How £93m plans to care for the elderly in Rhondda county are progressing The council is developing new care facilities for older people and people with a learning disability across the county borough How the new care facility planned for Mountain Ash would look (Image: Rhondda Cynon Taf Council ) The council has given an update on a £93m programme of developments which will provide care for the elderly and people with a learning disability in Rhondda Cynon Taf (RCT). A report to cabinet on Monday, July 7, gives the latest progress with extra care facilities being developed in Porth, Mountain Ash and Ferndale and accommodation for people with a learning disability in Gelli and Church Village with the Dan-y-Mynydd extra care facility in Porth set to be delivered in 2026, on the site of the former Dan-y-Mynydd residential care home. ‌ It is being developed in partnership with Linc Cymru to provide modern accommodation for older people and a day centre. ‌ The new four-storey building is located off Bronwydd Avenue, and will consist of 60 self-contained apartments, a communal dining area, kitchen, lounges and gardens, a hair salon, activity room and a day centre. Planning permission was granted in 2021 and the current contractors resumed work in 2024 following a pause after the project's original contractor entered administration. It is expected that the construction will be complete in December, 2025, which will be followed by the fit out of the interior space required for occupation, which is planned for January and February, 2026, with work on the allocations of the flats set to start shortly. Article continues below The Mountain Ash extra care and residential dementia facility will be completed in 2027. The scheme will include 25 extra care apartments, 15 residential dementia residential care beds and eight 'later living' bungalows while also including a communal lounge, dining area, activity room, hair salon, and accessible toilets on all levels. Full planning permission was granted for the scheme in 2024 and the main construction is expected to start this month. ‌ The new dementia residential care homes will replace Troedyrhiw residential care home and all current residents of Troedyrhiw assessed as needing specialist dementia care will move to the new dementia residential care accommodation when it opens depending on their wishes and assessed need at that time. The Ferndale dementia residential care home is a new 32-bed facility being developed on the former Chubb Factory site next to the newly built Ysgol Gynradd Gymraeg Llyn y Forwyn. It is now progressing through planning with a tender process for a contractor to begin this summer, with a view to evaluation in the autumn and construction to begin in early 2026. ‌ The new home is expected to be open by the spring of 2028 and is planned to include kitchen/lounge/dining areas, a quiet room, assisted bathrooms, a communal dining/café space, accessible bathrooms, and garden space. This new dementia residential care home will replace the current Ferndale House residential care home and the current residents at Ferndale House will be offered the chance to move to the new home when it opens, depending on their wishes and assessed needs at that time. The Bronllwyn residential care home scheme in Gelli will create specialist care accommodation for adults with learning disabilities and is expected to be completed during late spring of 2026. ‌ It will include 14 ensuite bedrooms, 11 of which will be for permanent residents and the remainder for short term respite care. Work started on the site in 2024 but the contractor has advised of delays to the contract period due to site conditions/logistics, design coordination and supply chain issues but it is seeking to mitigate those delays during the next stage of construction. Whilst the timescale for this facility was previously expected to be March, 2026, the revised programme is currently anticipated to be June, 2026. ‌ The Garth Olwg supported accommodation in Church Village is planned to consist of 22 supported accommodation apartments for people with a learning disability. The council is preparing to tender the opportunity for a registered social landlord to develop and operate the accommodation in partnership with adult services at the beginning of August. The council will also create a day centre for people with a learning disability at the site to replace the current centre that is temporarily located at Ty Draw in Pontypridd. Article continues below Three extra care facilities are already open and these are Ty Heulog in Talbot Green, Maesyffynon in Aberaman and Cwrt yr Orsaf in Pontypridd. The overall cost of the programme is currently estimated at £93m which includes £23m of council funding and external grant and partner funding of £70m, subject to confirmation of external funding approvals.
