Comelec begins local source code review for BARMM polls
The Commission on Elections (Comelec) on Thursday kicked off the local source code review (LSCR) for the automated election system (AES) in connection with the October 13 Bangsamoro parliamentary elections. This developed days after the Comelec started the trusted build generation for the election system to include amendments aligned with the provisions of the Bangsamoro Election Code. 'The Bangsamoro is just a continuation of the May 12, 2025 NLE, but then again, Section 14 of the Bangsamoro Election Code mandates that the ballots should include not only the names but alsoa logo of the political party and pictures of the candidates or district parliamentary representative. That's why may babaguhin sa system natin (there will be changes to our system),' said Comelec Executive Director Teopisto Elnas Jr. 'With that, uulitin natin itong proseso mula sa trusted build, customization, field test, mock elections, certification ng TEC as well as international certification,' he added. (With that, we'll repeat the process from trusted build, customization, field test, mock elections, TEC certification, and international certification.) According to the Comelec, the LSCR started on July 17 at 11 a.m. at Circuit Makati. It also urged all accredited reviewers and representatives from the Parish Pastoral Council for Responsible Voting (PPCRV), National Movement for Free Elections (NAMFREL), Legal Network for Truthful Elections (LENTE), and regional parliamentary political parties to participate in the LSCR. The poll body earlier explained the source codes serve as the 'brain' that will instruct the automated counting machines (ACMs) to execute their functions during the election day. Following its review, the notes and observations from the LSCR will be submitted to the international certifying entity for the AES's international certification. The Poll Automation Law states that 'once an AES technology is selected for implementation, the Commission shall promptly make the source code of that technology available and open to any interested party or group [that] may conduct their own review.'' —VBL, GMA Integrated News

The Commission on Elections on Monday conducted a trusted build generation for the automated election system to include modifications in the poll system to be used in the 2025 Bangsamoro polls. A trusted build is a compilation of the source codes to be used and processed by the automated counting machines, consolidation canvassing system, and election management system. Comelec executive director Teopisto Elnas Jr. explained the poll body will repeat the process for the trusted build to align the AES with the provisions under the Bangsamoro Election Code. This includes the insertion of photos of candidates and logos of all political parties vying seats in the parliamentary in the ballots. Section 12 of Republic Act No. 9369 stipulates that 'once an AES technology is selected for implementation, the Commission shall promptly make the source code of that technology available and open to any interested party or group which may conduct their own review thereof." Comelec to retain 15% ballot threshold for Bangsamoro polls
The Commission on Elections (Comelec) will retain the 15% valid threshold for ballot shading for the 2025 Bangsamoro elections. Poll chief George Erwin Garcia on Monday said the threshold will remain effective as he reiterated the first-ever parliamentary polls is a continuation of the 2025 national and elections (NLE). 'Hindi tamang baguhin ang threshold sapagkat yun ang nasimulan namin sa 2025 NLE,' Garcia said. (It is not right to change the threshold because we already implemented that.) 'Sabi sa batas ang BARMM elections ay continuation ng national and local elections so hinid kami dapat magbago ng mga ibang sinagawa namin sa 2025 NLE,' he added. (The law states the BARMM polls is a continuation of the national and local elections so we wont change other policies.) In October 2024, the poll body en banc approved a proposal to lower the valid ballot shading threshold to 15% for the 2025 May polls — the lowest threshold since the 20% set for the 2010 elections. Garcia said the preparations of the Comelec for the Bangsamoro elections are in 'full blast'. He said the Comelec en banc has already approved the ballot faces for the Bangsamoro polls. At least 7,000 automated counting machines (ACMs) will be used for the elections and instead of telecommunication units, Starlink devices will be distributed to polling precincts for vote transmission. Comelec control Meanwhile, Commissioner Aimee Ferolino said the poll body is eyeing to lift control over Buluan, Maguindanao del Sur and Datu Odin Sinsuat, Maguindanao del Norte for the 2025 Bangsamoro elections. 'We're considering the lifting of the two municipalities under the Comelec control kasi di masyadong mainit ang elections doon at kokonti lang naman ang positions at stake,' said Ferolino. 'There is a great possibility that the declaration of the areas under Comelec control will be lifted for the upcoming polls,' she said. Ferolino, chairperson of the Comelec Gun Ban and Security Concerns Committee, said the poll body is continuing its security preparations for the polls. This includes requesting more personnel from the Afrmed Forces of the Philippines (AFP) and the Philippine National Police (PNP). 'If we have secured the previous elections well, there is no reason we can't secure more the BARMM elections kasi mas nakatutok tayo. Mas maraming pwersa ang AFP at PNP at kasama natin ang PCG sa elections sa BARMM,' she added. EU observers give Comelec their final report on Eleksyon 2025

Photo: Commission on Elections The Commission on Elections (Comelec) on Wednesday said it will review the recommendations of the European Union (EU) poll observers on the recent 2025 national and local elections (NLE). Members of the EU observation mission met with Comelec officials to formally turn over their final election observation report and recommendations, months after the conclusion of the May 12 midterm polls. 'Ang pangako ng lahat ng bawat isang miyembro ng Comelec kanina, aaralin at kung may mga bagay na maisasama sa proposal na revised Omnibus Election Code (OEC) ay isasama pa namin para maisaayos,' Comelec spokesperson John Rex Laudiangco told reporters. (The promise of each and every Comelec en banc member is to review the report and if there is any recommendation that may be included in the proposal for the revised OEC, then we will include it.) In April, the EU launched the election observation mission for Eleksyon 2025, deploying an initial 200 observers. More poll observers arrived in the country the following month. The international observers released their initial report on May 14, flagging widespread vote-buying; the continued dominance of political families; election-related violence, including on election day; and a legal framework that is fragmented and lacks grievance mechanisms. According to Laudiangco, among the EU poll observers' recommendations are decreasing the number of voters per precinct to shorten lines. They also reiterated the issues on vote buying, and violence, and lauded the poll body's transparency efforts, engagement with media, and expeditious actions on complaints of discrimination, and red-tagging. 'Mukhang ang susi kasi sa lahat ng nakitang observations, dalawang bagay: pagbabago sa legislation at pagpapalaki ng pondo. Kung masosolusyunan ang dalawang bagay na ito, tingin namin pareho, magagampanan namin ang sinasabi nilang international standard at mas magandang pagpapalakad ng halalan,' he added. (We saw that the key to these observations are two things: the amendment of election laws and a higher budget for the polls. If a way can be found for these, we think we will be able to attain the international standard and a better way of conducting elections.) The EU observation team said it will also submit its final report and recommendations to Congress.
