MSEDCL hikes tariffs by up to 3% for 100+unit users

The Maharashtra Electricity Regulatory Commission ( MERC ) has come out with the tariff orders for state power utility firm MSEDCL, which shows a marginal increase in tariff from 0.5 to 3 per cent for low and high-end residential consumers having monthly electricity consumption over 100 units. In the 0-100 consumption category, there is relief as the orders showed a drop of 9 per cent in tariff this financial year. The new tariffs will come into effect from July 1. MSEDCL tariffs continue to be the highest in the state as compared to BEST, Tata Power and Adani Electricity. MSEDCL managing director Lokesh Chandra said that 70percent of consumers were in the 0-100 units category and they have got huge relief. "In the past, we witnessed a minimum 10 per cent hike in tariff and this year we have changed the scenario. In the next five years, tariff is set to drop furthermore as we are procuring more green power through solar, hydro etc, saving Rs 66,000 crore in power purchase," Chandra said, adding that tariffs will not go up next five years for all including industry ensuring more industries come to Maharashtra. Tariffs will drop eventually for all residential users till 2029-30. For example, in the 301-500 units consumption category, there is a drop of 13 per cent, 26 per cent for 0-100 units etc. "There is an 80 per cent discount in solar hours in the residential category for smart meters and that's how all monthly bills will be lower than existing," Chandra said. Experts said that the last tariff announced by MERC in March had a 4-13 per cent drop in rates for MSEDCL which was better than the present tariff structure. "The last tariff order was challenged by MSEDCL which filed a review petition citing discrepancies and the order was stayed for two months," he said. Another feature of the order included an additional 10 per cent TOD discount for daytime electricity use for residential consumers with smart meters and incentives for residential consumers generating solar energy.

Nagpur: Maharashtra has emerged as a national leader when it comes to installations of solar agricultural pumps, with more than 5.65 lakh pumps disbursed under various govt schemes. With plans under way to install another five lakh pumps, the Maharashtra State Electricity Distribution Company Limited (MSEDCL) has now taken a significant step to address the growing number of complaints regarding malfunctioning solar pump units. Acknowledging the need for timely resolution of these issues, MSEDCL has introduced a farmer-friendly system allowing complaints to be registered online or via phone. Farmers can now report problems such as non-functional pumps, damaged solar panels, faulty solar units, theft, or low water pressure from the comfort of their homes. The initiative aims to ensure quicker redressal of grievances and reinforcement of trust among beneficiaries. Importantly, every installed solar pump system is insured, offering additional assurance to farmers. MSEDCL chairman and managing director Lokesh Chandra has urged farmers to avail of this facility and report issues using their registered mobile numbers, beneficiary identification, or even basic location details such as district, taluka, and village. Under the scheme, the supplier company is responsible for the maintenance and repair of the installed solar pumps for a period of five years. Once a complaint is filed, it must be resolved within three days. MSEDCL has made it mandatory for all supplier companies to establish service centres in districts where pumps have been installed. Once a complaint is addressed, farmers will receive an SMS confirmation. The performance of supplier companies in resolving complaints will be closely monitored by MSEDCL's superintending engineers at the circle level, ensuring accountability and transparency in service delivery. MUMBAI: State-owned Maharashtra State Electricity Distribution Company Limited (MSEDCL), which supplies electricity to parts of Mumbai's eastern suburbs and the rest of Maharashtra, is seeking a licence to expand its jurisdiction to the rest of Mumbai, from Colaba to Dahisar. It also aims to supply electricity to areas that fall under the Mira-Bhayandar Municipal Corporation, just outside Mumbai's city limits. To this end, MSEDCL, also known as Mahavitaran, has filed a petition for a parallel electricity distribution licence with the Maharashtra Electricity Regulatory Commission (MERC). At present, three companies supply electricity to Mumbai, the latest being Tata Power, after Adani Electricity and the Brihanmumbai Electric Supply and Transport (BEST) undertaking. Should MSEDCL be granted a licence, it would become the fourth supplier, offering consumers another option in a market where rates vary. In 2022, Adani Electricity had applied for a parallel licence to supply power to Navi Mumbai and adjoining areas, with a plan to invest ₹5,700 crore. The move was opposed by MSEDCL as Navi Mumbai generates significant revenue for the state-owned corporation, due to the number of high-end consumers here, such as housing societies, business establishments and industrial units, among others. MSEDCL's application for a parallel licence for electricity distribution in Mumbai and its suburbs is a counter move as Adani has a strong presence in the metropolis. MSEDCL's petition has been filed under Sections 14 and 15 of the Electricity Act, 2003, as well as the Maharashtra Electricity Regulatory Commission Rules, 2006, and the Electricity Distribution Licencing Rules, 2005, which allows for such a parallel licence. MSEDCL currently serves 31.7 million customers in 457 cities and 41,928 villages in the state via a large electricity distribution network of 4,230 power sub-stations, 25,000 high-voltage feeders, 9,60,000 distribution transformers, 3,64,000 km of 11 kV lines, and 51,771 km of 33 kV lines. MSEDCL supplies 26,000 MW electricity to the state, daily, while Mumbai's current requirement is 4,000 MW. 'Mumbai is seeing rapid development due to large-scale infrastructure projects, such as the Coastal Road and an expansion in its metro network. This improved connectivity is fuelling residential, commercial and industrial expansion, said an official with MSEDCL. 'Many data centres are being developed in the eastern and western suburbs of Mumbai, and they require a large amount of electricity. Apart from this, many businesses in the service sector are expanding. All this will require a large amount of power and MSEDCL can provide them cheap electricity,' he said. Lokesh Chandra, managing director, MSEDCL, said, 'Efforts will be made to provide affordable, green electricity and cheaper tariffs to Mumbaiites, as 52% of the power will come from green energy sources by 2030.'

T his is the first time that MSEDCL is venturing into new areas for power supply in Greater Mumbai. Presently, it supplies electricity in the Bhandup and Mulund areas of Mumbai. Besides, it has a huge consumer base in Thane, Navi Mumbai, Kalyan, and across the state, where it caters to over 3 crore power consumers. While Mumbai requires 4,000 MW during peak demand, Mahavitaran provides 26,000 MW daily to Maharashtra. With the new venture, MSEDCL is all set to compete with BEST in the island city, Adani Electricity in the western suburbs, and Tata Power across Mumbai. As for power purchase agreements, MSEDCL secured PPAs to increase the state's power capacity from 42,000 MW to 81,000 MW within five years under the Resource Adequacy Plan. This includes a focus on green energy at reduced rates, leading to Mahavitaran's proposal to MERC for lower electricity tariffs, said an MSEDCL spokesperson. The Resource Adequacy Plan ensures sufficient electricity for both state requirements and Mumbai's needs. "We will provide Maharashtra and Mumbai residents access to affordable green electricity," said MSEDCL Managing Director Lokesh Chandra. In its petition before MERC, the state power utility also expressed its plan to supply power to the Mira Bhayandar municipal corporation area. A senior official said: "MSEDCL seeks a parallel licence to distribute electricity in these areas.
