Nepal: Corruption case filed against 18 people including telecom chief
By Shirish B Pradhan Kathmandu: Nepal's anti-graft body on Sunday filed a corruption case against 18 people including former and incumbent managing directors of the government-owned Nepal Telecom . The case was filed by the Commission for the Investigation of Abuse of Authority ( CIAA ) at the Special Court over alleged irregularities in the contract extension for maintaining Nepal Telecom's billing system, according to CIAA spokesperson Rajendra Kumar Paudel. Sangita Pahadi , Managing Director (MD) of Nepal Telecom, and former MD Sunil Paudel were among the 18 people against whom the case was filed. The case was filed over alleged billing irregularities in Nepal Telecom's GSM (Global System for Mobile Communications) mobile, fibre internet, leased line, and wire lines due to illegal purchases and sales. "There was bad faith in the purchase of related equipment and also the misappropriation of public assets," the CIAA stated. The anti-graft body has demanded a compensation claim of Rs 334.8 million against the defendants. Investigations found that Nepal Telecom awarded a contract worth NRs. 3.15 billion to Chinese company Asia Info around two and a half years ago without following proper procedure, causing a huge loss to the state-owned telecom. Nepal: Foundation stone laid for hostel, canteen block of school in Mustang to be built with India's assistance
Kathmandu [Nepal], June 8 (ANI): The foundation stone for the construction of a hostel building and canteen block for Shree Dibya Deep Secondary School at Lomanthang Rural Municipality in Nepal's Mustang to be built under Indian aid was laid on Sunday. As per a release from the Indian Embassy in Kathmandu, the foundation stone was jointly laid by Prasanna Shrivastava, Deputy Chief of Mission, Embassy of India, Kathmandu and Tasi Nharbu Gurung, Chairman, Lomanthang Rural Municipality, Mustang. 'The hostel building and canteen block for Shree Dibya Deep Secondary School is being built with the Government of India's financial assistance at the project cost of NRs. 37.60 million under 'Nepal-India Development Cooperation',' the Indian Embassy in Nepal stated in a release. The Government of India's grant under 'Nepal-India Development Cooperation' is being utilised for the construction of a hostel building with a toilet, bathrooms, a kitchen block with a dining hall, rest rooms and other allied facilities, according to the release. The project is being taken up as a High Impact Community Development Project (HICDP) and is being implemented through Lomanthang Rural Municipality, Mustang. Shree Dibya Deep Secondary School is the only high school in Upper Mustang. It caters to children living in Loghekar Damodar Kunda Rural Municipality and Lomanthang Rural Municipality. The school seeks to provide quality education through experienced and motivated teachers, according to the release. On the occasion, Prasanna Shrivastava, Deputy Chief of Mission, Embassy of India in Nepal, expressed happiness over 'the growth, expansion and diversification of India-Nepal development partnership over the years.' He reiterated the Government of India's commitment towards further deepening and strengthening this partnership-based on the priorities of the Government and people of Nepal. The Chairman, Lomanthang Rural Municipality, Mustang, political representatives, Chairperson, School Management and other stakeholders appreciated the developmental support being provided by the Indian government to the people of Nepal. They expressed confidence that the infrastructure being created would help create a better learning environment for the students of Shree Dibya Deep Secondary School in Mustang. As part of his ongoing visit to Mustang, the Deputy Chief of Mission also visited the Lowo Nyiphug Namdrol Norbuling Monastic School in Lomanthang, Mustang. The dormitory building of this Monastic School is currently being built with the Government of India's financial assistance at a project cost of NRs. 41.40 million as an HICDP. Since 2003, the Government of India has undertaken 573 HICDPs in Nepal in various sectors, including education, health, road and bridges, river training, drinking water, electrification, agriculture, culture and social welfare. These projects are spread across the seven provinces of Nepal. Out of 573 projects, 59 projects are in Gandaki Province, including 17 projects in Mustang. In addition to these, the Government of India has also gifted 1009 ambulances and 300 school buses to various hospitals, health posts and educational institutions in Nepal to date. Out of these, 119 ambulances and 40 school buses have been gifted to various institutions in Gandaki province, including 11 ambulances and five school buses in Mustang. These vehicles are helping enhance accessibility to education and health services in the region. In a press release, the Indian Embassy in Nepal stated, 'As close neighbours, India and Nepal are engaged in wide-ranging and multi-sectoral cooperation. The implementation of HICDPs reflects the continued support of the Government of India in bolstering the efforts of the Government of Nepal in the growth and development of its people by augmenting infrastructure in priority sectors.' Nepal conducts its first successful sex change surgery
A 25-year-old transgender person from the Janakpur district of the Madhesh province changed their gender through sex reassignment surgery (male to female), Shrestha said. The surgery took place at the Tribhuvan University Teaching Hospital, Chief of Plastic Surgery Department Professor Dr Jayan Man Shrestha said during a press conference. Kathmandu, Jun 8 (PTI) Nepal's first sex change surgery was successfully performed at a teaching hospital here, the head of its plastic surgery department said on Sunday. Previously, Nepalese people seeking sex reassignment surgery had to travel abroad, often to Bangkok, at high cost. The procedure can now be done within Nepal, saving patients significant expenses. In Nepal, the cost of sex change surgery is estimated between NRs. 150,000 and 200,000. Leading third-gender activist and former Member of Parliament Sunil Babu Panta demanded the formulation of a clear-cut policy on the matter. The main question, he said, is how to define identity, whether a transgender woman should be recognised as a woman or as a third gender. Nepal Ex-PM Madhav Kumar Nepal Charged In 2025 Land Scam Case By CIAA
Former Nepali Prime Minister and leader of the opposition Madhav Kumar Nepal has been charged with corruption by the anti-graft agency in connection with an alleged land scam. It is the first time that a former Prime Minister has been booked for corruption in the Himalayan nation. The anti-graft agency, Commission for Investigation of Abuse of Authority (CIAA), on Thursday afternoon registered a case against Nepal along with 94 others on the land scam, court officials confirmed to ANI. "CIAA registered the case at the Special Court on Thursday against Nepal and other defendants," a Special Court official confirmed to ANI. This is the first time that a Nepali Prime Minister has been charged in a corruption case in the nation's history. The case involves alleged misappropriation of land acquired for a private company under government exemptions for land ownership ceiling. As per the charges, the anti-graft agency has demanded NRs 186 million from the former Prime Minister. Madhav Kumar Nepal, now the chairman of CPN-Unified Socialist (CPN-US), while in power on February 1, 2010, had approved the purchase of 815 ropani (1 ropani equals 0.0509 hectares) of land in Banepa, Kavre, under the ceiling exemption for purposes including yoga centres, Ayurvedic institutes, and the herbal industry. The decision was made through a meeting of the council of ministers led by then Prime Minister Madhav Kumar Nepal. The same cabinet meeting also approved the purchase of land under ceiling exemption: 75 bighas (1 bigha equals 0.677 hectares) in Dang, 300 ropanis in Lamjung, 250 ropanis in Syangja, 15 bighas in Chitwan, 25 bighas in Dhanusha, 150 ropanis in the Kathmandu Valley, and 40 bighas in the Bara-Parsa area within five years. After receiving Cabinet approval, the private company's Nepal Chief purchased 593 ropanis, 5 annas, and 3 paisas of land in the areas of Nasikasthan, Sanga, Mahendrajyoti, and Chalal Ganeshsthan in Banepa. The decision-making process to grant approval for purchasing land under the ceiling exemption involved then Prime Minister Madhav Kumar Nepal, then Land Reform Minister Dambar Shrestha, then Chief Secretary Madhav Ghimire, then Secretary Chhabiraj Pant, along with other high-ranking officials and employees. Within a month of receiving approval to purchase land under the ceiling exemption, on February 19, 2010, the company's Chief submitted an application to the then Land Reform Minister Shrestha seeking permission to sell the land acquired under the exemption. On March 16 of the same year, citing "as per Prime Minister Nepal's instruction," then Minister Shrestha took the proposal to the Cabinet to allow the company to sell the land obtained through the ceiling exemption. Three days later, the Cabinet decided to approve the sale of the exempted land. However, on March 30, 2010, then Director General of the Land Reform Department, Keshar Bahadur Baniya, sent a letter to the ministry stating that the Cabinet's decision was illegal and could not be implemented. On April 8, 2010, the Cabinet decided to seek clarification from Director General Baniya, accusing him of challenging the approval given for the sale of land exempted from the land ceiling. The next day, to support the planned sale of the exempted land, Baniya was allegedly removed from his position as Director General, and Joint Secretary Jit Bahadur Thapa of the ministry was appointed in his place. On the very same day he assumed the role, Thapa sent a letter to the Kavre Land Revenue Office approving the sale of the land exempted from the land ceiling. On June 25, 2010, the company sold 353 ropani and 15 aana of land to Kasthamandap Business Homes Pvt Ltd. The investigation has also revealed financial irregularities in land transactions. When the company sold the land in Banepa, the recorded price was NRs 42.25 million. Government records show that the private company later bought 104 ropani, 1 aana, 2 paisa, and 1 dam of land in Dhulikhel for Rs 10.75 million. Following the registration of the case, the post of Member of Parliament (MP) of Madhav Kumar Nepal has been suspended with immediate effect.
