Morocco launches tender for 5G network licenses under digital 2030 strategy

As part of the rollout of the Morocco Digital 2030 strategy and in line with the sector's general policy directions, a call for tenders has been launched for the allocation of licenses to establish and operate telecommunications networks using fifth-generation (5G) mobile technologies. This initiative aims to equip the Kingdom with cutting-edge mobile communication infrastructure to support economic and social development, the National Telecommunications Regulatory Agency (ANRT) said in a statement. 5G technology is known for its ultra-fast transmission speeds and low latency, making it ideal for real-time applications and tailored to the needs of sectors such as transportation, healthcare, and agriculture. The tender documents outline the regulatory framework as well as the technical and financial conditions required to establish each 5G network. They also set out the terms for commercial service provision, coverage and service quality obligations for each license holder, and the rules governing the evaluation of bids, which will be detailed in a public report. The meeting reinforced the shared vision between the government and Capgemini Morocco. Both parties aim to enhance collaboration for youth employability through digital skills development. Capgemini Morocco, a subsidiary of a global leader, has established itself as a key digital player in Morocco. The company operates in several regions across Morocco and actively promotes professional integration, continuous training, and career transitions to future-oriented jobs. During the visit, Minister El Fallah Seghrouchni met with Badra Hamdaoua, Managing Director of Capgemini Morocco. She also spoke with management members and beneficiaries of training programs. Discussions focused on human capital challenges in a constantly evolving sector and concrete solutions to anticipate labor market changes. 'At the Ministry of Digital Transition, we believe Morocco's digital future depends largely on talent development,' stated El Fallah Seghrouchni. 'Following the enlightened vision of His Majesty King Mohammed VI, may God assist him, we will transform the country into a continental technology hub.' 'What we see here at Capgemini confirms that public-private partnerships accelerate the emergence of skills adapted to future challenges,' she added. Capgemini positions itself as a privileged partner of JobInTech, a digital training and integration program. The Ministry of Digital Transition supports this initiative in partnership with CDG, operated by Maroc Numeric Cluster. The program enables recent graduates or professionals changing careers to quickly acquire skills in promising fields. These include Web development, Cybersecurity, Data, and Artificial Intelligence. Through immersive teaching methods and strong institutional partnerships, these programs lead to genuine employment opportunities. Digital technology as a driver of social transformation Capgemini contributes primarily by recruiting JobInTech talents, co-developing customized training programs, and implementing initiatives with learners that explain the benefits of using AI in business. This commitment also translates into concrete actions promoting diversity. These include supporting women's participation in technology professions and giving visibility to talents from underrepresented territories 'We firmly believe digital technology can be a tremendous driver of social transformation. Rabat – Morocco's progress in digital transformation took the focus on Wednesday during the regional congress titled 'Towards a Digitally Accessible Arab Region – ICTs for All 2025,' held in Amman, Jordan. Safaa El Alaoui, Head of the Universal Digital Access Service at the Moroccan Digital Development Agency (ADD), presented Morocco's efforts and strategic roadmap to advance digital inclusion and public service digitalization . The congress was organized by Jordan's Telecommunications Regulatory Commission in partnership with the UN Economic and Social Commission for Western Asia (ESCWA) and the International Telecommunication Union (ITU). El Alaoui emphasized that the ADD's roadmap supports the national strategy 'Morocco Digital 2030,' launched in September 2024. The strategy aims to boost the digital economy, encourage the development of local tech solutions, create jobs, and accelerate the digitization of public services. Key pillars of the roadmap include modernizing public administration, enhancing interoperability between services, improving user experience, and promoting digital adoption among citizens, particularly vulnerable populations. Morocco, she said, aspires to become a leading digital and tech hub in Africa, while ensuring inclusive access to digital tools. Among ADD's flagship initiatives is the national data exchange platform for public institutions, designed to streamline citizen access to digital services and increase administrative efficiency. El Alaoui also highlighted the 'Digital Lab,' which supports rapid service digitization projects, and 'Dar Al Mouwatin,' a one-stop digital center providing essential e-services to citizens, especially in remote areas. Further supporting digital literacy, the 'Academia Raqmya' platform offers training under the 'Digital Acculturation Pathway' to equip citizens with digital skills and knowledge of emerging technologies. ADD is also working with ESCWA to develop a national digital accessibility roadmap aimed at promoting inclusive design standards across digital platforms, ensuring better access for people with disabilities and reducing the digital divide. The two-day congress gathered regional experts and decision-makers to discuss digital inclusion, the potential of emerging technologies like AI, and ways to enhance cooperation for a more equitable digital society in the Arab world. Russia is ready to support African countries in developing technologies that promote self-sufficiency and sovereignty, Aleksey Andreev, Russia's trade representative in Morocco, has stated. In an interview with the newspaper L'Opinion on Tuesday, Andreev said, 'Russia is ready to become a strategic partner of Morocco in the implementation of the national digital strategy Morocco Digital 2030.' He also stressed that while Africa is rich in resources, data has become the most valuable asset in today's world – adding that Russia is not interested in exploiting these resources, but in equipping African nations with tools to manage and protect them. Russia offers 'not only software products, but an ecosystem of digital solutions that guarantee technological sovereignty and growth,' he said. The proposed solutions include digital transformation projects, development of smart cities and systems for public administration, financial services, and business operations. He pointed to several priority domains for cooperation, including AI, cloud computing, cybersecurity, automated control systems, telecommunications, and smart transportation. Unlike many Western companies, Russian developers prioritize localization and flexibility over rigid licensing models, he said. 'Russian companies offer data hosting on local servers, adapting products to the requirements of domestic brands and working closely with local companies – an essential factor for countries seeking to strengthen their technological sovereignty,' the trade representative explained. The initiative is in line with a broader strategy to strengthen economic ties with Africa. In November, Russian Foreign Minister Sergey Lavrov noted that trade between Russia and African countries reached a record high of $24.5 billion in 2023, despite obstacles created by the West. According to estimates from the Agroexport Center, Russia's agricultural exports to Morocco reached nearly $280 million in 2024, marking a threefold increase compared to the previous year. Promising perspectives lie ahead», wrote Youssef Amrani On the same day, the Deputy Minister in charge of Digital Transition and Administrative Reform held a «fruitful meeting at the Department of State with Ms. Leila Elmergawi, Director of Global Strategy and Policy on AI». Discussions centered on Morocco's ambitious AI roadmap and the Morocco Digital 2030 plan, reaffirming a shared commitment to advancing AI development and digital transformation for a prosperous future, the Moroccan ambassador revealed. As a reminder, in March 2024, Morocco co-sponsored, alongside the United States and the United Kingdom, the first-ever UN General Assembly resolution on artificial intelligence.
