On First World Rural Development Day, discover how villages are driving India's growth story

In a symbolic development, the UN General Assembly has declared that from this year onwards, July 6 will be observed as World Rural Development Day, reaffirming its commitment to the 2030 Agenda for Sustainable Development Goals. In India, the past one and a half decades have witnessed a notable push in this direction, supported by policymakers, rural development enterprises, including NPOs, and change leaders working in partnership with local bodies. These joint efforts are now reflected in the country's economic indicators, as highlighted in the Economic Survey 2024–25, that the urban-rural divide is narrowing at a steady pace, with rural consumption gaining momentum - the gap in Monthly Per Capita Consumption Expenditure (MPCE) has reduced to 70 per cent in 2023–24, down from 84 per cent in 2011–12. Observing World Rural Development Day also offers an opportunity to reflect upon the role of development organisations in India that are already aligned with the UN's objectives. Anirban Ghose, Managing Director, Transform Rural India (TRI) says, 'At Transform Rural India, we see this day as a celebration of the spirit that drives our villages forward. Rural communities are not passive recipients of change, they are its architects. Strengthening their agency and creating enabling systems of change around them is key to building a more equitable, balanced, and future-ready India.' Collective efforts to strengthen resilience, inclusivity, and balance in urban-rural dynamics are essential to a country's economic and social development. Anju Devi, a farmer and community member from Boda village of Ranchi, Jharkhand says, 'When we finally came together as a community and took charge of our own future, the growth we experienced was genuine and lasting. Real change only started to happen when we opened up to each other, shared our struggles, and joined hands to find solutions together. It was in those moments of unity that we truly began to move forward, side by side.' Transform Rural India will host the fifth edition of its flagship event, the India Rural Colloquy, from August 1-8 – a gathering across five states of the thought leaders and changemakers building India's rural renaissance, along with the launch of three major reports on youth, health and CSR impact.

Sebi proposes e-book platform for NPO fund raising on Social Stock Exchange

Capital markets regulator Sebi on Wednesday proposed a dedicated electronic book provider platform for fundraising by not-for-profit organisations (NPOs) through the Social Stock Exchange. The proposed framework aims to streamline the process for NPOs to issue Zero Coupon Zero Principal instruments and other permitted securities on the SSE by introducing a common bidding and settlement platform called the SSE Electronic Book Provider (SSE-EBP), the regulator stated in a consultation paper. Under the draft circular, NPOs intending to raise Rs 50 lakh or more in a single issue or via shelf issues will have to use this new platform. The SSE-EBP will be open to a wide range of participants including qualified institutional buyers, non-institutional and retail investors. However, foreign portfolio investors and foreign funds will not be allowed to participate, Sebi said. Also, the regulator said issuers will be required to submit detailed fundraising documents and term sheets ahead of the issue date, specifying project details, issue size, and other key terms. Further, investors will be able to place bids through an anonymous pooling system on working days between 9 am and 5 pm, on the working days of the recognised stock exchanges. Allotments will be made on a first-come-first-serve basis or pro-rata where applicable, the regulator said in the consultation paper. The issuer are required to submit a Draft Fund Raising Document (DFRD) and a term sheet outlining issue details such as size, bid terms, minimum lot size and mode of allotment. These details must be filed two working days before the issue date or five working days in case of a first-time issuer, it added. To ensure transparency and accountability, Sebi has laid down strict guidelines for KYC, disclosures, and escrow-based fund settlement. Any failure by successful bidders to make payment on time will lead to a 30-day debarment on the SSE-EBP platform. Similarly, issuers who withdraw from the issue without valid reasons may be barred from accessing the platform for 7 days. Exceptions include cases where the issue fails to garner at least 75 per cent subscription or where investors default on payments. The Securities and Exchange Board of India (Sebi) has invited public comments on the draft circular till July 24. The proposed mechanism is expected to improve investor confidence and promote capital mobilisation for social impact initiatives.

DA rejects govt plan to take food distribution away from NPO's

JOHANNESBURG - The Democratic Alliance says centralising the Gauteng food bank would increase food insecurity. The Gauteng government wants to centralise the food parcel distribution by 288 non-profit organisations. Under its plan, five regional food banks will become one. The DA however disagrees. It says while establishing a central food bank may seem cost-effective, the effects are dire. "The department will likely face increased distribution costs, creating barriers to the delivery of food parcels and leaving many, including vulnerable children, at risk of hunger. "Furthermore, local suppliers to food banks and NPOs would also be left out in the cold, leading to unintended job losses," the party says. The DA is of the view that if NPOs continue as food drop-in centres and regional food banks this will assist in reducing transportation costs.
