Vijayawada: The Special Investigation Team (SIT) probing the alleged multi-crore liquor scam in Andhra Pradesh issued a Look Out Circular (LOC) against YSRCP MP PV Midhun Reddy after a local court rejected his anticipatory bail plea on Tuesday. The LOC was issued to prevent the Rajampet MP from leaving the country. The move came in the backdrop of what officials described as non-cooperation from the accused leader, who allegedly evaded summons on multiple occasions. According to SIT sources, Midhun Reddy is one of the key accused in the liquor syndicate case involving irregularities in procurement, distribution, and alleged kickbacks linked to liquor companies operating in the state. However, his failure to respond and the rejection of his legal protection prompted the investigators to escalate the matter by alerting immigration authorities through the LOC. Multiple raids conducted by the SIT in recent weeks across Andhra Pradesh and Telangana led to the seizure of documents, digital records, and unaccounted cash. Officials suspect the use of shell companies and benami transactions to channel bribes and divert funds. The case, being monitored at the highest level, led to the arrest and questioning of several individuals, including liquor traders, middlemen, and former bureaucrats. The Enforcement Directorate (ED) is also coordinating with the SIT on parallel probes concerning money laundering angles.

Vijayawada: The high court on Tuesday dismissed the anticipatory bail petition filed by Rajampet YSRCP MP, P Midhun Reddy, in the alleged liquor scam case. The court observed that the investigating officer deserves a free hand to take the investigation to its logical conclusion in a case containing severe allegations, and the grant of anticipatory bail could hinder the ongoing investigation. The court also said that the power of granting anticipatory bail under section 438 of CrPC needs to be exercised sparingly in extraordinary circumstances. Considering the gravity of the offence, particularly taking note of the accusation that Rs 3,500 crore was said to be collected towards kickbacks for the liquor syndicate, no such extraordinary circumstances were seen in the present case for granting the relief of anticipatory bail, said the high court while dismissing the petition. Midhun Reddy, named A-4 in the alleged liquor scam, has been accused of conspiring to change the order placing system. The prosecution alleged that he influenced officials in bringing changes to the excise policy and was the mastermind behind placing orders to favoured companies. He is also accused of receiving kickbacks from the companies which were favoured by way of getting additional orders for liquor. The prosecution presented witness statements indicating the role of the MP and the money trail between some of the companies involved in the scam and the company owned by Midhun Reddy's family members. The MP said that he was implicated in the case because of political vendetta. He argued that he was not part of the state govt and had no role in policy decisions.

Senior advocate Siddharth Luthra, representing the CID, alleged that Midhun Reddy played a crucial role in the liquor policy's formulation and execution. He claimed liquor orders were selectively awarded to companies that paid kickbacks, leading to a Rs 3,500 crore loss. Statements from accused and witnesses reportedly support these claims. Conversely, Midhun Reddy's counsel, senior advocate T Niranjan Reddy, argued that the MP was falsely implicated due to political vendetta and pointed out inconsistencies in the CID's investigation. He claimed key accused were being shielded and cited past rulings protecting other leaders, demanding similar protection for Midhun Reddy.

Rajampet MP Midhun Reddy and Tirupati MP Maddila Gurumurthy along with former Minister Kakani Govardhan Reddy's daughter Kakani Pujitha participated in the 'Vennu Potu Dinam' at Sarvepalli on Wednesday. A rally was held from Venkatachalam-Sarvepalli Road to the MRO office. On the occasion, Mr. Gurumurthy said, 'The Alliance government came to power by making false promises to the people. The fraudulent promises made by the leaders of coalition parties will burn their government like fire in the coming days.' He further said, 'The YSRCP activists and leaders are being harassed with illegal cases to divert people's attention from election promises, and there is no need to be afraid of such cases. More protests will be organised against the government's failures in the future.' In Nellore, 'Vennu Potu Dinam' programme was organised under the leadership of YSRCP city In-charge and MLC Parvathareddy Chandrasekhar Reddy. He started the rally by paying homage to Dr. B.R. The Andhra Pradesh-CID submitted a counter affidavit in the Supreme Court of India in the Special Leave Petition (SLP) filed by Rajampet MP P.V. Midhun Reddy for bail in the matter of liquor scam that allegedly took place in Andhra Pradesh in 2019-24, insisting that he was one of the primary executors and played an instrumental role in planning and directing the entire operation that accrued a wrongful gain of at least ₹3,500 crore to the manufacturers identified so far and the accused including Mr. Reddy. CID Additional SP R. Srihari Babu stated in the affidavit that the persons including Mr. Midhun Reddy have, with the complicity of some officials, brought in the impugned new liquor/excise policy and ensured that orders for the purchase of liquor were placed by the government on distilleries/manufacturers who were providing kickbacks through a number of complex financial transactions, which resulted in immense loss to the public exchequer and wrongful gain to the accused. It was found in the further investigation carried out after the recent dismissal of Mr. Midhun Reddy's anticipatory bail plea by the High Court that there was new material which showed him as not only a primary planner/executor but also that a money trail was traceable from at least one of the liquor manufacturers to a company to which the MP's family members and associates have demonstrable links. The CID officer mentioned that the scam was perpetrated by posting officials in key positions to do the bidding of the accused, and changing the entire policy to facilitate control of the entire process of liquor trade by the accused and officials who were taking instructions from the key conspirators including Mr. Midhun Reddy. Basically, automation was done away with and it was replaced by manual systems which concealed the liquor demand orders and helped in placing the purchase orders with selected manufacturers and distilleries which were either set up or became suddenly active in 2019-20 and were working on a kickback system that drove out well-known Indian liquor brands out of business. The selected manufacturers would supply liquor at inflated prices and give kickbacks, a large portion of it in the form of cash and gold bullion, to the accused in power including Mr. Midhun Reddy. 'Investigation is under way to unravel the multi-layered financial transactions thereby unearthing the whole list of beneficiaries of the scandal, for which Mr. Midhun Reddy's custodial interrogation is required,' the CID officer added.
