Muscat: The Medical City for Military and Security Services has successfully performed a vertebral fixation surgery using conscious regional anesthesia (without the need for general anesthesia). The operation constitutes the first step forward in the field of advanced surgical care. It reflects the hospital's commitment to apply the latest international medical practices and the hospital's keenness to develop safe and modern options for treating patients. Besides cutting down the volume of complications, the surgery helps speed up the recovery of patients, notably those whose chronic conditions make general anesthesia a risky option. The anesthesia team successfully managed the case with high efficiency by carefully adjusting the sedation doses while maintaining the patient's full consciousness during the procedure. This enabled the surgical team to monitor the patient's neurological responses in real time. In addition, the nursing team undertook an integral role by qualifying the patient psychologically and physically, besides providing ongoing post-operative care.

Punjab budget reflects deliberate realignment of fiscal priorities?

LAHORE: The structure of the Punjab budget for FY 2025–26 reflects a deliberate and disciplined realignment of fiscal priorities. While curtailing non-essential current expenditure, the government has expanded development spending through the largest-ever Annual Development Programme (ADP) in Punjab's history, with 47.3% increase over previous year's ADP. This expansion has been made possible through robust public financial management reforms, including but not limited to the successful retirement of unsustainable commodity operations debt. As per budget document, this year's budget reflects a strategic shift from foundational infrastructure to transformative development. While the first year focused on road connectivity and basic service delivery, FY 2025–26 marks the next logical step i.e., empowering communities through integrated urban development and rural uplift. Transport has emerged as a key priority with a focus on expanding eco-friendly public mobility options, including the introduction of electric buses to reduce urban congestion and environmental impact. The Punjab government has also placed unprecedented emphasis on education—expanding access through scholarships, laptops, school meals, and higher education grants. Health remains a cornerstone, with flagship health initiatives such as Medical City, free medicine, and new centres for cancer and cardiac care. New frontiers in IT, affordable Housing and Climate Action signal the province's ambition to build an inclusive, forward-looking economy, the budget document reveals. On the other hand, the Punjab government, in view of its rapidly increasing annual pension expense and burgeoning accrued pension liabilities accorded approval of the Defined Contribution Pension Scheme. Under the scheme, employees would be contributing for its pension contrary to the defined benefit scheme where government finances solely to the pension. This would significantly reduce the piling of accrued liability, and this has been enacted for the employees joining the government service on or after January 08, 2024. Moreover, the Punjab government has implemented the deregulation of commodity operations of wheat which previously was financed through commercial borrowing from the financial institutions. The scheme had accumulated a circular debt of Rs 629 billion outstanding at June 2022 due to unfunded general subsidy expenditure. The government has eliminated this debt from provincial revenues leading to reduction of commodity debt outstanding down to Rs 13.9 billion at April`25, which is fully backed by the wheat stock leveraging the saving of future debt service in the range of approximately Rs 50 billion per annum. A North Texas high school student is fighting for his life after playing in late April a controversial water gun game that's become popular among seniors about to graduate. The game is called "Senior Assassin." Players have a list of classmates they need to "kill" by spraying with a water gun, while voiding being "killed" themselves. Participants use one of a handful of mobile apps to track their targets. While the rules may seem harmless, some say it encourages kids to put themselves in danger. Arlington PD responds following parents' complaint In a statement to CBS News Texas, the Arlington Police Department said it was first made aware of the incident on Saturday, May 3, "when his family contacted us and officers responded to the hospital to speak with them" and a police report was taken. The statement continued: "In reviewing calls for service from the date the incident occurred, April 20, we learned that EMS responded to the accident site for what was described as an unconscious person. PD, however, was never dispatched and we were not notified that Mr. Leal's injuries stemmed from a traffic incident until we spoke with his family this past weekend. The APD Traffic Division is leading the investigation. Based on evidence we have reviewed, it appears Mr. Leal was hanging out the back of the vehicle when the accident occurred." "I understand accidents happen, but this was not an accident," Vazquez said. Isaac Leal's family holds vigil, hoping for recovery The family said it's having trouble moving Isaac to another hospital. "We're going to keep fighting for my son," Vazquez said. "I don't know how to make it more clear." The "Senior Assassin" game has become an unofficial tradition among students across the country. Most of the controversy surrounds the use of water guns, which have been mistaken for real firearms. It prompted South Grand Prairie High's principal to issue a warning to the senior class: "Students who engage in this activity on or around school grounds may face disciplinary action, including the loss of senior privileges." The principal at nearby Timberview High School is threatening three days if in-school suspension for students caught playing the game on campus. While his baseball teammates are "Playing for Isaac" and a community surrounds a devastated family, a photo of the promising young pitcher with scholarship offers, now clinging to life, may send the strongest message yet about celebrating a senior year safely. "You never think it's going to hit close to home until it does," Vazquez said.

The agreement covers scientific research, transfer of medical technology, development of health services, exchange of expertise, and joint training. Brigadier General Dr. Abdul Malik bin Sulaiman al Kharousi, Assistant Chairman for Supplies and Support Affairs, signed on behalf of the Medical City, while Joanna Jiang, CEO of Joan Medical Group, signed for the Chinese side.
