A TOTAL of 23 cases of deviant teachings have been detected and enforcement action has been taken in the state from 2019 to 2024, the Selangor State Assembly was told on Tuesday (July 8). State Islamic Religious Affairs and Cultural Innovation chairman Dr Mohammad Fahmi Ngah said that of the total, 12 cases have resulted in conviction while the remaining 11 are currently undergoing trial in the Syariah Court. He said this in response to a question from Rawang state assemblyman Chua Wei Keat on deviant teachings and actions taken by the state government to control the spread. Mohammad Fahmi said the state government has adopted several approaches to curb the spread of deviant teaching, including intervention through explanation, education, monitoring and enforcement of heretical teachings that have been identified to be spreading. He said information and awareness efforts on the issue are also carried out through the publication of printed materials and electronic media, while Friday sermon sessions were also used to raise awareness regarding deviant teachings. Selangor records 1,189 Syariah maintenance order violations since 2022

SHAH ALAM: Selangor, through the Selangor State Family Support Division, received 1,189 complaints of maintenance order violations between 2022 and May 31 this year. State Islamic Religious Affairs executive councillor, Dr Mohammad Fahmi Ngah, said 332 complaints were received in 2022, followed by 391 in 2023, 422 in 2024, and 44 as of May 31 this year. He said the state government, through the Selangor Syariah Judiciary Department (JAKESS) is currently drafting strategic cooperation opportunities with other agencies including the National Registration Department, Inland Revenue Board and financial institutions, to assist in tracing and seizing assets of those who defy maintenance orders. Among the outlined enforcement methods are the attachment of earnings orders, 'hiwalah' (garnishment orders), or the seizure and sale of assets belonging to parties who fail to comply with maintenance orders. This, he said, is an example of a more accurate, practical, and directly impactful mechanism compared to committal proceedings, which are punitive and involve imprisonment, but do not provide immediate financial benefit to the claimant. The state government, he added, is committed to strengthening and improving Syariah legislation, particularly in matters concerning maintenance, to ensure the rights of women and children after divorce are continuously protected. He was responding to a question from Meru assemblyman Mariam Abdul Rashid during the 15th Selangor State Legislative Assembly sitting at the Selangor State Assembly building yesterday. Fahmi said one of the other ongoing efforts is a review and amendment of the Selangor Islamic Family Law Enactment, with the Selangor Islamic Religious Council working alongside JAKESS, Jais, academics, and Syariah legal experts to examine and propose changes to the Selangor Islamic Family Law Enactment 2003 to improve provisions related to the enforcement of maintenance orders. At the same time, he said, through engagement sessions, technical workshops, public forums, and legal impact assessments, all views and practical experiences from various perspectives are taken into account to ensure the proposed amendments are truly effective, comprehensive, and implementable. "This approach also ensures that the laws enacted are fair and meet the current needs of the Muslim community in Selangor," he said. He added that the selection of an accurate and efficient mechanism by those seeking maintenance, particularly former wives or child guardians, is one of the key factors in ensuring the effectiveness of maintenance order enforcement. "Failure to choose the right channel or mechanism can lead to delays, confusion, and ultimately undermine the rights of maintenance recipients. "JAKESS is always proactive in educating the public to understand and choose the most appropriate channel or mechanism to claim or enforce their rights. "The organisation of legal literacy programmes and awareness seminars regularly and annually is a manifestation of the state government's commitment to providing sufficient exposure and, in turn, increasing the success rate of maintenance order enforcement," he said.

Selangor Assembly passes Islamic Administration Amendment Bill 2025

SHAH ALAM: The Selangor State Legislative Assembly has passed the Administration of the Religion of Islam (State of Selangor) (Amendment) Enactment Bill 2025. The bill aims to refine the criteria for appointing members of the Selangor Islamic Religious Council (MAIS), ensuring adherence to the Ahli Sunnah Wal Jamaah creed. The amendments, involving 10 clauses, were approved unanimously after a third reading. Six assemblymen participated in the debate before the bill's passage. State Islamic Religious Affairs and Innovation Committee chairman Dr Mohammad Fahmi Ngah highlighted that the amendment introduces a clear interpretation of Ahli Sunnah Wal Jamaah into Enactment No. 1/2003. During drafting, MAIS engaged stakeholders, including legal experts, religious departments, and federal agencies. 'Parties consulted included the Selangor State Legal Advisor's Chamber, Selangor Mufti Department, and JAKIM,' said Mohammad Fahmi. The amendment also prevents appointments of individuals with extreme or liberal views, ensuring alignment with Maqasid Syariah principles. The bill follows Sultan Sharafuddin Idris Shah's March 14 decree, urging MAIS to formalise Ahli Sunnah Wal Jamaah provisions for Selangor's Muslim community. – Bernama

Selangor Assembly Passes Administration Of Religion Of Islam (Amendment) Enactment Bill

SHAH ALAM, July 7 (Bernama) -- The Selangor State Legislative Assembly today passed the Administration of the Religion of Islam (State of Selangor) (Amendment) Enactment Bill 2025, aimed at clarifying the criteria for appointing members of the Selangor Islamic Religious Council (MAIS) other than ex-officio members, members of the Fatwa Committee, the Credentials Committee and the Credentials Appeal Committee, who must adhere to the Ahli Sunnah Wal Jamaah creed. The bill, which involves amendments to 10 clauses, was unanimously passed after the third reading, following a debate by six assemblymen at today's sitting. Earlier, State Islamic Religious Affairs and Innovation Committee chairman Dr Mohammad Fahmi Ngah, when tabling the bill, said the amendment proposes to include the interpretation of Ahli Sunnah Wal Jamaah in Enactment No. 1/2003. He said that during the drafting of the 2025 Bill, MAIS conducted engagement sessions with stakeholders, including legal experts and representatives from relevant departments and organisations. 'Among the parties involved were the Selangor State Legal Advisor's Chamber, Selangor Mufti Department, Selangor Syariah Judicial Department, Selangor Prosecution Department, Selangor Islamic Religious Department, Department of Islamic Development Malaysia (JAKIM), Attorney General's Chambers, academics and other relevant stakeholders,' he said when tabling the bill here. Elaborating, Mohammad Fahmi said the amendment could also prevent the appointment of individuals with extreme or liberal views, or those inclined towards teachings that deviate from the Ahli Sunnah Wal Jamaah creed, in the administration of Islamic affairs in Selangor. 'It is also to ensure that the Islamic administration of Selangor aligns with the teachings of Ahli Sunnah Wal Jamaah and the principles of Maqasid Syariah, particularly in preserving the religion,' he said. Mohammad Fahmi said the bill was also in line with the decree of the Sultan of Selangor, Sultan Sharafuddin Idris Shah, on March 14, instructing MAIS chairman Datuk Salehuddin Saidin to immediately implement the amendment to include provisions on the position and interpretation of Ahli Sunnah Wal Jamaah for the Muslim community, particularly in Selangor. -- BERNAMA
