New platform to streamline property deals in Qatar soon

Tribune News Network Doha The Real Estate Regulatory Authority organized the 'Real Estate Investor's Journey in Qatar' forum, with wide participation from government entities, real estate developers, brokers, banks, and a number of local and international investors. The event comes as part of the Authority's ongoing efforts to develop an integrated and attractive investment environment. The forum showcased the real estate investor's journey, which aims to digitize the entire property purchasing process in Qatar through a unified platform. The initiative is designed to create a conducive environment for attracting foreign direct investment, as well as to enhance transparency and facilitate access to information about the real estate sector. The journey was developed in collaboration with the Civil Service Bureau, the Ministries of Interior and Justice, and other government agencies and partners to ensure coordination and integration of efforts. The forum also highlighted joint efforts between the Authority and its strategic partners to develop a unified digital portal. This platform is intended to enable investors to complete all procedures smoothly and efficiently—from the moment they decide to invest in property until the completion of all related transactions. In his opening remarks, Eng. Khalid bin Ahmed Al Obaidli, Chairman of the Real Estate Regulatory Authority, stated that organizing this forum marks the culmination of a series of meetings held by the Authority with concerned entities. The goal has been to redesign the investor's journey into a fully digital experience that leverages artificial intelligence and unified data sources to provide a smoother and more efficient investment process—one that enhances transparency and improves procedural efficiency in support of the country's business environment. During the forum, Eng. Mubarak Al Nuaimi, Director of the Licensing Department at the Authority, delivered a comprehensive presentation outlining the stages of the investor's journey—from exploring and researching investment opportunities, to the process of property purchase and registration. He demonstrated how redesigning this journey has made it more seamless and effective, aligning with investor expectations and digital advancements in the real estate sector. Hussein Kamal presented the mechanisms of using the Authority's digital real estate platform, explaining how investors can benefit from smart search tools that provide accurate data on locations, prices, and surrounding services—thus enabling informed investment decisions in a transparent digital environment. In the innovation and digital transformation segment, Eng. Tarek Meziane gave a presentation on the use of artificial intelligence tools and interactive maps. He showed how these technologies enhance user experience and provide a comprehensive visual overview of market activity, allowing investors to analyze data and make decisions based on accurate and updated indicators. The forum served as a platform for dialogue and knowledge exchange among various stakeholders in the real estate ecosystem. Discussions covered recent legislative and financial developments, and explored future growth opportunities in Qatar's real estate market in alignment with Qatar National Vision 2030. The participation of banks enriched discussions on real estate financing mechanisms, investment facilitation, and ways to enhance financial inclusion in the sector. The event also featured interactive sessions during which several investors shared their experiences with property ownership in Qatar. A proposal to require wheelchair-accessible lifts and Braille-labelled buttons in buildings taller than three storeys was approved by the Capital Trustees Board during its yesterday's session. The changes would apply to both public and private buildings. They are intended to make access easier for people with physical or visual impairments, particularly in towers where stairs are not a practical option. Each affected building would need at least one lift wide enough for a wheelchair, with its controls marked in Braille. Daily movement Capital Trustees Board member Dr Bashar Ahmadi, who submitted the proposal, said it aimed to make daily movement safer and more practical for people with disabilities, including visitors to government buildings. During the meeting, board member Mubarak Al Nuaimi said the technical committee recommended limiting the requirement to buildings above five storeys. He added that new buildings should only receive a power connection once they meet the minimum accessibility criteria. Rules Mohammed Al Sahli, Director-General of the Capital Trustees Board, said public buildings such as ministries and state agencies have followed such rules for a decade. Retrofitting older structures remains a challenge, he noted. For private developments, much depends on the commercial priorities of the developer. Capital Trustees Board approves mandatory soundproofing proposal for multi-storey flats

A proposal to set soundproofing standards for floors in multi-storey flats was approved by the Capital Trustees Board during its session yesterday. The plan is intended to reduce disturbances in shared buildings and encourage quieter homes. Developers would be required to meet minimum insulation levels between floors, particularly in freehold properties. Dr Bashar Ahmadi, who submitted the proposal, said noise between flats is a common complaint. He pointed to the use of poor construction materials and designs that fail to block sound. The aim, he said, is to bring in standards drawn from practices already used in other parts of the world. Expectations Mubarak Al Nuaimi, who chairs the board's technical committee, said the measure would help set clear expectations for builders and buyers alike. It would also support building managers in handling disputes and allow inspectors to assess compliance more easily. The committee recommended making soundproofing a condition for issuing permits in new freehold developments. Idea Mohammed Al Sahli, Director-General of the Capital Trustees Board, said the idea could benefit buyers but noted that such matters fall under the Urban Planning and Development Authority. He suggested soundproofing could be left as an option, allowing developers to offer both insulated and non-insulated flats. Deputy Chair woman Khalood Al Qattan supported the view that buyers should be free to choose whether they want this feature. Also during the meeting, the board reviewed a report on messages received through the Tawasul platform between September 2024 and May this year. There were 1,823 complaints, 319 enquiries and 39 suggestions.
