The minister said that visa hurdles have hurt SA's film industry, with the country losing out on a R400 million in income from a Netflix production deal from Mexico. The new online regimes are expected to overhaul existing 'outdated and paper-based' visa systems, with applicants expected to receive answers for their visa application in hours, he said. Home Affairs Minister Leon Schreiber has announced that SA will implement a new visa regime to assist the film and tourism industry, after visa hurdles meant that SA missed a R400 million Netflix production deal. Speaking during the department's budget vote at Parliament on Tuesday, Schreiber said the new online visa regimes will be called the Screen Talent and Global Entertainment Scheme (STAGE) and Meetings, Events, Exhibitions and Tourism Scheme (MEETS), and will focus on providing quicker visa access to film production companies and international visitors for conferences and sport events. '[The STAGE] initiative will simplify visa access for film production companies. Currently, outdated and paper-based systems hinder the industry. In just one example, a major Netflix production from Mexico was lost due to visa delays, costing South Africa an estimated R400 million in lost income. But thanks to STAGES, companies will now be able to apply via a dedicated online portal, receive visa decisions within hours, and will no longer be required to visit missions in-person abroad,' Schreiber said. The minister said outdated visa regimes had also frustrated international organisers for conferences to be hosted in SA, adding that the MEETS regime would help SA host international sport events such as the SA20 cricket tournament and the Rugby Championship. News24 previously reported that Schreiber had introduced numerous reforms to overhaul SA's existing visa regime. Visa reforms are also part of a priority area of government's Operation Vulindlela to attract more skills from international visitors, and increase investment into SA. In October last year, new regulations were gazetted for a point-based system for work and critical skills visas, with the aim to make it easier and more attractive for skilled people to work in SA. The regulations also meant that high-end overseas workers could apply for a work visa in SA. Home Affairs has also managed to introduce its Trusted Tour Operator Scheme in February this year, which aims to improve the visa application process for tour operators from China and India. About 11 000 visas have been processed so far under the new scheme. During his budget speech, Schreiber said that international tourists would also be able to access a new digital electronic travel authorisation (ETA) system by the end of September this year, ahead of the G20 meetings in November. He said tourists would be able to access the new system, which aims to help speed up visa processing, at SA's major airports, including OR Tambo and Cape Town International Airport. 'The ETA fully automates and digitalises the visa process from beginning to end, enabling outcomes to be delivered within seconds and using machine learning technology to eliminate fraud,' said Schreiber. Meanwhile, the Federated Hospitality Association of South Africa (Fedhasa) welcomed the announcement of the new STAGES and MEETS visa regimes. Fedhasa chairperson, Rosemary Anderson, said that SA's existing visa regime had cost South Africa dearly. 'South Africa, with its stunning locations and skilled crews, is exceptionally well-placed to emulate this success […] In 2019/20, our film sector contributed R7.2 billion to the economy – a figure which has since declined due to both Covid-19 and administrative delays. These new reforms give us every reason to believe we can not only recover but soar,' Anderson said in a statement. Anderson also said that SA's Meetings, Incentives, Conferences, and Exhibitions (MICE) sector was worth R120 billion in 2023, and that SA could become a world-leading MICE destination if red tape were removed. 'With STAGES and MEETS, South Africa sends a clear and confident message to the world: we are ready, we are open, and we are welcoming the world to our shores to do business, create jobs, and tell our stories,' she said.
