Kuwait: Court Sentences Three Egyptians To Seven Years For Manipulating Utility Bills
Kuwait's Criminal Court has sentenced three Egyptians to seven years in prison for forging official documents and manipulating electricity and water bills, resulting in losses to public funds estimated at nearly KD1 million, according to Al Qabas Arabic daily. The court found that the defendants had tampered with utility meters and falsified billing data for a businessman and two other Kuwaiti citizens, reducing or erasing charges in exchange for substantial bribes. According to court documents, one of the defendants was employed as a data entry clerk at the Ministry of Electricity and Water's service centre. Prosecutors said he conspired with the other two to exploit the ministry's electronic system, forging consumption records and cancelling charges on behalf of clients who paid for the service illegally. The fraud was uncovered during an internal audit and referred to the Public Prosecution. The court convicted all three men of forgery, bribery, dereliction of official duty, and abuse of public office, and embezzlement of public funds.

Sana'a - Saba: The Ministry of Electricity, Energy, and Water, along with its affiliated institutions, renewed its condemnation of the ongoing Israeli aggression's targeting of civilian facilities and properties, the latest being the attack on the central power station in Ras Katnib, Hodeida province. In a statement obtained by the Yemeni News Agency (Saba), the Ministry of Electricity and Water held the Zionist enemy fully responsible for deliberately targeting power stations, exacerbating the suffering of citizens in Hodeida, particularly amid rising summer temperatures. The Ministry deemed the targeting of civilian properties a blatant violation of international law and its principles, which criminalize attacks on civilians and civilian infrastructure, particularly those outlined in the United Nations Charter, international humanitarian law, and human rights conventions. It expressed dismay at the silence of the international community, global human rights organizations, and humanitarian groups regarding the Zionist enemy's continued attacks on civilian and service-related facilities essential to daily life. The statement called on the United Nations and the Security Council to condemn Israel's repeated aggression against civilians and civilian infrastructure in Yemen. The statement affirmed that the Israeli aggression will only strengthen the Yemeni people's resilience, steadfastness, and determination to support the Palestinian people, their just cause, and their valiant resistance against the usurping Zionist enemy entity. Treated water billing and payment go digital in Kuwait
KUWAIT CITY, July 1: The Ministry of Electricity, Water and Renewable Energy has launched a new initiative in collaboration with the Ministry of Public Works to activate the electronic collection of treated water bills, according to informed sources within the ministry. The move aims to streamline billing procedures and enhance collection efficiency. Sources indicated that the initiative aligns with the ministry's broader efforts toward digital transformation and improved service quality, particularly in the agricultural sector where treated water plays a vital role. The system will allow beneficiaries to easily track and settle their bills through unified, secure electronic platforms, thereby reducing delays in payment. The sources added that the project is expected to bolster transparency and improve integration between government systems responsible for water resource management and the recovery of outstanding dues owed to the state. Meanwhile, in light of the ongoing heatwave and soaring temperatures, the Ministry of Electricity and Water urged citizens and residents to reduce electricity consumption during peak hours. In a statement released via the Sahel app, the ministry emphasized the collective responsibility of the community in rationalizing electricity use to help maintain the stability of the national power grid and ensure an uninterrupted supply for all. The ministry also called on the public to avoid excessive use of electrical appliances during peak hours and to adopt energy-efficient practices. Community cooperation, it noted, is essential to sustaining grid performance and preventing undue strain on the system. Yesterday, the electrical load index reached 16,886 megawatts, nearing the 17,000-megawatt threshold, as temperatures soared to 51 degrees Celsius.

Electrical Station Hit as Cables Worth 4,300 KD Stolen
KUWAIT CITY, June 1: The Deputy Public Prosecutor has ordered the dispatch of forensic experts to examine the scene of a theft at an electrical station in Mutlaa and instructed the Criminal Investigation Department to identify and apprehend the culprits. The case has been registered as a felony at the Mutlaa Police Station. According to a security source, the incident came to light when a 39-year-old Kuwaiti citizen, employed as a legal researcher at the Ministry of Electricity and Water, reported the theft to police. The citizen arrived at the station with an official mandate from the ministry after technicians were sent to investigate an electrical fault. Their inspection revealed that unknown individuals had stolen high-voltage cables by cutting them from Station No. 200 in Block 4 of the Mutlaa N2 area. The station houses four electrical transformers, each containing seven cables, for a total of 28 cables. Each cable measures 7 meters in length and 630mm in size, with an individual value of KD 154, bringing the total estimated loss to KD 4,300.

China Tightens Ties to Kuwait with Deal to Expand Solar Power
China will help increase capacity at two solar projects in Kuwait, further boosting ties after the two countries agreed to develop a long-delayed strategic port. The new 'framework agreement,' reached after six months of negotiations, will see the expansion of the Al-Shagaya and Al-Abdiliya solar plants, Kuwait's state-run KUNA news agency reported Monday. The governments of both countries signed on Monday the framework agreement, which contains technical details on the joint cooperation on renewable energy. The agreement came in line with the Kuwaiti leadership's directives to expand the implementation of grand projects signed with China. Under the agreement, the Chinese side will build the renewable projects in two regions in Kuwait at a joint production capacity of 3,500 megawatts with a possible boost to 5,000 megawatts. Last month, Kuwait and China signed an agreement to execute the Mubarak Al-Kabeer port. In Beijing on Monday, the new 'framework agreement' was signed by Kuwait's Undersecretary at the Ministry of Electricity and Water and renewable energy Dr Adel Al-Zamel and Ren Jingdong, Deputy Director of the Chinese National Energy Administration. The signing ceremony was held at the headquarters of the National Energy Administration and it was attended by Kuwait Assistant Foreign Minister for Asia Affairs Ambassador Sameeh Johar Hayat who is also rapporteur of the high Kuwait-China Committee for agreements and MoUs execution. Also present were Kuwait Ambassador to China Jassem Al-Najem and other Kuwaiti and Chinese officials. In comments to KUNA, Ambassador Hayat affirmed that the framework agreement came in line with the Kuwaiti leadership's directive concerning major joint projects. He said more details on grand projects signed with China would come into light soon including the agreement signed back in February to execute the Mubarak Al-Kabeer port. He said that Chinese-Kuwaiti ties were witnessing huge leaps on several domains, reflecting the strong and robust relations linking the two countries. For his part, Al-Zamel spoke about the framework agreement, revealing that it came after six months of negotiations. It resulted in setting a plan, supervised by the Chinese side, for the third and fourth zones of Al-Shagaya and Al-Abdiliya renewable projects as well at a joint production capacity of 3,500 megawatts with a possible boost to 5,000 megawatts. Kuwait and China will celebrate on March 22, the 54th anniversary of establishing diplomatic relations, which began back in 1971.
