Kota Kinabalu: A resolution on Sabah's 40 per cent revenue claim under the Malaysia Agreement (MA63) is expected to be finalised before the Malaysia Day celebration on Sept 16. Deputy Prime Minister Datuk Seri Fadillah Yusof said the issue was the focus of a special meeting of the Technical Committee under the MA63 Implementation Council (MTPMA63) held at Menara Kinabalu, Monday, Advertisement He said the Sabah Government had submitted proposed solutions regarding the long-standing 40 per cent revenue claim during the meeting. Fadillah, who also chairs the committee, said each proposed solution would be presented to Prime Minister Datuk Seri Anwar Ibrahim ahead of the next MTPMA63 meeting, scheduled for Sept 12 in Kuala Lumpur. 'At that meeting, we will determine the appropriate course of action, whether an interim solution or otherwise, as we must also consider the ongoing court case, filed by the Sabah Law Society, regarding the 40 per cent revenue claim,' he said. 'In legal terms, there are limitations that prevent us from finalising a solution without a decision from the court. 'However, what we are seeking is a resolution outside the court's jurisdiction,' he told reporters after chairing the committee meeting. The meeting was also attended by Deputy Chief Minister I Datuk Seri Dr Jeffrey Kitingan and Entrepreneur Development and Cooperatives Minister Datuk Ewon Benedick. Meanwhile, Jeffrey said the special meeting was productive, and that the Sabah Government had submitted proposals concerning the 40 per cent revenue claim, which will be reviewed by the MTPMA63. He said Sabah is suggesting that 40pc of federal revenue be allocated for non-disputed items. 'We have suggested implementing this 40pc on items that are not disputed, such as the taxes collected from the State as a temporary measure,' said the Deputy Chief Minister I. He said these suggestions must not prejudice the final decision on the issues involving the State's claim to the 40pc federal tax revenue return to the State as provided under Sections 112C and 112D of the Federal Constitution. It is understood that the technical committee were cautious due to the SLS ongoing High Court case against the Federal Government over state rights to 40pc revenue. Sabah's entitlement to 40 per cent of federal revenue derived from the State is a right stipulated in the Federal Constitution and the Malaysia Agreement, but which has remained unfulfilled since 1974. Fadillah has said that MA63-related demands must be discussed at the committee level before they can be presented to the Federal Cabinet for policy decisions. Masidi said the matter should conclude soon, as there had been 'enough talk.' On the full hearing of Sabah's revenue entitlement set for July 7, which coincides with the State Legislative Assembly sitting for the supplementary budget, Masidi said it was 'a healthy exercise.' KOTA KINABALU (June 24): The Madani Village Community Committee (JKDM) was not created to compete with anyone, said Rural and Regional Development Minister Datuk Seri Ahmad Zahid Hamidi. Dismissing claims that JKDM is a political initiative overlapping the role of the Village Development and Security Committee (JPKK), Zahid expressed disappointment over allegations that it is being politicised. 'JKDM was not established to threaten or seize power from anyone. If JPKK is the eye that sees, then JKDM is the hand that moves,' he said. 'What's important is that both move in tandem to serve the 3.7 million rakyat in Sabah.' He was speaking during the closing ceremony of the Madani Rural Leadership Empowerment Convention at the Sabah International Convention Centre on Tuesday. Zahid, who is also Deputy Prime Minister II, stressed that the focus should be on improving the socioeconomic wellbeing of Sabahans rather than engaging in political squabbles. 'Even though I'm not a Sabahan, I feel compelled to speak when someone tries to exploit the pride of Sabahans for short-term political gain,' he said. 'Sabah is not a sidelined state — it is a partner in the Federation of Malaysia. This is the spirit of the 1963 Malaysia Agreement, and this is the spirit in my soul.' He revealed that 2,302 individuals have been appointed into JKDMs in Sabah, comprising over 80 percent of the nationwide total of 2,853 members. For the first phase of this year alone, RM11 million has been allocated for JKDM Sabah's allowances and ground work initiatives. With this significant investment, Zahid called on JKDM members to become catalysts of change and facilitators of assistance at the grassroots level. 'If a house collapses, JKDM will report it. If a single mother is excluded from aid, JKDM will help apply. If there are unemployed youths, JKDM will find them training or job opportunities,' he said. He added that JKDM's role goes beyond immediate assistance — it must also ensure that community data is consistently updated via the Village Community Profile (ProKD) and the National Village Profile System (SPKPN). 'Only with complete and accurate data can we plan policies more holistically, ensuring aid reaches those in need and development is directed where it matters most,' he said.

KOTA KINABALU: The Malaysian Media Council (MMC) marks a historic milestone, fulfilling a 50-year vision first proposed by Tun Abdul Razak Hussein, which stakeholders have hailed as a turning point for media self-regulation. MMC founding board member Datuk Sardahthisa James said the establishment represented a paradigm shift in media governance, enabling industry players to set their ethical standards and best practices while fostering constructive collaboration with the government. 'It does not mean that the government is abdicating its role in regulating the media, as it will always be needed to navigate an environment that considers certain matters sensitive. 'What the MMC does is provide an opportunity for the media to be constructive and work with the government on what these good practices should constitute,' the Daily Express editor-in-chief told Bernama today. The MMC Act took effect yesterday, with Communications Minister Datuk Fahmi Fadzil announcing the council's 12-member founding board at the HAWANA 2025 celebration main event, which Prime Minister Datuk Seri Anwar Ibrahim officiated at the Kuala Lumpur World Trade Centre. James noted that while the late Tun Abdul Razak's original vision for the MMC focused on guiding media operations, he could not have anticipated the way digital media and Generative AI would revolutionise information, helping people make informed decisions. 'Therefore, the MMC must now develop strategies to navigate these challenges and propose solutions that serve Malaysian media while meeting public expectations,' he said. He added that the MMC's immediate challenge lies in addressing the impact of emerging technologies, including digital media and Generative AI, on information dissemination while developing acceptable guidelines for Malaysian media practitioners. James, who is also a member of the Malaysian National News Agency (Bernama) Board of Governors, highlighted the council's inclusive nature, noting significant representation from East Malaysian media, particularly from Sabah, in line with the spirit of equal partnership enshrined in the Malaysia Agreement, which determines journalistic standards. Meanwhile, Utusan Borneo Sabah editor-in-chief Datuk Lichong Angkui lauded the MADANI Government and Anwar for finally establishing MMC after decades of advocacy from industry stakeholders. 'Certainly, the HAWANA 2025 stage has become a historic moment for us, the media fraternity, to celebrate with smiles of joy as the dream of seeing this council formed has finally become a reality,' he said. Lichong expressed hope that the MMC would not only serve as a regulatory body but, more importantly, as a strong, independent, and inclusive protector in preserving the integrity and freedom of the media in this country. Tawau Journalists and Media Practitioners Association (Pewarta) deputy chairman Tamrin Jamil said the MMC's establishment is timely to safeguard the local media industry amid rapid technological advancements. 'MMC not only functions as a regulatory body but also as a crucial support system for local media agencies and practitioners,' he said, adding that the establishment reflects the MADANI Government's commitment to implementing institutional reform. 'It also serves as a mechanism to rebuild public trust in the media by promoting media literacy and ethical journalism,' he added. Veteran journalist Lagatah Toyos of the Daily Express said the MMC could further consolidate Malaysia's media industry, particularly local outlets in Sabah, allowing them to remain resilient, relevant, and credible despite the challenges of the modern era. 'MMC is also expected to help restore public trust in the journalism profession while prioritising the welfare and safety of media practitioners, regardless of whether they are from government or private media,' she added.
