government is considering engaging certified third-party agencies to handle fire safety certifications and no objection certificates (NOCs), potentially relieving the fire department of this responsibility, officials aware of the matter said on Friday. (HT Photo) 'In some states, fire departments no longer issue fire NOCs. Instead, the task has been delegated to private fire safety agencies that are certified by the state after an assessment of their capabilities and expertise,' said an official in the home department, which oversees the fire services. 'This is being explored to allow fire departments to focus on their core job—firefighting—without the added burden of handling certification requests. While the idea is under examination, no proposal has been drafted yet,' the official added. As per the tentative plan, third-party agencies may be tasked with auditing large establishments such as factories, with the fire department issuing certificates based on their reports. For smaller establishments like office spaces, the agencies could be authorised to issue certifications directly. 'Nothing has been finalised yet. All options are being considered,' the official said. The development comes shortly after the Delhi government scrapped the requirement of Delhi Police licensing clearance for seven categories of businesses, including hotels, restaurants, discothèques, swimming pools, amusement parks, video game parlours, and auditoriums, in a bid to reduce bureaucratic hurdles. Fire NOCs are currently mandatory for high-rise residential buildings, commercial establishments, factories, hospitals, restaurants, and offices. The official cited above said in a recent meeting chaired by lieutenant governor VK Saxena and attended by chief minister Rekha Gupta, departments were directed to explore steps to improve ease of doing business in Delhi. 'As part of those directions, we are exploring the feasibility of shifting the responsibility for issuing fire certificates. But the department wants to proceed cautiously and study models adopted by other states to ensure that fire safety standards are not compromised,' the official said.

On Doctors' Day, Delhi CM Gupta vows to transform capital into medical hub
New Delhi: Marking Doctors' Day , Delhi Chief Minister Rekha Gupta engaged with the city's medical fraternity on Tuesday, where she lauded the role of doctors in nation-building and outlined her government's roadmap to develop the capital into a premier medical hub. In a gathering held at the Delhi Secretariat, the chief minister met with eminent members of the medical community under the banner of the Delhi Medical Forum. In her address, Gupta described doctors as "messengers of God" and acknowledged their unparalleled service to society, particularly during crises like the COVID-19 pandemic. She urged them to support the government's efforts to reform Delhi's struggling healthcare infrastructure and asked for a symbolic "return gift" on Doctors' Day - their collaboration and guidance to make the city a model for citizen-centric healthcare. Cabinet minister Manjinder Singh Sirsa was also present at the event, along with medical professionals, who were felicitated for their contributions. The chief minister proposed the establishment of a dedicated medical university in Delhi to offer world-class education and further boost the city's medical profile. "Just like Kota is known for education, Delhi should become the first choice for quality treatment," she said. Later in the day, Gupta attended a special programme titled Sant Ishwar Samvad at the LNJP Hospital, where she hailed doctors as divine figures. "When the thread of life weakens, it is the doctor's hand that holds it together," she remarked. Addressing gaps in the healthcare system, Gupta pointed out the discrepancy between Delhi's image and the actual state of infrastructure. Talking about how Delhi has just 0.42 government hospital beds per 1,000 people, Gupta announced, "We aim to raise that to at least three beds per 1,000 in the next five years." The chief minister highlighted several recent initiatives, including the permanent appointment of 1,500 nurses after a 15-year delay, the revival of 24 long-defunct hospital campuses, and plans to open Jan Aushadhi Kendras in all government hospitals - with 17 already operational. Modern diagnostic machines such as CT scans, MRIs, and ultrasound equipment are being procured on priority. To ensure better accountability, each government hospital will soon have a dedicated superintendent. Basic facilities such as waiting areas, clean toilets, and drinking water are also being upgraded. Emphasising the government's 24x7 mission-mode approach, she reiterated her commitment to improving medical infrastructure, expanding educational opportunities, and creating a stress-free environment for doctors. Additionally, she also credited Prime Minister Narendra Modi's vision for transforming healthcare and education across the country and pledged to make "Viksit Delhi" a reality in line with that vision.

‘LNJP becomes first Delhi government hospital with medical genetics department'
NEW DELHI: LNJP Hospital has become the first Delhi government hospital to establish a medical genetics department, Chief Minister Rekha Gupta announced on Thursday as she inaugurated the facility. Besides the genetics ward, Gupta also inaugurated a Lactation Management Unit and Nucleic Acid Amplification Testing (NAT) lab at the state-run hospital. Gupta said the government is consistently working to enhance Delhi's healthcare system. 'Our goal is to ensure accessible, high-quality, and timely medical services for every citizen -- regardless of age, background, or region. A healthy Delhi is the foundation of a developed Delhi. With this vision, three highly advanced health services have been launched, setting a new milestone in the city's medical infrastructure,' she said. Gupta said it is the first Delhi government hospital to establish a medical genetics department. It is the fourth such department among NMC-recognised colleges across India and the second to be linked with a Centre of Excellence for Rare Genetic Disorders, she added.

A man has been sentenced to life in prison after burning alive his pregnant wife, who succumbed to her injuries after fighting for her life for four days in hospital, over dowry payments A man has been sentenced to rigorous life imprisonment after burning alive his pregnant wife over dowry in 2015. The victim, Jaya Devi, succumbed to her injuries after battling for four days at a Delhi hospital. On Saturday, the court in Bulandshahr, India handed down a sentence and imposed a fine of Rs 17,000 (£151) on her evil husband, Pramod Kumar. While delivering the verdict, Additional District and Sessions Judge Harikesh Kumar emphasised the need for courts to balance the personal circumstances of the accused with the broader societal impact of the crime. He said: "In determining the quantum of punishment, the court must consider the criminal tendencies, the motive, the societal repercussions of the offense, the accused's involvement, and all relevant factors, giving greater weight to societal implications." The tragic incident occurred on April 12, 2015. Jaya Devi, who was 32 at the time, had been married to Kumar, a resident of Bulandshahr, in 2007, the Times of India reports. The couple had two children. According to ADGC Keshav Dev Sharma, Pramod had subjected Jaya to persistent dowry harassment and family disputes, including disagreements over his share of the family property. "When her family failed to meet dowry demands, Pramod doused Jaya with kerosene and set her ablaze," said Sharma. She suffered over 85% burns and died at LNJP Hospital in Delhi. In her dying declaration, she recounted the entire incident. She was four months pregnant when she was killed. Last month, 37-year-old Prakash Nathsharma was also found guilty of murdering his pregnant wife over dowry demand. Public prosecutor Nalinikanta Moharana stated that Prakash attacked his 27-year-old wife, Jhuna Nath, with an axe on June 15, 2020. At the time, Jhuna was four months pregnant. She was immediately rushed to SCB Medical College and Hospital in Cuttack by her parents but tragically succumbed to her injuries five days later. The couple had married in 2018. The investigation revealed that Jhuna had been subjected to ongoing abuse due to dowry demands. Following a detailed investigation, the police arrested Prakash, and the prosecution's case was further bolstered by the testimonies of 20 witnesses.
