Tirupati: Tirupati MP Dr Maddila Gurumoorthy has written to Prime Minister Narendra Modi and other top constitutional authorities, seeking immediate intervention over the continued sidelining of nearly 199 police officers in Andhra Pradesh. In his letter dated July 18, he described the situation as a violation of service norms and constitutional provisions. According to the MP, 199 police officers, including four IPS officers, have been placed in VR (Vacancy Reserve) or compulsory wait since June 2024. These officers have been attached to the DGP's office in Mangalagiri without any assigned responsibilities or payment of salaries. They are required to mark daily attendance but have not been given postings or financial support. Dr Gurumoorthy stated that many officers are facing financial stress, having to manage housing and family expenses without allowances. He said that some were staying in rented accommodation without House Rent Allowance and are struggling to pay for their children's education or medical needs of family members. He pointed out that no disciplinary or legal proceedings have been initiated against these officers, and that their treatment goes against the IPS Conduct Rules and the Supreme Court's judgment in Prakash Singh vs Union of India, which protects officers from arbitrary action and promotes proper use of police personnel. The MP also mentioned that some of the officers in compulsory wait are being used for unofficial duties such as VIP security or political events, without proper orders, allowances, or access to government vehicles. In some instances, he said they were travelling in uniform using public transport. The MP added that officers nearing retirement are particularly affected, with delays in postings and pension contributions. In some cases, he said, officers have been given postings only on the day of retirement after a full year without salary. Dr Gurumoorthy requested that the Prime Minister direct the Andhra Pradesh government to reinstate the affected officers, release their pending salaries and allowances, and restore pension contributions.

In a strongly-worded letter sent to the Prime Minister, President and the Chief Justice of India, among others, an MP from Andhra Pradesh has called for urgent intervention into what he termed the "unconstitutional" and "inhuman" treatment of over 190 police officers in Andhra Pradesh who, he alleged, have been without postings or pay since June 2024. The state government has, however, said the officers have been drawing salaries. Maddila Gurumoorthy, the YSR Congress Party from Tirupati, said the officers, including 27 additional superintendents of police, 42 deputy superintendents of police and over 100 inspectors, have been placed in Vacancy Reserve (VR) or "compulsory wait" without any departmental inquiries, legal action, or explanation. Despite reporting to the Director General of Police's office daily, they have not been assigned duties, posted officially, or paid salaries for over a year, he wrote in the letter. "This amounts to clear violations of Articles 14, 16, and 21 of the Constitution of India," the MP wrote, citing psychological, financial, and professional trauma caused to the officers and their families. "This is not just maladministration. It is a human rights issue," he added. Mr Gurumoorthy had earlier raised the issue in Parliament during Zero Hour on March 12, and a Starred Question in the State Legislative Council on March 13. The state government acknowledged that 199 officers had been kept in reserve since June 2024 but denied that they had not been given salaries. The Andhra Pradesh Government stated that the placement of officers in "waiting" is an administrative matter and not punitive. It clarified that such postings are temporary and necessitated due to ongoing departmental reorganisations, pending disciplinary issues, or medical grounds. The government asserted that all officers continue to draw their salaries and are required to report daily to the DGP's office in Mangalagiri as per official instructions. It also denied any violation of service norms or Supreme Court guidelines. MP's Allegations In his letter, Mr Gurumoorthy expressed shock that officers without postings in the IAS and Revenue Services are still receiving their salaries while their counterparts in the police force are denied basic financial support, housing allowances, and even retirement benefits in some cases. In what he described as a "paradoxical and hypocritical move," Mr Gurumoorthy pointed out that the Andhra Pradesh Government has been seeking All India Services officers from other states citing a shortage, even while senior trained officers remain idle and unpaid. "These officers are being made to travel in public transport in uniform for unofficial duties, including VIP bandobast and religious gatherings, without pay, allowances, or even basic dignity," he wrote. Calling it a violation of Supreme Court guidelines issued in Prakash Singh vs Union of India (2006), which protect police officers from arbitrary treatment and emphasise the need for insulation from political interference, Mr Gurumoorthy demanded immediate corrective action. He urged the Centre and judiciary to direct the Andhra Pradesh government to restore postings to all affected officers, release all pending salaries and allowances, resume their pension contributions and provide compensation for "unlawful deprivation". "This is not merely an administrative issue," Mr Gurumoorthy said. "It is a matter of justice, constitutional morality, and institutional integrity."

Tirupati: Tirupati MP Dr Maddila Gurumoorthy has requested the Tata Group to set up a Skill Development Centre and a BPO unit in Tirupati to create more job opportunities for local youth. He met Tata Sons Chairman N Chandrasekaran in Mumbai on Friday and submitted a detailed proposal outlining various development initiatives for the region. The MP pointed out that Tirupati is fast emerging as an education hub, with top institutions like IIT, IISER, and several universities attracting students from across the country. He said a Tata-run skill development centre in the city could provide specialised training in areas like digital technology, renewable energy, manufacturing, and services, giving young people the tools they need to find employment. He also proposed setting up a BPO to generate more jobs and support the local economy. Dr Gurumoorthy also sought Tata's support in reviving Kalamkari, the traditional hand-painted textile art of Andhra Pradesh, which has seen a decline in popularity in recent years. He urged Tata's fashion outlets such as Westside and Tata Cliq to collaborate with local artisans and help bring Kalamkari into modernyashion trends. 'This is not just about preserving a traditional art, but also about ensuring livelihoods for the artisans who depend on it,' he said. The MP also raised the need for better international flight connectivity from Tirupati. He pointed out that many people from the Rayalaseema region work in Gulf countries, but have to travel to other airports to catch international flights. He asked Air India Express, which is part of the Tata Group, to consider starting direct flights from Tirupati to places like Kuwait, Qatar, Saudi Arabia, and the UAE. Improved connectivity, he said, would not only help workers but also boost tourism and business in the region. He said that Chairman Chandrasekaran responded positively and assured him that the proposals would be carefully reviewed.

Tirupati: Sullurpeta Railway Station, a key transit point in the State, is all set to reopen in its new avatar following a Rs 14.5 crore redevelopment under the Central government's Amrit Bharat Station Scheme. Prime Minister Narendra Modi will officially inaugurate the upgraded station on Thursday, dedicating it to the nation as part of a broader national initiative to modernise railway infrastructure. Located just 12 km from Tamil Nadu border in Tirupati Parliamentary constituency, the revamped station now features a blend of heritage-inspired architecture and modern amenities. It includes upgraded platforms, lifts, energy-efficient lighting, advanced seating arrangements, a tech-enabled reservation centre, and facilities catering to passengers with disabilities. Sullurpeta is strategically significant for multiple reasons. As an NSG-5 category station, it manages the daily movement of more than 9,000 passengers and sees the passage of 42 express trains along with 28 EMU services. Located just 18 km from Sriharikota – ISRO's main satellite launch facility, the town is also known for the famous Chengalamma Temple. It also provides access to key ecological sites like the Nelapattu Bird Sanctuary and Pulicat Lake. A senior Gati Shakti official involved in the redevelopment described the transformation as so striking that the station now resembles 'a small airport'. The official added that the design was focused on meeting current demands while anticipating future growth and improving passenger experience. Tirupati MP Maddila Gurumoorthy, who played a key role in pushing for the project, credited former Chief Minister YS Jagan Mohan Reddy for initiating the proposal. 'This is a proud day for Sullurpeta. I am grateful to Prime Minister Modi and Railway Minister Ashwini Vaishnaw for recognising the town's importance and investing in its future. The Station has been beautifully renovated and equipped with state-of-the-art facilities', he said.

Major boost for central staff: CGHS wellness centre approved for Tirupati

Tirupati: In a significant boost to healthcare access for central government employees and pensioners, the Centre has approved the establishment of a new Central Government Health Scheme (CGHS) wellness centre in Tirupati. The upcoming facility will offer outpatient services, essential medical care, and referral support, providing much-needed relief to thousands of beneficiaries in the region. The development follows a letter written by Tirupati MP Dr Maddila Gurumoorthy to the Union Ministry of Health and Family Welfare (MoHF) on April 4, seeking the establishment of a CGHS centre in the city to cater the needs of Rayalaseema region. In response, the Ministry issued an official communication confirming that the central government has approved 22 new CGHS wellness centres across the country, including one in Tirupati. This move is expected to significantly improve access to quality healthcare for central government employees and pensioners in the region. The Ministry further stated that required permissions for staff appointments have already been secured from the Department of Personnel and Training. A proposal for necessary funding has been submitted to the Department of Expenditure under the Ministry of Finance. Though additional clarifications have been sought, the integration process is underway, and the Ministry is taking proactive steps to expedite the centre's operationalisation. Additional Secretary of MoHF Roli Singh extended congratulations to MP Gurumoorthy for his consistent efforts in this direction. Speaking on the occasion, Dr Gurumoorthy highlighted that nearly 15,000 central government employees, pensioners, and their families in Tirupati and surrounding areas will benefit from the new wellness centre. Until now, beneficiaries had to travel more than 200 kilometres to the nearest CGHS centre in Nellore, a major challenge, especially during medical emergencies. The CGHS, launched in 1954, currently serves over 15 lakh cardholders and 43 lakh beneficiaries across India through a network of wellness centres, polyclinics, and diagnostic labs. Andhra Pradesh has more than 24,000 cardholders and 57,000 beneficiaries. In Tirupati alone, over 13,000 individuals stand to gain from the new facility, which will offer OPD services, cashless inpatient care at empanelled hospitals, diagnostics, and specialist consultations through referrals.
