Shafaq News – Baghdad Iraq's parliament conducted the second reading of the Popular Mobilization Forces (PMF) Administrative Structure Law on Wednesday, advancing a controversial proposal that would expand the group's institutional authority. The revised draft, set to replace Law No. 40 of 2016, includes 17 articles that restructure the PMF's hierarchy, authorize new directorates, and broaden its legal and executive powers. It supersedes the earlier PMF Service and Retirement Law, which was pulled in March amid political backlash and US pressure to tighten federal control over the force. In a statement, First Deputy Speaker Mohsen Al-Mandalawi, who presided over the session with 172 lawmakers in attendance, described the bill as a step toward institutionalizing the PMF's chain of command. He instructed the Parliamentary Security and Defense Committee to integrate MPs' feedback before the bill proceeds to a final vote. The bill's inclusion—missing from the agenda published a day earlier—sparked a walkout by several Kurdish and Sunni MPs in protest. Lawmakers also debated nominations to the Federal Public Service Council and the presidency of the State Council, alongside other legislative items.

'This serious transgression cannot be accepted,' Al-Mandalawi affirmed, adding that 'it risks dragging Iraq into regional conflicts that do not serve its national interests and contradict its consistent stance in support of regional peace and security.' He also urged the Iraqi government, along with the foreign and defense ministries and relevant authorities, to intensify diplomatic and legal efforts in follow-up to the official complaint submitted to the UN Security Council against Israel. Earlier, independent lawmaker Amir Al-Mamouri told Shafaq News Agency that a formal request had been submitted to the parliament's presidency to hold an emergency session amid escalating military tensions between Iran and Israel. Tensions between the two countries sharply intensified on June 13, 2025, when Israel launched a surprise missile strike on Iranian territory. In retaliation, Tehran carried out a series of nighttime missile barrages over two consecutive days, targeting military sites and installations inside Israel.

A statement issued by the coordination framework, received by the Iraqi News Agency (INA), stated that "the coordination framework held its regular meeting No. 228 in the office of the First Deputy Speaker of the parliament, Mohsen al-Mandalawi, and in the presence of Prime Minister Muhammad Shia al-Sudani." He continued: "At the beginning of the meeting, the participants blessed Iraq's success in hosting the Arab summit, confirming Iraq's pivotal role in the Arab and regional oceans."

Baghdad-INA First Deputy Speaker of Parliament Mohsen Al-Mandalawi affirmed on Sunday the House of Representatives' intention to amend the Environmental Protection and Improvement Law in proportion to the scale of environmental challenges The media office of the First Deputy Speaker of Parliament said in a statement received by the Iraqi News Agency (INA): "First Deputy Speaker Mohsen Al-Mandalawi received in his office the Minister of Environment, Halo Al-Askari, the Technical Advisor, Dr. Ammar Jaber, and the Director General of the Environmental Awareness and Media Department, Amir Ali Al-Hassoun, to strengthen joint cooperation between the legislative authority and the ministry on environmental issues and to review the extent of the risks and challenges facing the country in this sensitive field." According to the statement, Al-Mandalawi affirmed that "the House of Representatives is keen to support environmental plans and is determined to introduce amendments commensurate with the scale of threats to the Environmental Protection and Improvement Law to advance this important sector. He called on national forces to include programs to improve the environment, combat climate change, and implement sustainability concepts within their electoral programs and pledges, and to involve civil society and international organizations in supporting environmental efforts as a collective responsibility." For his part, the Minister of Environment, according to the statement, highlighted the importance of maintaining communication between the Ministry and the legislative authority, headed by its chairmanship and its relevant committees, to contribute to updating important environmental legislation to keep pace with global developments in this regard.
