Tribal protests, Union minister Shivraj Chouhan's push force MP government to halt proposed Sardar Patel Wildlife Sanctuary
BHOPAL: Massive protests by tribals accompanied by pressure by union agriculture minister Shivraj Singh Chouhan has compelled the Dr Mohan Yadav-led Madhya Pradesh government to put on hold the process of creating Sardar Vallabhbhai Patel Wildlife Sanctuary in Sehore district of the central Indian state. 'In pursuance with the directions from the government, the proposal to create the Sardar Vallabhbhai Patel Wildlife Sanctuary in parts of the Sehore Forest Division is put on hold. Entire process on the issue is put on hold till further orders,' principal chief conservator of forests (PCCF-Wildlife) Subhranjan Sen wrote to the DFO-Sehore on Monday. Importantly, the proposal to create the sanctuary in the Sehore Forest Division (which comes under the home district and parliamentary constituency of the current union agriculture minister Shivraj Singh Chouhan) was first mooted during the Congress government in the state, when the current Leader of Opposition Umang Singhar was the state's forest minister. Around six years later, in May 2025, the present BJP regime headed by Dr Mohan Yadav had set the ball rolling again on the issue, seeking a revised proposal from DFO-Sehore to create the Sardar Vallabhbhai Patel Wildlife Sanctuary. Just a month later, 50 houses of the tribal community were reportedly demolished by the forest department for removing encroachments from the Khivni Wildlife Sanctuary in the adjoining Dewas district on June 23. Four days later, massive protest by tribals was reported in Sehore district, where the local MP and union agriculture minister Shivraj Singh Chouhan was attending a development meeting at the district collectorate. The tribal protestors, including men and women from Sehore and Dewas districts were protesting the June 23 demolition of houses and the proposed Sardar Vallabhbhai Wildlife Sanctuary, which they alleged would affect 2 lakh people in Sehore and Dewas districts.

After 9 years, Madhya Pradesh to resume promotions for government staff
After a prolonged delay of nine years, government officials and employees in Madhya Pradesh may finally receive long-pending promotions. The Chief Minister Mohan Yadav-led cabinet on Sunday approved a key proposal, clearing the path for promotions that had been on hold since 2016 due to a legal dispute over reservations in matter dates back to 2002 when the then Digvijaya Singh-led Congress government introduced provisions for reservations in promotions. For several years, promotions were granted based on these some employee organisations later alleged that while reserved category employees were benefitting from quicker promotions, general category officials were being overlooked. The discontent led to legal challenges, and in April 2016, the Madhya Pradesh High Court struck down the Madhya Pradesh Public Service (Promotion) Rules, 2002, effectively halting the system of reservation in Shivraj Singh Chouhan government subsequently moved the Supreme Court against the High Court's this, the Supreme Court ordered maintenance of status quo, which stalled all promotions across departments. Cong raises apprehensions over growing debt as MP Govt seeks another loan from Centre
As the Chief Minister Mohan Yadav-led Madhya Pradesh government is all set to borrow Rs. 4,500 crore from the Centre, the Opposition Congress raised apprehensions that with this new loan, the state's total debt of Rs 4.30 lakh crore will cross its annual budget of Rs. 4,21,032 crore. The Congress accused the BJP-led government of pushing Madhya Pradesh into a quagmire of debt and not taking any steps to bring the borrowings down and instead indulging in luxuries like buying new planes, cars and renovating bungalows of ministers. The Congress slammed the Madhya Pradesh government of not taking any initiatives to reduce wasteful expenditure on luxuries of its own in the midst of a financial crunch. The criticism came after the Chief Minister Mohan Yadav government on Tuesday initiated formalities for a fresh loan of Rs 4,500 crore from the Centre, its second borrowing this financial year. With this fresh loan, the state's total debt went past the Rs 4.30 lakh crore mark, which is well beyond its annual budget of Rs 4,21,032 crore presented for the current financial year. The total debt of Madhya Pradesh was Rs 4,21,740 crore as on March 31. "Despite taking huge amounts of loans, the BJP government has not even given the Minimum Support Price on crops to the farmers. If this loan is being said to be used for the welfare of farmers and the youth of the state, then where is this money being spent," veteran Congress leader and former Madhya Pradesh Chief Minister Kamal Nath said in a statement on Thursday. 'While the Madhya Pradesh government has often maintained that the loans taken are being utilised for financing productive development programmes and projects in the state, the borrowings mainly bear the cost of development and welfare schemes. 'However, despite the rising loan burden, the Madhya Pradesh government has not hesitated in buying a state plane and new cars for ministers and renovating ministers' bungalows,' he said. 'On July 10 last year, the Madhya Pradesh government cleared a proposal to buy a jet plane worth over Rs 230 crore. "This loan money is being spent on the luxuries of the BJP government and its leaders. While the public is being crushed under the burden of inflation day by day," Kamal Nath further added.

MP Cabinet approves 'Finance Powers Manual' to empower departments to take decision
Bhopal: Chief Minister Mohan Yadav-led Madhya Pradesh Cabinet, on Tuesday, approved the Finance Powers Manual 2025 (Part-1), empowering administrative departments on financial issues. The state government has revised Finance Powers Manual after 13 years, which will empower the heads of the departments to take quick decision on projects and use the money allocated to them. The approval of the Finance Powers Manual 2025 (Part-1) is aimed at enhancing ease of doing business in government operations and streamlining administrative procedures. The newly approved financial powers will come into effect from July 1, 2025, State's Urban Development Minister Kailash Vijayvargiya said, adding that revision of existing Finance Power Manual-2012 has become necessary due to several key factors. The Minister told that a significant rise in the cost of various items over the past 13 years and emergence of new categories of expenditures related to office operations were among the key reasons which made the government to come with the new financial power. "The Finance Department has been authorised to correct clerical errors and make future amendments as necessary. Permission was also granted to publish the Hindi version of the manual," Minister Vijayvargiya said. He added that new provisions include empowering administrative departments to designate budget controlling officers, authorising departments to engage consultancy firms and agencies for project work. It will also empower departments to engage interns, approve honorariums under Fundamental Rule 46, permitting departments to write off excess pension or grant payments. With new financial power system, departments can now independently approve demolition of departmental buildings, and departments may now sanction 80 per cent of medical advance without seeking approval or consultation from the Health and Medical Department.
