Chief minister Rekha Gupta on Tuesday credited the Narendra Modi-led Union government for a series of welfare and infrastructure gains in Delhi, while accusing the previous Aam Aadmi Party (AAP) administration of leaving the city to 'suffer' over the last 11 years. The CM said her government had permanently appointed 1,500 nurses to plug staff shortages and had seen over 1,000 people benefit under the Ayushman Bharat scheme so far. She also announced that 1,100 new health centres were being built, of which 34 are nearing completion and set to be inaugurated on June 14. Gupta claimed the Centre had invested ₹1.25 lakh crore in infrastructure projects in the Capital. The first phase of road development projects worth ₹35,000 crore has been completed, she said, while phase two worth ₹64,000 crore is close to wrapping up. Loans worth ₹20,000 crore had been disbursed under the Mudra scheme, and free ration was being provided to 7.5 million residents under the PM Garib Kalyan Anna Yojana. Gupta also cited the regularisation of 1,731 colonies and a ₹960 crore plan under the Delhi Gramodaya Yojana for rural development. She added that 12,000 farmers in the Capital had received annual honorariums of ₹6,000, and 200,000 street vendors had been given loans amounting to ₹300 crore. Cleaning the Yamuna and fixing the water-sewer system were among her government's immediate priorities and ₹9,000 crore had been allocated for these efforts, she said, adding that new sewer and water pipelines were being laid alongside decentralised systems. 'We are reviving 38 sewage treatment plants, of which 16 are already functional. A visible difference in water quality will soon follow,' Gupta said. Sachdeva said the Centre had taken historic decisions such as scrapping Article 370, banning triple talaq, enacting the Wakf law, and hosting the G20 summit in India. He also credited the government for passing the Citizenship Amendment Act (CAA) to aid persecuted Hindus in neighbouring Islamic countries, and for introducing 33% reservation for women in Parliament. Drawing a contrast with the previous AAP administration, Sachdeva accused former CM Arvind Kejriwal of obstructing central schemes and resorting to 'negative politics.' The chief minister said that after the birth of a daughter, a fixed amount is deposited in her account as soon as she registers. A fixed amount is also given when the daughter turns one year old and is administered all the vaccines. After this, a fixed amount is sent to the account after the daughter enters Class 1, Class 6 and Class 9 and further on taking admission in ITI, diploma or other courses. Today this amount is becoming a support for the security of the daughter. Adityanath said that today, poor parents do not worry about their daughters' marriage due to the Chief Minister's mass marriage scheme. Apart from the chief minister, MLAs and other public representatives also participated in the programme. Hitting out at the previous government, Adityanath said that before 2017, only Rs 20,000 were given by the Social Welfare Department for girls belonging to Scheduled Castes and Scheduled Tribes. Nagpur: Thousands of contractual healthcare workers under the National Health Mission (NHM) in Maharashtra may soon be regularised into govt service, bringing long-awaited relief and job security, health minister Prakash Abitkar announced in Mumbai. Abitkar instructed officials to urgently prepare a proposal for absorbing NHM staff who have worked for several years on temporary contracts. He also suggested changes in recruitment rules to accommodate the maximum number of eligible workers in a single phase. The minister further directed that a separate proposal for increasing the honorarium of NHM employees should be placed before the state cabinet at the earliest. Similarly, staff working under the Prime Minister's Matru Vandana Yojana (PMMVY) will also be considered for inclusion, with Abitkar asking the Women and Child Welfare Department to expedite a formal govt resolution. In a positive development for frontline health workers, the minister proposed raising payment for Asha (Accredited Social Health Activist) workers from the current Rs5 to Rs20 per task. Additionally, incentives for employees under the Mahatma Phule Jan Arogya Yojana are also being finalised. NEW DELHI: Right to Food activists have expressed concern over barely 20% of births each year being covered by govt's maternity benefit scheme, despite the National Food Security Act (NFSA), 2013, guaranteeing Rs 6,000 as legal entitlement of all pregnant women. Data given to RS in March showed that only 54 lakh beneficiaries were paid in 2024-25, much lower than almost 73 lakh in 2022-23, but an improvement over 22.5 lakh beneficiaries in 2023-24. The estimated number of births per year in India is 270 lakh. Giving maternity benefit of Rs 6,000 per child for 90% of the 270 lakh births would require an annual expenditure of over Rs 14,500 crore. However, the allocation for the maternity benefit scheme, Prime Minister's Matru Vandana Yojana (PMMVY), has stagnated below Rs 2,000 crore in the last few years. The entitlement has not been revised since 2013, which means in real terms it has gone down after adjusting for inflation. Even by a very conservative estimate, maternity benefits should have been raised to at least Rs 12,000, argued the Right to Food activists. In April 2017, the women and child development ministry told Supreme Court that all pregnant women would receive Rs 6,000 under Section 4 of the NFSA. But instead, the PMMVY was implemented, reducing the benefit to Rs 5,000, restricting it to the first child (or second if it's a girl), and imposing multiple conditionalities. To get Rs 3,000 (first instalment), pregnancy must be registered and one ante-natal check-up done within six months at an approved facility. For Rs 2,000 (second instalment), childbirth must be registered and the child vaccinated with the first cycle of immunisations. Eligibility is limited to disadvantaged women who must prove it with documents like ration or BPL cards. Further, women below age of 18 years and seven months are not eligible. Many documents are required, including Aadhaar card, Aadhaar-mapped bank/post office account details, mobile number, eligibility proof, Mother and Child Protection card or Reproductive and Child Health card, date of last menstrual period, date of ante-natal check-up, child's birth certificate, and child immunisation details. Due to these conditions, most women are excluded. In 2023-24, only 2.7 lakh women (about 1%) received the second instalment. In contrast, Tamil Nadu and Odisha provide Rs 18,000 and Rs 10,000 per pregnancy, with 84% and 64% birth coverage respectively.
