Over 2000 people receive welfare aid worth Rs 30 crore under Makkaludan Mudhalvar scheme in TN's Cuddalore
CUDDALORE: Welfare assistance worth Rs 30.09 crore was distributed to 2,254 beneficiaries as part of the third phase of special camps under the Makkaludan Mudhalvar scheme in Cuddalore district. The event, inaugurated by Labour Welfare and Skill Development Minister CV Ganesan on Thursday was held in the presence of Collector Sibi Adhithya Senthil Kumar, Cuddalore MP MK Vishnu Prasad, and Neyveli MLA Saba Rajendran. The camps were organised at Thiruvamur Government Higher Secondary School, Visur Union Middle School, Kattukoodalur Government Higher Secondary School, R Kannusamy Higher Secondary School in Kadampuliyur, and Pattirakottai Government Higher Secondary School. Minister Ganesan said, 'To simplify access to government services and ensure timely delivery, the Chief Minister launched the Makkaludan Mudhalvar scheme. In Cuddalore district, two phases have already been completed. Under the third phase, 90 camps—10 in each Assembly constituency—are being held in panchayat areas with higher Scheduled Caste populations. So far, 20 camps have been completed, and five are being conducted today in the Neyveli constituency.' The minister further said, 'These camps bring various government departments to a single location near the people's residences in rural areas. Citizens can submit petitions for services such as old-age pension, patta transfer, Chief Minister's Comprehensive Health Insurance Scheme card, family card, Aadhaar correction, and financial assistance. All petitions will be reviewed, and eligible ones will be addressed within 30 days.'

All eligible applications seeking monthly cash assistance will be considered, says Minister
Minister for Transport and Electricity S.S. Sivasankar on Wednesday said that all applications submitted by women seeking ₹1,000 cash assistance under the Kalaignar Urimai Thogai Scheme would be considered. Speaking at the inauguration of the third phase of Makkaludan Muthalvar scheme at Thirumanur here, he said the monthly cash assistance scheme had received an overwhelming response from women. Those who were yet to get assistance could submit their applications or petitions at the camps of Makkaludan Muthalvar scheme. Chief Minister M.K. Stalin had issued orders to take steps to provide cash assistance to all eligible women and they should utilise the opportunity well. Mr. Sivasankar said the State government was at the forefront in implementing welfare schemes. Many State governments had taken cue from Tamil Nadu in implementing various schemes in their States. Free bus travel for women was among the schemes incorporated by other States. Minister for Labour Welfare and Skill Development C.V. Ganesan, MLA K. Chinnappa, Collector P. Rathinasamy and senior officials participated. Mr. Sivasankar and Mr. Ganesan distributed welfare assistance worth ₹12.96 crore to 2,204 beneficiaries at the camp. A large number of people from Venmankondan, Karuppilakattala, Thirumanur, Annimangalam and Keezhakavattankurichi participated.

Minister C.V. Ganesan introduces Bill in T.N. Assembly reducing penalty on employers failing to pay full wages
The Tamil Nadu government has tabled a Bill that seeks to reduce the penalty on shops and establishments if they fail to pay full wages to its employees if the employers challenge the order of their reinstatement in higher courts. When Minister for Labour Welfare and Skill Development C.V. Ganesan tabled the Bill in the House, AIADMK's Agri S.S. Krishnamoorthy, Congress' S. Rajesh Kumar, CPI's T. Ramachandran, PMK's G.K. Mani, and Panruti MLA T. Velmurugan sought some corrections in it. Earlier, as per Section 45-A of the Act, any employer who failed to comply with the provisions of Section 41-A shall be punishable with imprisonment for a term which may extend to six months or with fine, or both. However, the Bill tabled in the House on Tuesday, removed Section 45-A. 'Any employer who fails to comply a per Section 41-A shall be liable for penalty which may extend to ₹50,000 and where such failure is a continuing one, with a further penalty which may extend to ₹200 for every day,' it read. If such failure continued after the imposition of penalty or compounding of contravention, the penalty shall not exceed ₹1 lakh in the aggregate, it said. As per Section 41-A of the Act, if the appellate authority directed the reinstatement of any employee and if the employer preferred any proceeding in a High Court or the Supreme Court, the employer was to pay full wages during the pendency of such proceedings. The Bill also seeks to empower the State government to appoint an adjudicating officer(s), below the rank of Joint Commissioner of Labour, who would determine the penalties under the Act. It also provided for appeal over compounding of offences to the appellate authority. The government said it was making sincere efforts to implement the reforms envisaged in the Business Reforms Action Plan, 2024, and the Reducing Compliance Burden Plus 2024 (RCB 2024+) initiative. 'It is essential to decriminalise the offences under the Tamil Nadu Shops and Establishments Act, 1947, by replacing punishments of imprisonment and fine with penalties and to establish adjudication and appellate mechanism for ease of doing business,' the Bill read. The RCB 2024+, decriminalisation has been clarified as reducing the severity of punishments by removal of imprisonment, introduction of penalty mechanisms, proportionate or graded punishments, and establishing adjudication and appellate mechanisms, it said.

T.N. government to consider providing identity cards to inter-State migrant labourers: Minister
The Tamil Nadu government will consider a request to provide identity cards to inter-State migrant labourers employed in the State, Minister for Labour Welfare and Skill Development C.V. Ganesan said in the Assembly on Monday (April 28, 2025). Responding to concerns raised by Panruti MLA T. Velmurugan in the House, the Minister said that the State government would consider the request for providing identity cards to inter-State migrant labourers employed in Tamil Nadu. During his speech, Mr. Velmurugan sought a permit for inter-State migrant labourers, similar to the 'State Entry Line Permit' granted to those visiting some northeastern States. In his response, the Minister said that district-level authorities and owners of shops and establishments were registering the movements of migrant labourers.
