Agency: New Delhi, Jul 21 (PTI) The Supreme Court on Monday used 'shame" and 'unfortunate" to describe the attack on a 15-year-old girl in Odisha, underscoring the need to empower and provide a safe haven for women especially in rural areas. A bench of Justices Surya Kant and Joymalya Bagchi said, 'We need suggestions from everyone on what concrete steps can be taken to empower the school girls, home makers, children in rural areas, who are the most vulnerable and the voiceless people. Our directions should have some impact and visible imprint." Some short-term and long-term directions need to be issued for immediate and for future and so that women living in taluka level could be made aware and empowered, it added. The bench said para legal volunteers, particularly women could be trained and appointed at the taluka level and even help of Anganwadi workers could be taken to make the women aware of their rights. Senior advocate Mahalakshmi Pavani, appearing for the petitioner Supreme Court Women Lawyers Association, said a couple of days ago, the minor was burnt and similar incidents took place in Maharashtra and Tamil Nadu. 'How long will this go on? This court needs to pass some directions for the safety of women," Pawani said. The bench said, 'We are in shame and it is unfortunate that these incidents are still taking place. This is not adversarial litigation. We need suggestions from the centre and all the parties." Justice Kant said the registry has not put the affidavit of the Centre on record and posted the matter next week. She said one-stop centres were now functioning in every district which would be helpful for the women in distress. The bench, however, said while one-stop centre was good, it needed to go to the taluka level. On December 16, last year, the top court agreed to examine a plea seeking directions to frame pan-India guidelines for a safe environment for women, children and transpersons. The PIL said sexual crimes against women, girls and infants, reported across the country continued in different states. 'The recent Kolkata gangrape of young lady trainee doctor is only one amongst the many which has highlighted the deep-rooted ineptness, red-tapism, bureaucratic cowardice by the law enforcement agencies, political hooliganism, and the brutal, nefarious and grisly state of affairs concerning the safety of women in India," it said. The petitioner sought the court to invoke the doctrine of parens patriae to safeguard the fundamental rights of women, children and the third gender encompassing their right to safety, a secured workplace, adequate sanitation, personal dignity, bodily integrity, and safe environment. Agency: New Delhi, Jul 21 (PTI) The Supreme Court on Monday rapped the Samajwadi Party for 'fraudulently occupying" office space for a paltry Rs 115 in Uttar Pradesh's Pilibhit, underlining a 'clear misuse of political power". A bench of Justices Surya Kant and Joymalya Bagchi told senior advocate Siddharth Dave, appearing for the political party, that it was not a case of fraudulent allotment but a case of 'fraudulent occupation using muscle power and misusing power". The top court was acting on the party's plea against Nagarpalika Parishad of Pilibhit's eviction order. Dave argued despite paying rent for the office space, the municipal authorities were adamant to evict his client. He said a suit seeking injunction on the eviction order had been filed. 'You are a political party. You misused official position and political power to occupy the space. When action comes, you start remembering everything. Have you ever heard of office space in a municipal area for Rs 115 rent. This is a clear case of abuse of power," the bench noted. When Dave pressed for protection from eviction for six weeks, the bench said, 'Right now, you are an unauthorised occupant. These are not fraudulent allotments but fraudulent occupations." Dave claimed the party was being singled out by the authorities. 'It will be better if you file a writ petition before the high court and bring to the court's notice any such fraudulent allotment or occupation. We will be welcoming this step," the bench said. Refusing to examine the plea, the bench did not express any opinion on the petitioner's suit in the civil court which it said should be decided at the earliest. The party was challenging the July 2 order of the Allahabad High Court refusing to hear the plea. On June 16, the top court dismissed a similar plea moved by the party's Pilibhit district president against the high court order restraining him from filing a fresh petition on the issue of eviction order for local party office. The top court granted liberty to the party to move the high court against the decision of the civic body. The apex court pointed out a 998-day delay in filing the appeal against the December 1, 2020 order of the high court on the plea of one Anand Singh Yadav who claimed to be the party's district president. The party had claimed that the civic body ordered it to vacate the premises on November 12, 2020 without offering it the opportunity to be heard. New Delhi, Jul 19 (PTI) Chief Justice of India B R Gavai and other Supreme Court judges on Saturday took part in the Van Mahotsav 2025 — a month-long campaign — by planting a tree. The CJI planted a tree in the name of his mother at the President's Body Guard Ground, Delhi Ridge, in the morning under the 'Ek Ped Ma Ke Naam' campaign. In his address, CJI Gavai referred to various verdicts of the apex court, including the T N Godavarman case of 1996, which defined 'forest" and dealt with the protection of the environment and forests. 'Development of the country has to happen, and there is no doubt about it. But the question was, development at what cost? Therefore, the Supreme Court has developed a concept of sustainable development," the CJI said. He said the present generation holds the forest in trust for the future generation and added that the Supreme Court has also played a vital role in curbing the pollution of Delhi and passed various directions in the MC Mehta case. Among the other judges who were present on the occasion were Justices Surya Kant, Vikram Nath, MM Sundresh, AG Masih, KV Viswanathan, PS Narasimha, Manmohan, Sanjay Karol and their family members. Solicitor General Tushar Mehta and other law officers were also present on the occasion. Last Updated: New Delhi, Jul 18 (PTI) The Supreme Court on Friday pulled up the Centre and Maharashtra government for designating existing courts as special courts as it asked for the creation of newer ones meant for special cases. A bench of Justices Surya Kant and Joymalya Bagchi informed Additional Solicitor General Rajkumar Bhaskar Thakre, appearing for the Centre and Maharashtra government, if existing courts were designated as special courts for trials under the NIA Act, cases of undertrials languishing in jail for years, senior citizens, people from marginalised sections and matrimonial disputes would be delayed. The top court underscored the need of the hour to be the creation of more infrastructure, appointment of judges and staff and the government sanctioning the posts. 'If additional courts are not created then courts will be forced to grant the accused booked under special statutes bail as there is no effective mechanism for speedy conclusion of trials," the bench observed. The Centre and Maharashtra government were offered a last opportunity to formulate a proper proposal for setting up of special courts under special statutes such as the NIA, MCOCA and UAPA among other sand. They will have to respond to the court's directions after four weeks. On May 23, the top court underlined the need for dedicated courts for NIA cases while calling for a 'judicial audit" of laws enacted by the Centre and the prospective ones by the states. It said the cases entrusted to the NIA were heinous cases, having pan India ramifications and each such case contained hundreds of witnesses and the trial did not progress with the required pace as the presiding officers of the court were busy with other cases. The top court further said the only appropriate course meant setting up special courts where trial of cases only related to special statutes could be carried out with a day-to-day hearing. The top court was hearing a bail plea of Kailash Ramchandani, a Naxal sympathiser from Gadchiroli in Maharashtra. He was booked after 15 policemen of a quick response team were killed in a IED blast in 2019. MANILA: Several flights were cancelled on Thursday (July 17) due to unfavourable weather conditions brought about by Tropical Depression Crising, the Civil Aviation Authority of the Philippines (CAAP) announced. In an advisory issued around 11am, CAAP reported that the following flights were cancelled: DG-6113: Manila (MNL) – Naga (WNP) DG-6114: Naga (WNP) – Manila (MNL) DG-6171: Clark (CRK) – Masbate (MBT) DG-6172: Masbate (MBT) – Clark (CRK) 'Affected passengers are advised to coordinate directly with their respective airlines for options on rebooking or refunding their tickets,' the Caap said. The agency added that it will continue to 'monitor the situation and will issue further updates as additional information becomes available.' Earlier on Thursday, Caap announced that it had placed all 44 of its operated airports under 'heightened alert' due to the tropical depression. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration's (Pagasa) 11am weather bulletin, Crising was last spotted 520km east-northeast of Juban, Sorsogon, or 470km east-northeast of Virac, Catanduanes. It continues to pack maximum sustained winds of 55 kilometres per hour (kph) near the centre and gusts of up to 70 kph, while now moving north-northwestward at 25 kph. - Philippine Daily Inquirer/ANN
