ISLAMABAD: Capital Development Authority (CDA) successfully concluded the third and final day of its open auction, raising a remarkable Rs19.56 billion through the sale of eight commercial plots and four shops in Blue Area's Parking Plaza. Chairman CDA and Chief Commissioner Islamabad Muhammad Ali Randhawa personally oversaw the transparent auction process, which saw an overwhelming response from local and overseas investors. The active participation of the business community underscored renewed investor confidence in the authority's planning, transparency, and facilitation measures. Among the top bids on the third day, four retail units in Blue Area's Parking Plaza fetched impressive amounts: Shop No. 12-A: Rs146.7 million Shop No. 8-A: Rs145.7 million Shop No. 10-A: Rs143.2 million Shop No. 8-C: Rs94.3 million Earlier, three plots and one petrol pump site was auctioned. Plot No. 13 in Blue Area (8-G) sold for Rs7.24 billion Plot No. 14 in Blue Area (8-G): Rs4.16 billion Plot No. 12 in Blue Area (8-G): Rs3.60 billion Petrol pump site in Sector I-14 Markaz: Rs1.64 billion In total, 46 commercial plots and shops were offered through open auction over three days at Jinnah Convention Centre. To ensure transparency, the auction process was jointly monitored by senior CDA officials including Member Estate Talat Mahmood, Member Finance Tahir Naeem, Member Engineering Syed NifasatRaza, and Member Planning Dr Khalid Hafeez. On the sidelines of the auction, CDA also organised an Investment Expo featuring facilitation booths by the Environment Wing, MCI, and Sports and Culture Directorate to raise awareness and provide real-time assistance to potential investors. The CDA also announced incentive packages, including a five per cent discount on lump-sum payments within a month and an additional five per cent discount for payments made in US dollars. A dedicated facilitation team remains on standby to assist investors at every step. Randhawa said the revenue generated from this successful auction will be directed towards Islamabad's infrastructure uplift, sector development, and beautification projects, aiming to transform the capital into a modern and model city. A lower court in Islamabad on Sunday upheld the decision by the Directorate of Municipal Administration (DMA) and Metropolitan Corporation Islamabad (MCI) to cancel the e-parking contract awarded to AJCL company, terming the termination fully legal and in accordance with administrative procedures. The court dismissed AJCL's appeal, reinforcing the government's commitment to transparency, legal supremacy, and public interest. Senior advocate Nazir Jawad, representing CDA and DMA, presented what the court described as "solid legal evidence" to defend the cancellation of the contract. The contract with AJCL was officially revoked in June 2025 after the company was found to be in serious breach of multiple clauses, including financial irregularities and failure to implement a cashless system for parking. The CDA spokesperson told the media that multiple First Information Reports (FIRs) were also filed by both the DMA and concerned citizens at local police stations against the company. AJCL subsequently challenged the contract termination, requesting that parking sites not be reclaimed and that the proposed re-auctioning of smart parking sites be halted. However, the court rejected all such claims, declaring them baseless and upholding the DMA's actions as legally sound and procedurally proper. Legal experts and civic stakeholders alike have praised the decision, calling it a major step toward enforcing transparency, upholding the rule of law, and improving urban services in Islamabad. "This judgment empowers us to take stronger, more effective steps for enhancing public amenities," said a senior CDA official. "This verdict is a testament to our commitment to good governance, transparency, and merit-based decisions," said Chairman Capital Development Authority (CDA) and Chief Commissioner Islamabad, Muhammad Ali Randhawa in a statement on Sunday. The verdict has been hailed by CDA officials as a precedent-setting move under the leadership of Member Administration Talat Mahmood and Deputy DG Enforcement and Director DMA Dr Anam Fatima. The CDA reiterated its commitment to modernising urban infrastructure, promising that no lapses in governance or public service delivery would be tolerated.

ISLAMABAD: The Capital Development Authority (CDA) has launched a decisive operation against illegal encroachments in several underdeveloped sectors of the capital, including H-16, C-15, C-16, E-12, and F-13. The move comes following an important meeting chaired by CDA Chairman, Chief Commissioner Islamabad, and DG Civil Defence Muhammad Ali Randhawa at CDA Headquarters. During the high-level meeting, which was attended by CDA members from various wings, Deputy Commissioners of Islamabad and CDA, and other senior officials, Chairman Randhawa issued strict directives for the immediate removal of all unlawful occupations in the mentioned sectors. He emphasised that while action is being taken against encroachers, citizens with legal claims must present their documentation to the on-site Deputy Commissioner CDA or designated officials for redressal. Islamabad Administration staff will also assist in the process to ensure transparency and adherence to legal protocols. Randhawa further directed that field offices of the Deputy Commissioner CDA and relevant officers be established within the sectors under development, allowing for timely resolution of public grievances. He stressed that all issues must be addressed transparently and in full compliance with the law. Alongside the anti-encroachment efforts, the meeting also reviewed the pace of sector development projects. The CDA chief instructed the concerned departments to accelerate infrastructure development in areas including Park Enclave, ensuring that work quality and standards remain uncompromised. ISLAMABAD: Strict security arrangements have been enforced in Islamabad for the 9th Muharram processions, with Chief Commissioner Islamabad, Chairman CDA, and DG Civil Defence Muhammad Ali Randhawa personally overseeing the preparations. During a surprise visit to the Central Imambargah Asna Ashri in G-6, the officials reviewed the arrangements and assessed the on-ground situation. A foolproof security plan—devised on the directives of Interior Minister Mohsin Naqvi—is being implemented in coordination with CDA, Islamabad Police, and the district administration. The procession route has been fully cleared, and a large contingent of police personnel is deployed for security, the Chief Commissioner said. According to Randhawa, Safe City cameras are providing uninterrupted surveillance of the procession.
