World Bicycle Day on MPS calendar
Published on: Thursday, July 31, 2025 Published on: Thu, Jul 31, 2025 By: Mardinah Jikur Text Size: Wilson, Frankie, Fui Fui and others during the programme. SANDAKAN: The Sandakan Municipal Council (MPS) plans to include the World Bicycle Day Ride as part of its official annual calendar to promote inclusivity and a sustainable lifestyle. Its President Walter Kenson said cycling is a unifying activity that transcends age, background and ability. It is open to everyone, including local leaders and both state and federal civil servants in the District. 'This is the spirit we want to cultivate in Sandakan. Organising casual cycling events such as this is in line with MPS's aspiration to develop the District into an eco-friendly, healthy and sustainable city. 'Cycling is more than just a leisure activity. It is a lifestyle that benefits both physical and mental health, while also helping to reduce pollution and urban traffic congestion,' he said. Walter believes that such programmes can strengthen community ties, raise awareness on green mobility, and encourage a culture of active living among Sandakan residents. He said this when officiating the District-level World Bicycle Day 2025 programme at the Piazza, Harbour Mall on Saturday. His speech was delivered by his deputy, Wilson Thomas. Also present were Tanjong Papat Assemblyman Datuk Frankie Poon Ming Fung, MPS Secretary and Jetama Water Sdn Bhd Chairman Liau Fui Fui, and Sandakan Cycling Club (SCC) President Mohd Soffian Eting. MPS is among the first local authorities in Sabah to respond to the call and take the lead in initiating a World Bicycle Day ride in collaboration with Sandakan's cycling community. This year's event was held in partnership with SCC and several other agencies. Speaking to the media, Soffian welcomed the proposal to make the event a fixed item in MPS's annual calendar, saying the club is always ready to collaborate with the council on future programmes. 'Such events also help promote tourism in Sandakan through sports and recreation,' he said. A total of 180 participants from Sandakan, Felda Sahabat Lahad Datu, Kinabatangan, Beluran and Telupid took part in the 12km ride. Special recognition was given during the event to the oldest participant (64 years old), the youngest (12), and a participant in the disabled category. Lucky draw prizes were also given out. * Follow us on our official WhatsApp channel and Telegram for breaking news alerts and key updates! * Do you have access to the Daily Express e-paper and online exclusive news? Subang Jaya mayor upbeat on privatised parking deal
Amirul Azizan says MBSJ was the second council in Selangor, after MPS, to sign the letter of acceptance for the parking deal . - Courtesy of MBSJ SUBANG Jaya mayor Datuk Amirul Azizan Abd Rahim (pic) is 'very positive' the Selangor Intelligent Parking (SIP) system will benefit Subang Jaya City Council (MBSJ), and is awaiting finalisation of contract details before implementation. 'MBSJ was the second council in Selangor to sign the letter of acceptance on this deal. 'Selayang Municipal Council (MPS) signed theirs on June 30, we signed on July 1. 'The signing of the letter of appointment involved three parties – MBSJ, Rantaian Mesra and Selmax,' said Amirul Azizan when asked to comment on Selangor government's decision to privatise on-street parking across the state, starting with four local councils. Rantaian Mesra Sdn Bhd is a subsidiary of Menteri Besar (MBI) Selangor (Incorporated), while Selmax Sdn Bhd is the concessionaire believed to be involved in the tripartite agreement. 'The agreement (on SIP) is yet to be finalised and signed; we only issued a letter of appointment,' said Amirul Azizan. 'The details of the contract are still under discussion. 'We are awaiting a draft of the contract for us to study and for contract negotiations to be called. 'We will finalise (the deal) by signing the contract.' The mayor added that he was scheduled to have a meeting with Selmax to hear the details, but was unable to reveal more about the agreement. When asked about his expectations for the deal, such as revenue, Amirul Azizan said MBSJ had set a baseline of RM92mil for 10 years. 'That means MBSJ will be getting RM92mil over 10 years if we don't go ahead with the privatisation of on-street parking. 'With the privatisation move, we are setting a baseline revenue of RM92mil over 10 years, but it would be good if we could get more. 'We understand that there may not be a revenue of RM9.2mil during the initial year, but we expect the amount to increase in subsequent years.' Amirul Azizan said the SIP system would also help MBSJ with data acquisition, such as the percentage of motorists that pay parking fees and compliance rate by zone. 'I am very positive (about this tripartite agreement). 'People are talking about the 50:40:10 ratio. 'There is nothing wrong with 10% going back to the state government and we have no problem with that,' he said, referencing previous reports that the SIP agreement would see 50% of the parking fee collection going to the private concessionaire, 40% to the council and 10% to MBI Selangor. The mayor was speaking after chairing MBSJ's July full board meeting at the city council's headquarters in USJ5, Subang Jaya. Selangor Mentri Besar Datuk Seri Amirudin Shari had announced on July 29 that the SIP scheme would proceed only with three local councils starting Aug 1, namely MPS, MBSJ and Shah Alam City Council (MBSA). 'To date, three local councils have accepted and will implement (the smart parking scheme), while Petaling Jaya City Council (MBPJ) has delayed it,' he was quoted as saying during an event in Klang. MBPJ had previously objected to the agreement. However, Petaling Jaya mayor Mohamad Zahri Samingon later said MBPJ had given conditional backing, emphasising that any deal must guarantee the city received parking revenue equal to current levels, if not more.

Selayang council still negotiating terms with new parking concessionaire
Currently, MPS collects about RM300,000 monthly from parking fees, says its president. Selayang Municipal Council (MPS) is still negotiating terms for Selangor's centralised parking system with the appointed concessionaire. MPS president Shahman Jalaludin said several terms of the concession were still under discussion. 'It is not finalised yet. 'Hopefully, we can settle it as soon as possible,' he said after chairing the local council's monthly full board meeting at its headquarters in Bandar Baru Selayang. Shahman said MPS was looking to maintain its current parking revenue, and not get less. 'We are trying to push for the same revenue as before,' he said, adding that the municipal council collected about RM300,000 a month previously. The Selangor Intelligent Parking (SIP) system is a state-led initiative to digitalise and centralise public parking. The initiative is spearheaded by Menteri Besar Incorporated (MBI) Selangor and implemented through a company in collaboration with local councils. Under the SIP model, parking revenue will be split with 50% going to the concessionaire, 40% to the local councils involved and 10% to MBI. It has been announced that the implementation is from Aug 1. MPS is one of four local councils that are in the state's plan for SIP, alongside Petaling Jaya City Council (MBPJ), Shah Alam City Council (MBSA) and Subang Jaya City Council (MBSJ). Shahman said enforcement would remain under MPS. He said the transition period was expected to take about two months. Infrastructure works such as repainting parking bays and installing closed-circuit television (CCTV) cameras will begin after the contract is finalised, he elaborated. He added that MPS would help identify hotspot areas for CCTV placement, but equipment and installation costs would be borne by the concessionaire. 'We have to make sure any new system should benefit the council and the public,' Shahman emphasised.
