The Centre said the estimated financial outlay for conducting the Census is under finalisation, and no decision has been taken to update the National Population Register. The Central government on Tuesday responded to a written question in Lok Sabha in connection with the upcoming caste census, and reiterated that it will be conducted in two phases by March 1, 2027. 'The Government of India has notified its intent to conduct Census in the Gazette on 16th June, 2025. The Census will be conducted in two phases. In phase one, i.e. houselisting and housing Census, the housing conditions, assets and amenities of each household will be collected," Minister of State for Home Affairs Nityanand Rai said in a written reply. 'Subsequently, in the second phase, i.e. Population Enumeration, the demographic, socio-economic, cultural and other details of every person in each household will be collected. In Census Caste enumeration will also be done." The government outlined that the reference date shall be 00.00 hours of the 1st day of March, 2027 (For UT of Ladakh and snow-bound non-synchronous areas of the UT of Jammu and Kashmir and the States of Himachal Pradesh and Uttarakhand, the reference date shall be 00:00 hours of the 1st day of October, 2026). 'The estimated financial outlay for conducting the Census is under finalisation. No decision has been taken to update the National Population Register. The intent to conduct Census has been notified. The period of conducting houselisting and housing Census will be notified in due course," Rai added. Earlier, the government on June 4 said that India's next census will be held across India by March 1, 2027. Centre notifies Single Window System for appointing State DGPs

The Union Government has notified a Single Window System for appointing State Director-General of Police/Head of Police Force. The new policy effective April 22, 2025, comes against the backdrop of several States not following the Supreme Court orders in the Prakash Singh case and the Ministry of Home Affairs guidelines as regards appointment of DGP/HoPF. The Single Window System comprises a detailed check-list and standard easy-to-use formats for the States to send proposals enabling a smooth and expeditious process of empanelment by the Union Public Service Commission (UPSC), police sources said. Pointing to major discrepancies in the proposals sent for DGP appointments in the past, the Centre fixed responsibility on the State by asking an officer not below the rank of a Secretary to Government to certify minimum tenure of DGP-rank officers sent for empanelment to the UPSC. The apex court guidelines and consequent MHA circulars made it clear that an officer considered for appointment as DGP/HoPF should have a minimum residual services of six months from the date of occurrence of vacancy. Also, the States should send proposals to the UPSC at least three months before the vacancy arose or the date of superannuation of the DGP/HoPF. TN yet to send proposal In Tamil Nadu, though the vacancy for DGP/HoPF arises on August 30, 2025, when the incumbent police chief Shankar Jiwal is set to retire, the State is yet to send the proposal. Though two officers were not eligible for the top post as per the Supreme Court and MHA guidelines as they would not have a minimum of six months service, the Home Department was still getting their consent in the willingness form, the sources said. 'The Single Window System was notified in the last week of April with detailed check list and annexures making it easy for States to follow. Even if the two officers who are not eligible is cleared by the DGP's office, the Home Department would remove their names from the list as a Secretary-rank officer would have to certify the eligibility criteria. Finally, 8 DGPs in the Level-16 pay matrix would qualify for empanelment and the UPSC would send back three names – Seema Agrawal, Rajiv Kumar and Sandeep Rai Rathore – in the order of seniority,' a senior police officer told The Hindu on Tuesday. Communicating the Single Window System, the MHA in a circular to States said proposals having major discrepancies would be returned immediately. 'It is requested that suitable instructions may kindly be issued to the concerned department in the State Government responsible for sending proposals for empanelment of officers for appointment to the post of DGP/HoPF of the State to ensure submission of all proposals in future as per the guidelines prescribed for the Single Window System'. It is pertinent to note the Supreme Court is hearing a batch of petitions which alleged that the norms prescribed by the apex court in 2006 in the matter of appointing State DGPs were being flouted or not being followed in letter and spirit. A senior advocate moved the top court saying the due process was not followed in the appointment of Jharkhand DGP Anurag Gupta.

Fraudsters spoof firm's SMS header to circulate bogus loan offers

Hyderabad: The Telangana State Cyber Security Bureau (TGCSB) registered a criminal case after a city-based private firm alleged that fraudsters spoofed one of its unused text-message headers to circulate bogus loan offers. Due to the fraudulent messages, the ministry of home affairs (MHA) blacklisted the header. The complainant, Sagi Prashanth (37), finance manager at Fitlife Fitness Foods LLP, alleged that while the company routinely uses the Telecom Regulatory Authority of India (TRAI) approved header 'MTRIVA' solely to send one-time passwords (OTPs) to its mobile-app users, a second header, 'FILIFE', registered in Aug 2024, has never been activated. On June 9, the TRAI alerted the firm that 'FILIFE' was being misused to push fraudulent micro-loan messages. The misuse has led the MHA to blacklist the header, disrupting customer logins and affecting the company's nationwide user base, according to the FIR. "Preliminary evidence suggests the header may have been spoofed through some other SMS gateway. The fraudsters spoofed the FILIFE header to send their loan SMSes. As multiple victims reported the header for fraud, MHA blacklisted it, and the services were blocked," an investigator said. TGCSB will seek details of the fraudulent messages from the spoofed header from TRAI that were dispatched to various telecom operators to trace the accused. Meanwhile, Fitlife tightened its security protocols and urged customers not to click on loan links received from any sender resembling its brand.

BENGALURU: Karnataka has reported at least 90 deaths due to hydro-meteorological disasters between April and July this year, putting it among the top five worst-affected states in the country, according to figures compiled by the MHA based on inputs from state govts. While Karnataka had seen 89 deaths between April 1 and July 16, the death of Sushma, 29, in Kodagu on Saturday has taken the toll to 90. The Karnataka data shows that 3,901 dwellings were damaged and 18,000 hectares of agricultural land was affected due to heavy rain and associated disasters like floods, landslides and lightning. The death toll in the state is only behind Andhra Pradesh (258), Himachal Pradesh (171), Madhya Pradesh (148), and Bihar (101), with Maharashtra (69) and Kerala (71) following Karnataka closely. While the early onset and rapid advancement of the southwest monsoon this year brought some respite to water-stressed regions, it also led to a surge in flash floods and extreme weather episodes across India.

The CRPF will soon send its personnel to Libya, CRPF director general (DG) GP Singh said at the raising day function of the force on Sunday. A CRPF contingent will be incharge of the embassy security and posted in internal security duty, people aware of the matter said, adding that around 50 officers have been selected. CRPF personnel to be sent to Libya to secure Indian embassy Addressing his troops on the raising day function, Singh said, 'CRPF is not only working inside the country but as part of the United Nations missions, it is posted in Sri Lanka, Haiti, Kosovo, Liberia and other countries as peacekeepers. Currently CRPF is there in the Baghdad embassy and is ready to be sent to Libya.' Singh did not share other details of the CRPF's proposed operations in Libya. 'The MHA has asked CRPF to prepare its best officers. Personnel who have experience of working in conflict, notably J&K, North East and Left Wing Extremism Areas(LWE) areas have been handpicked. The teams are ready and will fly out as soon as the clearance is received from the MHA and MEA,' one officer, who asked not to be named, said. Until 2019, the CRPF was posted in Tripoli(Libya) to guard the Indian embassy but the contingent was pulled up after violence escalated in the country due to the civil war there. India reopened its embassy in June last year, after almost five years during which the mission in Tripoli was maintained by a skeletal staff consisting of a gardener and a consular clerk. Prior to the uprising against Libyan leader Muammar Gaddafi in 2011, about 18,000 Indians worked in the country. Amid the fragile security situation in Libya in 2014, some 3,800 Indian nationals were repatriated, including six who had been kidnapped by the Islamic State. At the CRPF's 87th Raising Day function, union home secretary Govind Mohan said that the CRPF has set up 149 camps of forward operating bases in core Naxal areas, which have pushed back forced the left wing extremists. Mohan said the ministry has identified challenges with which the CRPF personnel are living in the camps and conducting anti-Naxal ops. 'In the LWE areas, during an assessment we found out the challenges faced by the jawan – drinking water, road connectivity, mobile phone connectivity. The MHA is in mission mode to provide the best facilities at the camps. In some places such as Bastar, Sukma, Bijapur, Dantewada where there were no roads all these years. The CRPF has set up camps so we are confident in winning this battle in Central India against LWE. It is our duty that we provide the best facilities at the earliest so that our brave personnel have the facilities and can at least take rest when they return to their camps. The Border Roads Organisations(BRO) is working to build roads in core Naxal areas and made it a priority. The Naxal violence is reducing. It is because of the strength of CRPF that the ministry has resolved to end Naxal violence by March 2021, 2026,' Govind said.
