The Lucknow Development Authority has issued a notice to the Motilal Memorial Society, founded in 1935 by former Chief Minister CB Gupta and currently led by Congress MP Ujjwal Raman Singh, over alleged violations of the lease terms for a 10-acre plot in Charbagh, Lucknow, rented to the society in 1940 for just `1 annually. According to officials, the matter came to light as during a survey that is being conducted for maintenance and digitization of Nazul land records and files in Lucknow, where it was found that against its memorandum of using the land for 'non-profit', not just a Children museum, an Auditorium, a school or a homeopathic hospital is being run but also a Tata Motors Showroom, TVS service center, a liquor shop as well as Kashmiri wool fair. 'The notice has been received in the office and we are preparing the reply, which will be given in the stipulated time. Hardly anything has been charged for the services provided to the poorest of poor at hospitals and other facilities for decades. Funds are used for the management and paying of salaries,' said Singh, adding, 'We would give proper reply to the notice.' The notice, which has been served based on the survey and inspection of the leased land done on 26 December 2024, states, 'The entire Part of Nazul land… were originally leased from 03.01.1940 at the rate of Re 1/- annual rent in favour of Motilal Memorial Society for building purpose. It is mentioned in the lease that The lease for such time as the same is used by the said Motilal memorial society for any of the objects mentioned in the memorandum of association of the society from the third day January 1940. On the said leased Nazul land, temporary shops like Children's Museum, Ravindralay, Bal Vidya Mandir School, Harbilas & Homeopathic Hospital, Tata Motors showroom, TVS Service Centre, liquor shop, Kashmiri Wool Fair, warm clothes/quilts-mattresses etc. are being run, which is a violation of the conditions of the lease,' Officials informed that the notice dated April 16 was served few days back. While officials at the Trust expressed fear of 'vested interest' as the land in question is at the prime location, LDA officials said that it is part of the usual exercise as the survey of Nazul land across the state capital is being conducted. 'There is no attempt to vacate any land. It is just that a survey of the Nazul land is being done and some violations regarding this land as well as others across the district came out. The notice has been served as part of the routine exercise and we would wait for the reply and further steps would be taken accordingly,' Prathmesh Kumar, Vice Chancellor of Lucknow Development Authority told The Indian Express. He informed that Nazul land records, which is 'actually Government land' and the records are based on two registers i.e. 1862 and 1880 made during the British era. Officials informed that while in other districts, the Nazul land comes under the monitoring of District Magistrates, in Lucknow it comes under Lucknow Development Authority, which is undertaking the digitization of Nazul land records. This land is estimated to be in lakhs of sq feet across the city and in prime locations.
