MHADA extends amnesty scheme for housing societies awaiting occupancy certificates until December 31
In a huge relief to housing societies that are waiting for occupancy certificates, the Maharashtra Housing and Area Development Authority (MHADA) has also extended the time for its two current special amnesty schemes until December 31, 2025. The extension, sanctioned under the supervision of MHADA's vice-president and CEO Sanjeev Jaiswal is likely to benefit almost 80 housing societies in Mumbai. The extension is for two schemes: one for issuing occupancy certificates (OC) to redeveloped buildings under the 1991 Development Control Regulations (DCR), and another for waiving interest on additional premium amounts charged during redevelopment under MHADA's jurisdiction. According to Authority Resolution No. 6260, MHADA's Mumbai Board will continue to waive interest on pending additional premiums levied on housing societies. These societies will now pay only the principal amount, relieving the financial burden that has slowed the granting of occupancy certificates for most projects. At the same time, the Building Permission Cell is also offering an amnesty scheme for buildings redeveloped under DCR 1991. The scheme gives a 'concession' of up to 75 per cent on penalty charges imposed for unauthorised use of rooms like enclosed flowerbeds or balconies and minor variations from approved plans. It will be applicable to buildings that took building permissions under DCR 1991 till November 12, 2018. Several societies were issued No-Objection Certificates (NOC) or Letters of Intent (LoI) between 29 July 2004 and 4 June 2007 and were subsequently requested to pay extra premiums, but on account of non-payment, their occupancy certificates are pending. Consequently, people occupying these societies have been faced with increased utility bills, tax dues, and inconveniences in the sale or transfer of the flat. 'While physically, the majority of buildings have been completed and are transferred to the societies by developers, the financial liability of outstanding premium payments has stayed with the societies as well as members. The interest waiver scheme now provides them with a realistic route to regularisation,' a MHADA spokesperson said. Where building plans have been changed above approved limits, a 75 per cent concession on penalty is permissible under the amnesty scheme, subject to recovery of fees on revised plans.

Mumbai: MHADA to make 15 crore official documents public
NEW DELHI: Approximately 15 crore official documents will be made accessible to the public to streamline the administrative process and improve transparency, said Sanjeev Jaiswal , vice president and chief executive officer of The Maharashtra Housing and Area Development Authority ( MHADA ). "By making 15 crore official documents available to citizens, we are reducing the dependency on Right to Information (RTI) applications and making access to information straightforward and hassle-free," Jaiswal said. He said the scanned documents are being uploaded and within a week these documents will be displayed of MHADA's official website. Sensitive and classified documents, however, will remain protected. "Our goal is to simplify interactions and make information easily available to all citizens," he said. MHADA is also pushing forward its digital transformation agenda by promoting grievance redressal through online platforms. To assist citizens without digital access, especially from rural areas, it has appointed dedicated staff. Public grievance meetings, or Janata Darbars, have also been organized to address concerns directly. It has also engaged an external agency to gather feedback across departments, helping the organization better align its services with public expectations. Jaiswal also informed that the key distribution ceremony for beneficiaries will be held by May 15 in BDD Chawl Worli . While speaking about the Girni Kamgar housing scheme, he pointed out that The eligibility of over one lakh registered mill workers has been finalized by the Mumbai Board. MHADA is targeting delivering 6.5 lakh homes across the Mumbai Metropolitan Region. Stock focusing on EWS (Economically Weaker Section) to MIG (Middle Income Group) categories will soon be available as redevelopment projects at Motilal Nagar, GTB Nagar, Sindhi Society, and PMGP Jogeshwari. Besides seven cluster redevelopment projects at Prabhadevi in south Mumbai are also taking shape.

State notifies redevelopment of MHADA's Bandra, Worli colonies
MUMBAI: The state government on Friday notified the redevelopment of two mega-redevelopment projects – 52 buildings owned by the Maharashtra Housing and Area Development Authority (MHADA) at Bandra Reclamation and 58 buildings at Adarsh Nagar in Worli. According to the order, a builder will be appointed to execute both projects, a windfall considering these are not only large housing colonies but also located at some of Mumbai' premium addresses. The government has granted floor space index (FSI) of 4 for both projects. The developer, who will be appointed through a tendering process, will have to get the consent of just 51% of the residents of each colony, to secure development rights. Both housing colonies were built between 1950 to 1960, when MHADA constructed around 56,000 houses in Mumbai's city and suburban areas under its Mumbai Board, for the middle-income group (MIG) and low-income group (LIG). It also assigned plots for high-income groups, on which around 5,000 cooperative housing societies were built. All these buildings are 50-60 years old and dilapidated, making them unsafe to live in. This prompted the residents of these colonies to demand redevelopment, to improve their living conditions, a housing official said. In its order on Friday, the state housing department permitted the exclusion of cooperative housing societies in these two colonies that have already been granted individual redevelopment permission. While doing so, it has decided not to grant further permission for individual redevelopment. 'It has been observed that buildings located on main roads are being redeveloped at a faster pace. The rest, on inner streets, are not being redeveloped swiftly,' the official pointed out. The Bandra Reclamation and Adarsh Nagar projects have been approved under Development Control Regulation 33(5), which provides a mechanism for the redevelopment of MHADA buildings, particularly housing schemes that benefit economically weaker sections, lower-income and middle-income groups. It allows for increased FSI for redevelopment, incentivising residents to approach MHADA for redevelopment proposals. Of the FSI of 4, 1 FSI will be used to generate new housing stock for MHADA, the Government Resolution (GR) states. 'Apart from securing 51% consent, the developer will have to provide alternative accommodation, rentals, a corpus fund and all the basic amenities to the residents,' said a senior officer from the housing department. The GR further states that the current sinking fund, corpus fund, etc, held by existing societies, must be distributed among all members. 'Once new cooperative societies are formed, the developer must deposit a matching amount (based on carpet area) for the new sinking and corpus funds, which MHADA shall regulate,' it adds. The state housing department will also establish a high-power committee headed by the additional chief secretary (housing) to monitor the execution of the project. The five-member panel will also include the chief executive officer of MHADA, an additional commissioner of the BMC, a joint secretary from the housing department, as well as the chief officer of MHADA as member secretary. MHADA's Bandra Reclamation buildings are on the same road as Lilavati Hospital. There are a total of 52 buildings, with a net plot area of 2,12,042 sq m. The flats, numbering 1,688, range from 322 sq ft to 825 sq ft each. Residents will get additional built-up area of 5,04,515 sq m, while MHADA will get flats of 1,00,190 sq m. Adarsh Nagar is located behind the Worli Fire Station on Annie Besant Road. It comprises a total of 58 buildings, with a total plot area of 68,034 sq m. The flats, a total of 863, range in size from 270 sq ft to 860 sq ft. Residents will get an additional built-up area of 89,557 sq m, while MHADA will get flats of 14,632 sq m for its housing stock.

Mumbai: MHADA CEO directs departments on timely completion of redevelopment & infrastructure projects
NEW DELHI: Sanjeev Jaiswal , vice president and chief executive officer (CEO), Maharashtra Housing and Area Development Authority ( MHADA ), reviewed the progress of the 100-day action plan action on Wednesday and issued directions for the timely completion of departmental work. Redevelopment projects in Abhyudayanagar, Gandhinagar, Aaram Nagar, Patra Chawl, and BDD Chawls, as well as housing projects for police colonies, were discussed. Jaiswal directed that tender processes be initiated for the redevelopment of Bandra Reclamation, Adarsh Nagar, and Worli colonies, in line with decisions taken by the state cabinet. Progress on grievance redressal was also reviewed, with a particular focus on complaints received during Lokshahi Din. While the majority of cases have been resolved, six matters remain pending. MHADA VP instructed that these be addressed without delay. Further updates were presented on the master list distribution and the new MIS system developed for lease agreement renewals. The Mumbai Building Repairs and Reconstruction Board reported on the status of work under Sections 91A and 79A/B. Land acquisition progress in the areas of Dadar, Mahim, and Prabhadevi was also reviewed. Digital initiatives such as enhanced administrative tools and planning support systems were also reviewed. Jaiswal directed that these new facilities be completed and made available to the public at the earliest. A demonstration was given on the ongoing enhancements to MHADA's official website. The integration of a Chatbot system, designed to provide citizens with access to information and assistance at any time, was reviewed. Jaiswal noted that these improvements will further simplify public access to MHADA's services. 72 complaints heard and directed for immediate redressal As part of MHADA's 100-day action plan, a Janata Darbar Din was conducted on Wednesday by the Mumbai Board to hear and address 72 citizen complaints. Complaints received included low water pressure from the pump house, non-payment of property tax and water charges by developers for MHADA beneficiaries under DCR 33(7), the need for administrative action against office bearers in cooperative housing societies formed on MHADA layouts, demolition of unauthorised constructions, removal of encroachments, waiver of maintenance charges for mill worker housing at Mouje Kon, Panvel, and action against unauthorised hoardings on MHADA land. Milind Borikar, chief officer, Mumbai Board instructed the concerned officers to take immediate action on all complaints and directed that all pending matters be resolved within seven days.
