Arab League Holds Workshop on Liberalisation of Financial Services Sector

Mohamed Mandour ​As part of its commitment to keeping pace with international trade developments that contribute to advancing Arab economic integration within the framework of the Greater Arab Free Trade Area (GAFTA), the General Secretariat of the League of Arab States is organising a workshop on "Liberalisation of the Financial Services Sector and Opportunities to Benefit from the Agreement on the Liberalisation of Trade in Services among Arab Countries," from 22 to 25 June in the Kingdom of Bahrain. The workshop is being held in cooperation and coordination with the Ministry of Industry and Commerce of the Kingdom of Bahrain and forms part of ongoing collaboration with the International Islamic Trade Finance Corporation (ITFC) under the second phase of the Aid for Trade Initiative for Arab States (AFTIAS 2.0), specifically the project entitled "Supporting the Advancement of the Arab Economic Integration System." His Excellency Ambassador Dr. Ali bin Ibrahim Al-Maliki, Assistant Secretary-General and head of the Economic Affairs Sector, stated that the workshop aligns with the General Secretariat's vision of enhancing Arab coordination and cooperation across all service sectors that support an improved business climate and foster a more integrated and competitive regional economic environment. He said that liberalising this strategic sector would unlock new opportunities for joint Arab investment and significantly contribute to the development goals of member states. The Agreement on the Liberalisation of Trade in Services, which entered into force on 14 October 2019, marks a pivotal step in this direction. Ambassador Al-Maliki underscored the need for concerted efforts to activate and effectively implement the agreement's provisions in a sustainable and impactful manner. The workshop aims to provide policymakers from Arab countries with insights into the development of the financial and insurance sectors across the region, as well as highlight best national legislative practices in these fields. It also showcases the contributions of international and regional organisations to the modernisation of these sectors and examine how Arab trade agreements can be leveraged to enhance the business environment, thereby improving performance indicators and aligning with global trends. 22 Referred to Court in Bahrain Over Fake Food Expiry Dates

Bahrain's Public Prosecution has completed its investigation into a serious case involving expired food products being sold with fake expiry dates. Twenty-two people and two companies have been referred to court for their involvement. The case began when a worker reported to Khamis Police Station that he was forced to change expiry dates on food items at a company's warehouse. He said expired goods were being relabeled to appear fresh and fit for sale. The worker recorded a video of this process and filed an official complaint. Following the report, the Ministry of Industry and Commerce shut down the company's warehouse and shops. A team from the Public Prosecution visited the site, questioned 29 people including company owners and workers, and ordered all of them to be held during the investigation. More than 14,000 expired food items were found in the warehouse, along with chemicals used to erase expiry dates. Some of these products had already reached supermarkets. A forensic expert confirmed the expiry dates had been altered using new labels. Witnesses and police investigations supported the worker's claims. After reviewing all evidence, the prosecution decided to charge 22 people. Seven others, all of Asian nationality, were released due to lack of proof. The court case is scheduled to begin on June 22, 2025, in the Sixth Minor Criminal Court. The prosecution also said that any food items confirmed to be safe can still be sold, and maintenance workers are allowed to access the warehouse to keep refrigeration systems working to prevent further spoilage. TDT | Manama The Ministry of Industry and Commerce is turning employee ideas into operational improvements, as winners of its 2024 innovation initiative were honored this week for reshaping services, policies, and workplace culture. Ideas into action His Excellency Abdulla bin Adel Fakhro, Minister of Industry and Commerce, led the ceremony recognizing standout proposals under the 'Factory of Ideas 2024' initiative. The event was also attended by HE Eman Ahmed Al-Doseri, Undersecretary of the Ministry and Chairperson of the Judging Committee, along with other senior officials. The initiative aims to promote innovation within the Ministry by encouraging employees to submit ideas that enhance service delivery, streamline policies, and improve customer experience. The Minister congratulated the winners and urged wider participation in future editions. Three focus areas Awards were presented across three categories: workplace environment, policy and procedure, and customer experience. In the workplace development category, first place went to Nada Nasser Al-Thawadi, followed by Khawla Yousif Abdulrahman and Maitham Fadhel Al-Hammad. For policy and procedure development, Ali Ibrahim Al-Nasser secured the top position. Second place went to Ali Jafar Jassim, while a joint proposal by Hamad Adel Bofarsan and Shaikha Khalid Al-Buainain was placed third. Electronic payment now mandatory for all Bahrain businesses

Every business in Bahrain must give customers a way to pay by card or phone from today, as the Ministry of Industry and Commerce brings in rules that make e-payment a requirement for every trade licence. Each firm must open one bank account in its own name, lodge the details on the ministry's Sijilat register and channel all takings through that account; personal accounts are not allowed. Any payment outside the registered account will break the law. Penalties in Article 20 of the Commercial Registry Law run from a six-month freeze on the licence to daily fines of up to BD1,000 for a first breach, rising to BD2,000 for a second within three years. Daily fines may add up to BD50,000, and a one-off levy can reach BD100,000. The rule applies to sole traders and companies alike, whatever the number of branches. The ministry says the change will make cash flows easier to trace, protect buyers from online fraud and nudge the market towards cash-free trade. By tying payments to business accounts it also hopes to strengthen checks on value-added tax and other dues.
