Government stresses continued payment of foreign oil partners' dues
Prime Minister Mostafa Madbouly chaired a meeting on Sunday with Minister of Electricity and Renewable Energy Mahmoud Esmat and Minister of Petroleum and Mineral Resources Karim Badawi to follow up on key issues, including fuel supply to power plants, progress on renewable energy integration into the national grid, and the status of payments to foreign oil partners. At the start of the meeting, the Prime Minister highlighted the importance of ongoing efforts by the relevant ministries to secure and increase petroleum supplies. He emphasized the need to ensure uninterrupted operation of power plants—particularly during the summer months—and to expand the share of renewable energy in Egypt's energy mix to improve efficiency and reduce generation costs. Minister Esmat outlined the electricity and renewable energy sector's solid infrastructure and detailed efforts to enhance energy efficiency, enforce fuel quality standards, and implement regular maintenance programs at power plants. He also noted the sector's ongoing expansion of renewable energy production and its integration into the national grid. Improving energy efficiency and reducing electricity consumption remain priorities, pursued through coordination with ministries, government entities, and partnerships with local and international private sector players. Esmat added that 2,000 megawatts of renewable energy capacity were added to the unified national grid ahead of the current summer season. He underscored the importance of continuous monitoring of the grid to ensure stable and high-quality electricity supply, along with strict adherence to global standards in maintenance and operational procedures. Efforts are also underway to reduce technical losses and lower fuel consumption, with maintenance programs being implemented on precise schedules set by the grid operator to achieve optimal operational efficiency. Minister of Petroleum and Mineral Resources Karim Badawi reviewed the status of petroleum supply and detailed measures to maintain steady fuel availability for power plants. He confirmed that floating storage regasification units (FSRUs) continue to receive liquefied natural gas shipments, which are then regasified and fed into the national gas grid to meet local demand. Badawi emphasized ongoing coordination with the Ministry of Electricity and Renewable Energy within a unified strategy to secure fuel supply and maintain grid stability. Joint working committees, he noted, regularly assess and plan for the required fuel needs of power generation plants. He further outlined the petroleum sector's role in ensuring the delivery of gas and fuel oil as requested by the electricity sector, stressing that this coordination takes place continuously, supported by proactive plans to manage fuel needs during peak summer demand. The meeting also reviewed progress on payments to foreign oil partners. The government reaffirmed its commitment to meeting these obligations regularly—a move expected to boost confidence among international investors and encourage additional investment in exploration, drilling, and production.

Taarek Refaat In the wake of the Ramses Central Telecommunications Center fire, Egypt's Ministry of Electricity and Renewable Energy has announced emergency measures to ensure continued access to prepaid electricity meter services, which were partially disrupted due to the outage of internet and telecom systems. According to senior ministry officials, the fire caused a temporary shutdown of backend systems linked to telecom providers, affecting electronic recharging and online payment capabilities for electricity meters across several regions. Emergency Protocols Activated In response, the Ministry has begun encouraging customers to use cash payments at authorized points of sale and has coordinated with "Fawry", a leading e-payment platform, to extend working hours and enhance service availability for prepaid meter users. 'The disruption was not widespread, but it did impact a number of customers who rely on mobile apps or online platforms for meter top-ups,' a ministry source said. 'We have deployed technical teams to receive complaints and offer immediate solutions where possible.' Ministry Deploys Response Teams The Ministry confirmed that emergency response teams have been dispatched across governorates to handle customer complaints and ensure the continuity of services. Additional staff have been placed on call, and operating hours have been extended at several electricity distribution branches. Meanwhile, electricity supply across the country remains stable, with no reported outages resulting from the telecom incident. Digital Dependency Exposed The fire at the Ramses Central exchange has exposed a critical dependency on digital infrastructure, especially for sectors like utilities that have increasingly adopted smart systems and e-payments. Analysts warn that redundant systems and offline backup solutions are necessary to avoid paralyzing public services during unexpected digital failures. Looking Ahead The Ministry of Electricity is currently working with telecom providers to restore full digital functionality and is reviewing its digital resilience plans in light of the incident. A foundation stone-laying ceremony was held in Djibouti's capital for a new solar power plant in the village of Omar Jagaa, located in the Arta Region CAIRO – 19 June 2025: A foundation stone-laying ceremony was held in Djibouti's capital for a new solar power plant in the village of Omar Jagaa, located in the Arta Region, according to a statement issued Thursday by Egypt's Ministry of Foreign Thursday. The plant is being implemented by the Egyptian Ministry of Electricity and Renewable Energy, and the Djiboutian Ministry of Energy, with funding from the Egyptian Agency of Partnership for Development and implementation by the Arab Organization for Industrialization. The project comes as part of the implementation of the outcomes of President Abdel Fattah El-Sisi's visit to Djibouti in Apri 2025, and is a tribute to the relations between the two countries. The ceremony was attended by Djiboutian Minister of Energy in charge of Natural Resources Younes Ali Guedi, Undersecretary of the Egyptian Ministry of Electricity and Renewable Energy and Director of the Central Administration at the Ministry Mohamed Osama Issa, as well as representatives of the Arab Organization for Industrialization, and the governor of the Arta region. The Egyptian Embassy in Djibouti had organized a visit for a delegation from the Ministry of Electricity and Renewable Energy and a number of concerned companies to Djibouti from June 15-17. During the visit, both sides highlighted the importance of strengthening cooperation in the fields of electricity and energy. The solar power plant in the village of Omar Jagaa is the first step in the cooperation between the two sides in the energy field. The Egyptian delegation held fruitful discussions with the Djiboutian side, headed by the minister of energy of Djibouti, regarding other bilateral projects to develop the electricity grid in Djibouti and expand the wind power plant in the Jubit region.

Egypt's El-Dabaa Nuclear Project Reaches Milestone with Incoming Turbine Generator
Egypt's Ministry of Electricity and Renewable Energy has confirmed that the El-Dabaa Nuclear Power Plant will receive the turbine generator for its first reactor unit before the end of 2025 — marking a major milestone in the country's flagship energy project. Minister of Electricity and Renewable Energy, Mahmoud Esmat, recently visited the facilities of Arabell Solutions and Framatome in Belfort, France, to inspect progress on the manufacturing of key components for the El-Dabaa reactors. The visit focused on reviewing the production status of power-generating turbines and evaluating the readiness of critical electrical systems, including generator assemblies and turbine parts. During the visit, the minister also examined the latest developments in the technical testing of the turbine generator for Unit 1. According to a statement issued by the ministry on Tuesday, Esmat was briefed by senior representatives from the two French companies regarding the readiness and performance of the plant's core electrical infrastructure. The ministry emphasized that the incoming turbine will be the largest of its kind ever installed in Egypt — and across the African continent — underscoring the scale and significance of the El-Dabaa project within the region's energy landscape.

Egypt, Germany Advance Green Energy Ties with €21 Million Debt Swap Deal
CAIRO – 26 May 2025: Egypt has signed a new €21 million debt swap agreement with Germany, further strengthening their long-standing development cooperation. The agreement brings together the Central Bank of Egypt, the Ministry of Electricity and Renewable Energy, the Egyptian Electricity Holding Company, and Germany's KfW Development Bank. This funding will help bolster Egypt's renewable and sustainable energy infrastructure, supporting efforts to enhance energy security and transition to cleaner sources. With this latest deal, the total value of debt swap tranches executed between the two countries now stands at approximately €297 million—equivalent to around EGP 16.8 billion. Minister of Planning, Economic Development, and International Cooperation, Dr. Rania Al-Mashat, stressed the significance of the agreement, noting it extends a development partnership that began in 2011 and has since delivered numerous impactful projects. The agreement aligns with Germany's €250 million pledge at COP27 to support Egypt's NWFE (Nexus of Water, Food, and Energy) program, including €104 million allocated through debt swaps. One of the program's milestones came in 2023 with a €54 million agreement to expand Egypt's electricity transmission network and connect two major Red Sea wind farms—Noes and Amunet, with a combined capacity of 500 MW—to the national grid. A second tranche under the NWFE platform, valued at €50 million, is currently in the works. The Egypt-Germany debt swap program is governed by a structured framework that ensures effective implementation and optimal use of funds. The Ministry of Planning plays a leading role in coordinating project selection, conducting negotiations with KfW, and managing the technical and financial components in collaboration with national stakeholders.
