What is the Higher Council for Human Skills, its duties under Egypt's new labor law?
Labor Law - file CAIRO - 8 May 2025: Law No. 14 of 2025, promulgating the Labor Law, ratified by President Abdel Fattah El-Sisi, aims to balance the interests of both parties involved in the production process, as well as expand the means for resolving disputes and negotiating between the two parties to ensure an amicable conclusion. The law also serves as a tool that can be activated to create an attractive investment climate without compromising workers' rights, while ensuring job security guarantees for workers, and ensuring flexibility in entering the labor market and freedom of movement. Pursuant to Article 18, a Supreme Council for Human Resources Skills Development shall be established, headed by the relevant minister. It shall include representatives from the Ministries of Health, Planning, Education, Higher Education, Social Solidarity, Communications, Industry, Investment, the Public Business Sector, Local Development, Housing, Utilities and Urban Communities, and Tourism and Antiquities, nominated by the relevant ministers. In addition to representatives of the Central Agency for Organization and Administration or their representative, the Chairman of the National Council for Persons with Disabilities or their representative, seven members representing the most representative employers' organizations in terms of membership, nominated by their organizations, and seven members representing labor union organizations, nominated by their most representative organizations. When nominating members, consideration should be given to representing all levels of labor union organizations, unless this is impossible. The Council may seek the assistance of any experienced individuals from the groups it deems necessary to represent, without having a vote in deliberations. The Council is responsible for developing general policies for human resource skills development, training and training and rehabilitation policies for persons with disabilities, dwarfs, and other vulnerable groups, in accordance with the general policy of the state. It also develops the necessary plans to link education and training to the needs of the current labor market, future jobs, and the skills required for these jobs. The formation of the Council, its other powers, its working system, and its Executive Secretariat shall be determined by a decision issued by the Prime Minister within a period not exceeding six months from the date this law comes into effect. The Council shall meet at least once every three months. Article 19 stipulates that the Council may form an Executive Council for Human Resources Skills Development within any governorate or geographical area. The Council shall determine the Chairman and members of the Executive Council by decision. The Council shall include representatives of employers' organizations and relevant trade union organizations on an equal footing. It shall also include representatives of relevant ministries and authorities. The Council shall monitor the implementation of plans, decisions, and recommendations issued by the Supreme Council for Human Resources Skills Development and coordinate with local authorities concerned with developing human resources skills and improving their efficiency through professional and continuous training.

Merck Foundation together with Africa First Ladies and Ministries of Health has been building cancer care capacity and increasing the limited number of Oncologists in their countries by providing close to 200 Scholarships of One-, two- and three-years fellowship, diploma and Master Degree of oncology to African doctors from 32 Countries. Since returning back home, I have managed to change the structure of how our breast clinic runs and modified it to incorporate a number of new things that we probably could not have possibly included. Iraq and Russia Strengthen Cooperation with New Agreements

The 10th meeting of the Iraqi-Russian Joint Committee was held in Baghdad this week, co-chaired by Iraq's Deputy Prime Minister and Foreign Minister Fuad Hussein and Russia's Minister of Energy Sergei Tsivilev. Hussein emphasized the longstanding ties between the two nations and the broad scope of cooperation, while Tsivilev reaffirmed Russia's commitment to expanding bilateral relations and invited Iraq to participate in upcoming conferences in Russia. During the meeting, both sides signed key agreements, including: A Maritime Transport Agreement between the Ministries of Transport. A Memorandum of Understanding (MoU) for Health Cooperation between the Ministries of Health. An MoU between the Federation of Iraqi Chambers of Commerce and the Federation of Russian Chambers of Commerce and Industry. A Protocol of Understanding between Gazprom and Iraq's Midland [Middle] Oil Company (MdOC]. Hussein noted what he described as Iraq's " balanced " stance on the Russia-Ukraine conflict, calling for a ceasefire. He also highlighted upcoming international events in Iraq, including the Arab Summit, and stressed the importance of enhancing collaboration in sectors such as health and industry. The discussions included Iraq's oil exports from the Kurdistan Region to Turkey and Russia's continued investment in Iraq's oil sector, currently valued at approximately $19 billion. Free Vision Screening to Be Provided for 7 Million Primary School Kids
The nationwide initiative will help detect visual impairments in six to 13 year-olds, offering exams, glasses and surgeries. Mar 01, 2025 The Ministries of Health, Education, Local Development, and Social Solidarity signed a protocol to provide free vision screenings for 7 million primary school pupils across 9,400 institutions. The scheme, part of the presidential 'A New Beginning for Human Development' initiative, aims to identify an estimated 325,000 children at risk of visual disabilities and deliver treatment, corrective glasses or surgeries. The programme expands on existing presidential health campaigns, including '100 Million Health' and 'Our Children's Eyes, Our Future' ('Kids for Sight'). The latter has already screened pupils in Monufia and Gharbia governorates, with plans to extend coverage nationally. Authorities emphasised collaboration between sectors to ensure accessible services, citing early detection as critical to children's academic performance and long-term development.
