1 2 Patna: Prime Minister Narendra Modi on Friday laid the foundation stone, inaugurated and dedicated to the nation multiple development projects worth over Rs 7,200 crore before addressing a public meeting during his Motihari programme. He also dedicated to the nation multiple rail projects, including the automatic signalling between Samastipur-Bachhwara rail line and the doubling of Darbhanga-Thalwara and Samastipur-Rambhadrapur rail line, which are part of Darbhanga-Samastipur doubling project worth over Rs 580 crore. Modi also laid the foundation stone for multiple rail projects including the development of infrastructure for maintenance of Vande Bharat trains at Patliputra, automatic signalling on Bhatni-Chhapra Gramin rail line (114 km) to enable streamlined train operations, upgrade of traction system in Bhatni-Chhapra Gramin section to enable higher train speeds by strengthening the traction system infrastructure and optimising energy efficiency and the Darbhanga-Narkatiaganj rail line doubling project worth around Rs 4,080 crore to increase sectional capacity and enable operation of more passenger and freight trains. To improve road infrastructure, Modi laid the foundation stone for four-laning of Ara bypass of NH-319 that connects Ara-Mohania NH-319 and Patna-Buxar NH-922 providing seamless connectivity and reducing travel time. He also inaugurated the four-lane Parariya to Mohania section of NH-319, worth over Rs 820 crore, part of NH-319 which connects Ara town to NH-02 (Golden Quadrilateral). Among others, a two-lane with paved shoulder from Sarwan to Chakai of NH-333C which will facilitate the movement of goods and people and act as a key link between Bihar and Jharkhand. Modi also inaugurated New Software Technology Parks of India (STPI) facility at Darbhanga and State of the art Incubation Facility of STPI at Patna for promoting IT/ITES/ESDM Industry and Startups. He also handed over keys to some beneficiaries as a part of griha pravesh of 12,000 beneficiaries and released over Rs 160 crore to 40,000 beneficiaries of the Pradhan Mantri Awaas Yojana-Gramin. He further inaugurated a series of fisheries development projects sanctioned under Pradhan Mantri Matsya Sampada Yojana (PMMSY). This will mark the launch of modern fisheries infrastructure including new fish hatcheries, ornamental fish farming, integrated aquaculture units, and fish feed mills across various districts in Bihar. The PM further flagged off four new Amrit Bharat trains between Rajendra Nagar terminal (Patna) and New Delhi, Bapudham Motihari and Delhi (Anand Vihar terminal), Darbhanga to Lucknow (Gomti Nagar) and Malda Town and Lucknow (Gomti Nagar) via Bhagalpur. Modi also released Rs 400 crore to around 61,500 self-help groups (SHG) in Bihar under Deen Dayal Antyodaya Yojana-National Rural Livelihoods Mission (DAY-NRLM). With a special focus on women-led development, over 10 crore women have been connected to SHGs.

Patna: With an eye on Bihar Assembly elections, Prime Minister Narendra Modi has intensified efforts to inaugurate and launch several infrastructure and development projects aimed at boosting state's economy. Modi will visit the state on Friday to lay foundation stones, inaugurate and dedicate to the nation multiple development projects worth over Rs 7,200 crore at Motihari. The PM will also address a public meeting in Motihari. During his visit, the Prime Minister will dedicate to the nation multiple rail projects. It includes automatic signalling between Samastipur-Bachhwara rail line that will enable efficient train operations in this section. • Doubling of Darbhanga-Thalwara and Samastipur-Rambhadrapur rail line part of Darbhanga-Samastipur doubling project worth over Rs 580 crore that will enhance the capacity of train operations and reduce delays. • Automatic signalling on Bhatni-Chhapra Gramin rail line (114 km) to enable streamlined train operations. India misses marine export target by over ₹37,000 crore under PMMSY

India marine exports have fallen short of the ambitious target of exporting products worth Rs 1 lakh crore under the flagship Pradhan Mantri Matsya Sampada Yojana (PMMSY) by FY25. The shortfall is due to global economic slowdown, compliance issues, infrastructure bottlenecks, policy gaps, and a lack of product diversification, experts said. In FY25, the total value of marine products exports stood at Rs 62,625.09 crore, according to government data, falling short of the target by Rs 37,374.91 crore. Experts attribute inflation in major importing nations to one of the reasons for reduced demand for marine products. 'Export volumes were greatly hurt by inflationary pressures and decreased consumer spending, particularly in the United States, European Union, and Japan,' said S.S. Raju, principal scientist at Central Marine Fisheries Research Institute (CMFRI). Additionally, the stringent quality standards set by importers has hurt the sector. 'Consignment rejections and delays were caused by problems with antibiotic residue, traceability, and certification requirements,' said Raju. Launched in 2020, PMMSY aimed to double India's marine export earnings to Rs 1 lakh crore by 2024-25 from the 2018–19 baseline, according to the information available on the official website of PMMSY. The scheme 'envisages to enhance fisheries exports to Rs 1 lakh crores by 2024-25,' Fisheries Minister Rajiv Ranjan Singh reiterated in a written reply in Parliament in August 2024. The original baseline export figure for 2018–19 was cited as Rs 46,589 crore, which was later revised to Rs 46,613.03 crore by the Marine Products Export Development Authority (MPEDA). In the Union Budget for FY25, the government allocated Rs 2,352 crore towards PMMSY, which was 89.8 per cent of the total allocation (Rs 2616.44 crore) made for the Department of Fisheries. The shortfall comes at a time when India's fisheries sector is staring at a fresh crisis. The US, the largest export destination for India's marine products, may impose retaliatory tariffs starting July 9. India is currently engaged in bilateral trade talks with the US to avert the impending duty hike. If the tariffs come into effect, 'a billion-dollar sector could be upset by this approach since American consumers might cut back on imports or look for other suppliers,' said Raju. Rajamanohar Somasundaram, founder of Aquaconnect, explained the policy gaps in aquaculture. While the Kisan Credit Card (KCC) scheme addresses the working capital needs of traditional agriculture, its credit limits often fall short for aquaculture farmers, whose capital requirements are significantly higher, said Somasundaram. Besides these, infrastructure bottlenecks continue to cripple the sector. In many coastal states, harbours, processing facilities, and cold chain infrastructure are still operating below capacity, said Raju. Exporters also face issues such as high freight costs and scarcity of containers. 'Shipment delays and higher transportation expenses made it harder to compete in global markets,' he added. Experts and market participants call for both product and export market diversification. Frozen shrimps account for 66 per cent of total marine export value, according to the commerce and industry ministry. 'Because of this over-reliance, the industry is more vulnerable to changes in the market or disease outbreaks', said Raju. Echoing a similar sentiment, Sundaram believes in 'diversifying both our product portfolio and export markets, backed by a value-driven strategy such as promoting high-potential species and deepening our presence in underpenetrated regions like the Middle East and South Korea.' Despite these concerns, marine product exports saw a jump of 20.8 per cent in April 2025. The country exported these products worth Rs 4981 crore in April 2025, compared to Rs 4122 crore during the same period a year ago, government data showed.

Artificial reefs launched to boost fish stocks off Visakhapatnam coast

VISAKHAPATNAM: In a step towards the marine ecosystem restoration, Minister for Agriculture, Cooperation, Marketing, Animal Husbandry and Fisheries, Kinjarapu Atchannaidu launched artificial reefs off the Jalari Yendada coast in Visakhapatnam district on Monday. These man-made structures aim to restore marine biodiversity and support the livelihoods of fishing communities. As part of the first phase, 22 artificial reef units are being installed in the marine waters of North Andhra. Similar installations are planned in other coastal districts of the state. The project is being implemented under the Pradhan Mantri Matsya Sampada Yojana (PMMSY), with 60% of the funding from the Union government and the remaining 40% from the State. Designed in shapes such as triangles, flowers, and large pipes, the concrete reef structures aim to mimic natural habitats by providing shelter and breeding grounds for marine life. Fish species including kingfish, tuna, red snapper, prawns, crabs, squids, and octopuses are expected to thrive near these reefs, located within 2.5 km from the shore. This proximity is expected to help fishermen reduce fuel and operational costs by up to 80%. CMFRI Principal Scientist Dr Joe Kizhakudan is heading the project. Speaking at the event, Minister Atchannaidu said the initiative is a response to the declining fish stocks caused by pollution and oil-related activity along the coast, which has severely impacted traditional fishing livelihoods. He also highlighted other support measures under PMMSY. 'A total of 634 transponders have been distributed free of cost to mechanised boats operating from the Visakhapatnam Fishing Harbour. These devices help track boats and are particularly useful during adverse weather events. Additional plans include subsidised distribution of GPS units, echo sounders, fishing boats, engines, nets, and ropes,' he noted. He added that efforts are underway to clear pending diesel subsidy and ex gratia payments. 'Discussions will be held with the Port Chairman for the installation of cranes and cradles at the Visakhapatnam Fishing Harbour,' Atchannaidu assured. He also inspected the cage culture and seaweed farming units off RK Beach, also implemented under PMMSY. He directed officials to expand these initiatives to generate employment for youth and women in fishing communities. Special Chief Secretary B Rajasekhar, Fisheries Commissioner Ramashankar Naik, and a large number of fishermen were present at the event.
