AJK govt unveils Rs310.2bn ‘tax-free' budget
MUZAFFARABAD: Azad Jammu and Kashmir government on Wednesday unveiled the annual budget with a record outlay of Rs310.2 billion, imposing no new tax. AJK Finance Minister Abdul Majid Khan presented the tax-free budget for the fiscal year 2025-26 in the Legislative Assembly with a development expenditure of Rs49 billion. He also announced a 10 percent increase in the salaries of government employees and seven percent increase in pensions. Delivering his budget speech in the AJK Assembly in Muzaffarabad, the finance minister said the total estimated budget size for the upcoming fiscal year is set at Rs310.2 billion, with an increase of Rs8.62 billion compared to the previous year. Majid Khan said the development and non-development budget were jointly fixed at Rs310.2 billion, with non-development expenditures estimated at Rs261 billion and development expenditures at Rs49 billion. He added that Rs2 billion have been allocated for the introduction of a health card in the upcoming fiscal year, while Rs240 million have been earmarked under the education package for school upgrades and the establishment of new institutions. To address the shortage of teachers in educational institutions, Rs60 million have been allocated, and biometric attendance systems have been implemented across all departments.

Landlord applies to convert Rhyl home into HMO
Majid Khan, of London-based Genics Investment, has applied to Denbighshire County Council's planning department, seeking permission for a change of use of 15 Chester Street from a dwelling to six-bedroom HMO. According to the application, the HMO is already in use but is not registered with Denbighshire County Council. The applicant says the building has been in continuous use as a HMO for more than ten years. The applicant has supplied a list of tenancy agreements, housing benefit details, and a statement from the previous landlord as 'evidence' of the above. A planning statement issued on behalf of Mr Khan reads: 'The property was purchased in 1996 for a HMO use, and the previous landlord did submit a planning application in (the) late 90s (or) early 2000s, but this was not registered formally on the council's records. 'Before the new directives came in 2014, a HMO Licence was not required. A HMO licence was granted and expired in 2020.' HMOs are carefully regulated by some councils, especially in seaside towns, which may have a greater number of large empty properties. 'In my opinion, Rhyl has more than enough HMOs,' he said. 'When Rhyl is compared to other towns in Denbighshire, Rhyl has by far the highest number. We have enough of them. We certainly don't need any more.' Denbighshire defines a HMO as a property rented to 'at least three people who are not from the same household, such as a family'. A HMO property in Denbigh, Llangollen, Prestatyn and Rhyl must have a licence if there are three or more tenants living there and: They form more than one household, with or without shared facilities (bathroom and kitchen) They form more than one fully self-contained household, but do not meet the 1991 Building Regulations and where less than two-thirds of the self-contained flats are owner occupied. The planning application will likely be debated at a future planning committee meeting at Ruthin 's County Hall HQ.

ACP, China Eastern Airlines Explore Deeper Cooperation
Majid Khan, CEO of the Air Connectivity Program (ACP), recently attended the Airports Council International (ACI) Asia-Pacific and Middle East Air Connectivity Conference in Shanghai. During the event, he explored opportunities to strengthen collaboration between ACP and Asian carriers, with a particular focus on China. In a fireside chat titled 'Strengthening Air Connectivity Between Saudi Arabia and China,' Khan highlighted Saudi Arabia's national tourism strategy, its rich cultural offerings, and the ease of access for Chinese and Asian travelers. On the sidelines of the conference, Khan met with Liu Tiexiang, President of China Eastern Airlines, to discuss expanding cooperation and enhancing air routes between the Kingdom and China. Moreover, their discussions centered on increasing direct flights and facilitating smoother travel between the two countries. China Eastern Airlines, in partnership with ACP, has already experienced notable progress, with direct Shanghai–Riyadh flights growing from three to six weekly services over the past year. Looking ahead, ACP also aims to broaden this partnership by adding new routes to other Saudi cities and increasing flight frequencies. These efforts are part of ACP's broader mission to support inbound tourism and build strategic air links with global markets. As a key driver of Saudi Arabia's National Tourism Strategy and National Aviation Strategy, ACP plays a central role in forging strong public-private partnerships across the aviation and tourism sectors—positioning the Kingdom as a global hub for air connectivity.
