Maha plans vertiports for air taxi ops across dists
Nagpur: In a bid to build infrastructure for operating air taxis across the districts, the state govt plans to set up vertiports at different locations. Maharashtra Airport Development Company (MADC) — the state govt undertaking which developed the Mihan project in Nagpur — has been made the nodal agency for the project. Vertiports are the infrastructure that enables operation of electric vertical take-off and landing (eVTOL) vehicles, also known as air taxis. The air taxis can take off without the use of a runway; however, they are technically different class of flying machines from a helicopter. As the name suggests, it can ferry passengers over shorter distances. The government resolution on the appointment of MADC as the nodal agency states that the development of vertiports is necessary for easing air travel in the country. Developing the infrastructure is also in line with the Centre's Smart City mission. The Centre's direction included setting up a committee that would coordinate with it on the development of vertiports, selection of sites, and regulatory ensuring compliance, says the GR. The idea is to include the setting up of vertiports in future urban planning as well as in the existing development plans. MADC has been mandated to coordinate with the concerned govt departments and stakeholders in the identification of sites, techno-economic viability, regulatory compliance, and final development of the project, says the GR. Air taxis are being developed in the country and are expected to be launched within a couple of years, depending on regulatory clearance. A number of aviation companies have invested in the project including Archer Aviation, which has joined hands with IndiGo Airlines for introducing air taxis in India. MADC, on the other hand, is the state govt agency for developing airports. At present, it has seven airports under it. The state govt committee for the vertiport development will be headed by the secretary, additional, or principal secretary of the general administration department (GAD). The members include the additional chief secretary, principal or chief secretaries of the urban development department, vice-chairman-cum-managing director of MADC, and collectors of the respective districts.

Draft DP: City Expands, Areas Under Other Bodies Kept Out
1 2 Nagpur: The Nagpur Municipal Corporation (NMC) has started the process to draft a new and comprehensive revised development plan (DP) for the city after nearly 25 years, setting in motion a long-pending exercise to guide urban development over the next two decades. The new DP — being prepared under Sections 23(1), 34, and 38 of the Maharashtra Regional and Town Planning (MRTP) Act, 1966 — will replace the earlier plan prepared in 2000 by the Nagpur Improvement Trust (NIT) and though revisions are legally required every 20 years, the process was delayed until now. While the civic body has finalised the extended municipal boundaries, several key areas — including parts of east Nagpur, areas under MADC and Maharashtra Metro Rail Corporation Limited — have been left out of the proposed plan due to overlapping jurisdiction with other authorities. NMC moved ahead following state govt's directives under Section 154 of the MRTP Act in 2018 but the action was inordinately delayed. This directive required the civic body to prepare a unified DP for both the old municipal limits and newly merged villages. Accordingly, NMC completed the task of demarcating boundaries for the proposed development area, which now stretches across more than 22,700ha. Similarly, land parcels associated with Maharashtra Metro Rail Corporation Ltd and the Maharashtra Airport Development Company (MADC) for the Mihan project have also been kept out of the DP's purview. Notable areas like Jaitala, Bhamti, and various Metro station precincts in Ajni, Ambazari, Dhantoli, Sitabuldi, and others too have been excluded. The DP thus focuses only on regions where NMC is the sole planning authority. Notably, Hudkeshwar (Budruk) and Narsala, which were merged into the city limits in 2013, have now been included in the new plan and found no mention in NIT's 2001 DP. The current revised plan now considers increased urbanisation and projected population growth for the next 20 years. Reservations for civic amenities such as parks, schools, roads, cultural centres, overhead water tanks, and playgrounds will be marked accordingly in the proposed layout. Once finalised, a complete map of these reservations and proposed developments will be published for public review. As per statutory provisions, citizens, organisations, and stakeholders will be invited to submit objections or suggestions on the draft DP within 60 days of its notification. Maps for public inspection will be made available at the NMC headquarters, the office of the Deputy Director of Town Planning (Special Unit), and the NIT office, and also online at Public hearings will then be conducted to consider the feedback received. Once all objections are evaluated and necessary changes made, the final DP will be tabled before the NMC's general body for approval. After the civic body's nod, the DP will be forwarded to the state govt for final sanction. However, sources indicate the entire process — from marking reservations to incorporating citizen feedback and receiving final approvals — could take an additional two years. Through this revised GIS-based DP, NMC aims to establish a structured roadmap for sustainable urban expansion while addressing challenges posed by overlapping authorities and evolving infrastructure demands in a rapidly growing city.

Max Aerospace to set up Rs 8,000cr helicopter manufacturing unit in Nagpur
Nagpur: The state govt signed a memorandum of understanding (MoU) with aircraft engineering and maintenance company — Max Aerospace & Aviation Private Limited — to establish in Nagpur what would be among the country's first private sector helicopter manufacturing units. The state govt hopes the project will give a major thrust to the defence manufacturing sector in Vidarbha. Currently, the public sector undertaking Hindustan Aeronautics Limited makes helicopters in the country. Airbus and Tatas also have plans to set up a unit in Karnataka. Max's MoU signed in the presence of CM Devendra Fadnavis and industries minister Uday Samant, comes soon after this. Talking to TOI, the CEO of Max Aerospace, Bharat Malkani, said the plan is to start building the plant by the middle of next year. The company is eyeing a collaboration with original equipment manufacturers (OEMs) across the world. Max is hopeful of striking a deal with an OEM soon, and an announcement will be made in the coming months, he said. Malkani stated the plan is to cater to both civil and defence sectors. Max is planning to make light and medium helicopters. In the defence sector, the idea is to serve the initially. There is a major need to cater to the Indian defence segment considering the strategic requirements of the country, he said. Max may need around 150 acres of land. Already in the maintenance business earlier, it planned to set up an aircraft maintenance repair and overhaul (MRO) business in the Mihan-SEZ. However, the company withdrew after it found taxation rules concerning an SEZ not compatible with its business plans. Once the construction begins it hopes the plant would be ready in the next three-and-half years. Malkani said the company chose to venture into helicopter manufacturing after it felt that the country needs to have an established player in the segment. India is one of the largest aviation markets, but there is hardly any presence in the manufacturing side. "Max plans to take the initiative and hopes that in the coming decades, the scenario may undergo a major change," he says. As it ties up with a global market, various models will be tried. A part of the components will be of the company's own proprietary design, he said. The project will have a centre of excellence for rotary wing platform customisation, integration, and flight testing, as per a press release issued from the chief minister's office. Locating the facility near the airport will enable it to provide basic support and logistics easily. CM said the govt hopes the company will start operations within the stipulated time.

GMR Still Stranded At Nagpur Airport, Taxiing Into Red Tape
1 2 Nagpur: The transfer of Nagpur airport to GMR Group is mired in a corporate and bureaucratic maze with the transition expected on May first week seems poised for a hard landing. First, the airport land needs to be officially transferred to Mihan India Limited (MIL), which is the current operator. Once MIL gains possession of the 300-acre land parcel on which the airport stands, it will hand it over to GMR Nagpur International Airport Limited for expansion of the facility. To acquire airport land, MIL must get approval from the Union cabinet. But, reliable sources said, the matter is yet to be considered by the Cabinet. "After a prolonged legal battle, in September 2024, GMR won the right to operate and upgrade the Nagpur airport. Now, what remains is a formal takeover for brownfield expansion of the facility," a top official said. The takeover of the airport by GMR Group appears convoluted now. The Nagpur airport is currently run by Mihan India Limited (MIL), a joint venture of the state govt's Maharashtra Airport Development Company (MADC) and Central govt's Airports Authority of India (AAI). MIL holds 1,000 acres of land. Since AAI is a government body, the transfer of land even to MIL, its joint venture partner, will need approval from the Union cabinet. This may not be simple, said sources. GMR will get the land through MIL, because the concession agreement is between the two entities and not AAI, explained a source. Sources said once MIL receives the land from AAI, it will transfer it to GMR on a 30-year lease. MIL also has the power to extend the lease. It need not necessarily be to GMR, as any other agency can be involved at that time, said a source involved in the entire procedure. Meanwhile, GMR is ready with a loan of Rs 2,600 crore approved in anticipation of the takeover. Even MADC has transferred its share of land in the periphery to MADC. What remains is the airport itself, sources said. MIL was formed in 2009 as a special purpose vehicle (SPV) to take forward the Mihan project. Apart from the SEZ, the plan was to develop the Nagpur airport as a cargo hub by roping in a third party, said sources. Govt firm on Purandar airport project: Chandrashekhar Bawankule
Maharashtra revenue minister Chandrashekhar Bawankule on Monday reiterated the state government's commitment to the proposed Purandar international airport project, appealing to farmers opposing land acquisition to withdraw their protest. He assured them that the government would offer them 'best possible deal' in return for their land. Earlier in the day, the revenue minister met with Jitendra Dudi, the district collector, and other officials to discuss further action on land acquisition for the proposed airport at Purandar. 'The state government has already decided on the project. We will ensure that farmers are adequately compensated and benefit from the development,' he said. Tensions in the region have escalated recently after the district administration faced strong resistance while attempting to conduct drone surveys for land measurement in the affected villages. A protest on May 3 turned violent, resulting in injuries to 18 policemen and damage to drone equipment. In light of this, the administration has paused survey operations for now. Bawankule said he had interacted with some of the aggrieved farmers who remain reluctant to part with their land. Drawing parallels with the Mihan project in Nagpur, he said, 'Locals cooperated there, and the project transformed the region. Something similar is possible in Purandar too.' He added that the proposed airport and cargo facility would bring international connectivity to western Maharashtra and create new opportunities for the farming community through global exports. 'I asked the farmers to tell us what compensation they consider fair. I've requested them to share their expectations and demands within a week,' he said, indicating the possibility of revising the compensation package after reviewing their input. The minister also addressed concerns about disinformation circulating on social media, which he said has contributed to confusion and mistrust among farmers regarding compensation rates. 'We will provide a transparent, fair, and rewarding offer,' he said, adding that the government may even consider amending land acquisition norms if needed. 'Until a consensus is reached the drone-based land surveys in the seven affected villages will remain on hold,' he said.
